Edgar Hoover's FBI ran a “Counterintelligence Program” (“Cointelpro”) that targeted such diverse people as communists, civil rights activists, antiwar groups, black power leaders, and the Ku Klux Klan for illegal and unconstitutional surveillance, harassment, defamation, and even physical attack.
