The Ohio Senate this week revealed its initial budget proposal, and it included $600 million for a Browns stadium in Brook Park, but from a new funding source. Instead of backing bonds -- borrowed money with interest -- as the House proposed, the Senate proposed taking $1.7 billion from the state's unclaimed property fund to create a Sports and Culture Facility Fund, $600 million of which would be directed toward the Browns project. The city of East Cleveland currently has two people claiming the title of mayor. The president of the city council, Lateek Shabazz, was sworn in Sunday days after the conviction of Mayor Brandon King. Back in February, Cuyahoga County Probate Court Presiding Judge Anthony Russo had appointed Sandra Morgan to the post after King was suspended pending trial. City council members say the conviction ended that temporary appointment, and the charter says the council president moves into the job. The interim mayor, Sandra Morgan, says she's going nowhere until the judge says she done. We will begin Friday's “Sound of Ideas Reporters Roundtable” discussing the Senate budget including the funding to education as well as the East Cleveland mayoral situation.
A jury convicted suspended East Cleveland Mayor Brandon King yesterday. The jury found King guilty on 10 of 12 corruption-related charges including theft in office and having an unlawful interest in a public contract. King was accused of steering city contracts to businesses owned by him and his relatives. King was accused of steering city contracts to businesses owned by him and his relatives and a codefendant, former councilmember Ernest Smith, was convicted of five charges. The judge scheduled sentencing for June 9. After intense public backlash, the Cleveland Clinic reversed course this week on a plan to begin requiring copays up front before doctors' appointments or other nonemergency treatment. The new policy was set to begin next week. The doctor will still see you, even if you don't fork over the copay, and the hospital will arrange a no interest payment plan. That's a relief to critics who said the pay-first policy would disproportionately impact lower income patients and cause people to put off medical care. We will talk about the jury's verdict and the Clinic's decision to begin this week's “Sound of Ideas Reporters Roundtable.”

Since 2014, the City of Cleveland has been under a consent decree with the U.S. Department of Justice to address a finding that the division exhibited an unconstitutional pattern or practice of excessive force. The investigation that led to that finding was sparked by the 2012 shooting of Timothy Russell and Malissa Williams. A 23-mile car chase involving 60 police officers ended in a parking lot in East Cleveland when 13 officers fired 137 shots into a vehicle, killing both Russell and Williams. Both were unarmed.rnrnThe consent decree requires the Cleveland Division of Police to reform its policies, practices, and procedures to address accountability, use of force, crisis intervention, and more. The Cleveland Community Police Commission (CPC) was also established at this time, bringing 13 community voices into the process of police reform. The CPC's role was deepened after voters passed Issue 24 in 2021--giving the commission final say in disciplinary proceedings and policing policy police discipline cases and officer policies. The consent decree also calls on the community to be a part of the reform process through service in various groups and ongoing engagement through public forums.rnrnThe consent decree itself is broad-reaching, its work significant, and we have heard many perspectives on it over the last decade, most recently in a conversation about the legacy of Tamir Rice. Westerville Education Association member Pablo Chignolli believes everyone has a story to tell. His story is shaped by his experiences after immigrating to the United States from Peru as a young adult. The hardship and discrimination he faced then led him on a journey to foster cultural awareness and inclusivity. Now, as a Spanish teacher at Westerville Central High School, he has teamed up with another teacher to help immigrant students in their school tell their own stories and find their own voices. Mr. Chignolli discusses their new book of memoirs powerful conversation with Ohio Schools editor Julie Newhall. We also dive into plans for the 2nd annual Summer Celebration of Diverse Readers, which is offering East Cleveland students the chance to learn from the voices of diverse characters and diverse authors at a huge book giveaway event in early June. Tom Blenkinsop was born in Middlesbrough, brought-up in Marton and graduated from Teesside University with a BSc in Philosophy, Politics and Economics, and the University of Warwick with an MA in Continental philosophy.Tom joined the Army Reserve in 2017 in the Royal Military Police in which he still serves today, and was an MP whilst training to be an RMP, something we explore in this episode.Tom worked as a constituency researcher for Ashok Kumar, Labour MP for Middlesbrough South and East Cleveland, from 2002 to 2008. He became a campaign manager for the Community Trade Union in 2008 and continued in the role until his election to Parliament in 2010.Tom was selected as the Labour candidate for Middlesbrough South and East Cleveland in April 2010, following Ashok Kumar's unexpected death the previous month. He was elected at the May 2010 general election. In his first Parliamentary term, he was a member of the Environment, Food and Rural Affairs Select Committee from 2010 to 2012, the Standards and Privileges Committee from 2010 to 2011 and the Treasury Select Committee in 2011. He joined the opposition front bench under the leadership of Ed Miliband, serving as a whip from 2011 to 2015.He was re-elected at the 2015 general election. During his second Parliamentary term, he was a member of the Energy and Climate Change Committee from 2015 to 2016, the Privileges Committee from 2015 to 2017, the Standards Committee from 2015 to 2017, and the Northern Ireland Affairs Committee from 2016 to 2017.After the calling of the 2017 general election, Blenkinsop announced that we would not seek re-election as an MP as he could not campaign for Labour whilst Corbyn served as party leader.
