Congressional oversight of the judiciary is a hot topic, and Cully Stimson of the Heritage Foundation joins Steve Gruber to make a bold case for reform. As Deputy Director of the Edwin Meese III Center and Senior Legal Fellow, Stimson argues that Congress should adopt a “California rule” to remove biased D.C. Superior Court judges. They discuss how this approach could restore accountability, protect fairness in the courts, and ensure that justice isn't influenced by political leanings.
This week I talk about college football and the firing of coaches going on. Universities are spending so much money now on players, coaching salaries are high, they don't have time to wait. It has been hit or miss. We catch up on the NFL and do the NY Giants have a franchise QB in Jaxson Dart?
This is theft on a very intricate level, and it's almost movie-stuff. "I think this indictment is just the beginning," says Cully Stimson, Senior Legal Fellow at Heritage.

Hi everybody, and welcome back to Heritage Explains. We, like many of you, are enjoying a little bit of vacation this summer. We are taking a break from our regularly scheduled episodes for the month of August. In the meantime, we are bringing you some of our favorite shows from this past year.We have seen a lot of important moments come and go in that time. And one was the verdict delivered in the case of Daniel Penny, this past December. It felt like an inflection point in our national conversation on race and justice. I sat down with Heritage Senior Legal Fellow Cully Stimson to talk about why. Take a listen. Former DNI John Ratcliffe drops a bombshell in an interview with Maria Bartiromo—testimony from Clinton, Brennan, and other Obama-era officials may contradict the still-classified Durham Annex intel. What happens when passion for soccer meets the explosive growth of Northwest Arkansas? Ross Cully, founder and CEO of Harvest Group and early investor in Ozark United FC, reveals the powerful vision behind bringing professional soccer to this dynamic region.Ross shares his personal connection to the beautiful game, from youth leagues in Missouri to watching his former teammate Jack Jewsbury captain the Portland Timbers. That experience opened his eyes to soccer's unique ability to unite communities through an electric matchday atmosphere unlike anything else in American sports. As a father of four, Ross recognizes how younger generations embrace soccer differently than previous ones did, a demographic shift that makes this the perfect moment for professional soccer to thrive in Northwest Arkansas.Beyond the business opportunity, Ross articulates how Ozark United FC represents something more meaningful: a chance to give back to a community that has given him so much. The club's vision extends beyond the pitch to create a vibrant destination combining soccer, housing, retail, and community spaces that will enhance Northwest Arkansas's appeal for current and future residents. The success of this vision relies on community support at every level. Whether you're following social media accounts, purchasing merchandise, attending events, or exploring investment opportunities, each action builds momentum toward making professional soccer a reality in Northwest Arkansas. For those interested in contributing to this community-transforming project, Ross encourages reaching out with questions about sponsorship or investment.Join us on this journey as we unite Northwest Arkansas through the beautiful game and create unforgettable sporting moments for generations to come.
TriMet has a new “road diet” planned for Portland, this time on 82nd Avenue. Working with Metro, TriMet is proposing a transit corridor entirely dedicated to buses. They plan to dedicate bus-only lanes, up and down both sides of the street, shrinking 82nd from a four-lane avenue down to a two-lane road for up to seven miles—from Clackamas Town Center to Portland's Cully neighborhood. The project claims that bus-only lanes are only one of the options as part of ongoing conversations, but the most recent Metro mockup on the future of 82nd Avenue prominently prioritizes “BAT lanes” (Business Access and Transit lanes) as the locally preferred alternative (LPA).By cutting car lanes in half, the bus-only lanes will increase congestion substantially. According to TriMet's own estimates, adding these lanes would cause up to 25 percent of drivers to divert from their routes to avoid traffic. Those diversions will put more stress on residential streets and neighborhoods, requiring additional safety features and maintenance. In the same document, TriMet states these new bus-only lanes will save transit riders three or four minutes at most. That's with seven straight miles of bus lanes. The purpose of 82nd Avenue—also known as Highway 213—is to move as many people and vehicles as possible from point A to point B. What moves more people: a lane that allows both cars and buses, or a lane that only allows buses?Metro Council is scheduled to consider bond funding for 82nd avenue and four other projects on July 31. Metro should eliminate bus-only “BAT lanes” from any further consideration as part of the 82nd Avenue Transit Project.

It's Steve Cully and UConn Legendary QB Shane Stafford back for an all-new Festivus Of Sports Show. We start with the dumpster fire of our NY Knicks. Star Guard Jaylen Brunson was asked after the final loss to Indiana in the Eastern Conference Finals if he was concerned about Coach Tom Thibodeau's job status and replied with a smug remark before saying NO. Shockingly. Thibodeau was fired after being the best coach of the Knicks this century, leading them to 3 straight playoff series wins over the last 3 years, along with having them in the Conference Finals for the first time since 2000. Shane and I discuss the comments Deion Sanders made about Shadeur falling to the 5th round of the draft, while Safety Shilo was signed as a rookie free agent to Tampa Bay. We both believe his stats were inflated because of an offense that didn't attempt to run the football. The stories about him being unprepared on NFL visits, Deion said, were far from the truth and escalated by the media. I bring up how we see many Quarterbacks flame out from the NFL and never receive another opportunity. I talk about Moneyline Co-Host Frank Cristiano believing a developmental league is needed and should run concurrently with the NFL season. Each team will have a roster of players in shape, games are played Tuesday and Wednesday nights. A better scenario than a practice squad or guy being signed off the couch near the end of seasons. Shane thinks injuries could occur to these developmental teams and when a franchise needs someone, they won't be available.
UConn Legend Shane Stafford is back for Festivus. We talk about the NBA Finals, who will come out of the Eastern Conference and can anyone beat Oklahoma City in the Western Conference. College Football added 7 practices to the spring schedule, like OTAs in the NFL. Coaches are the ones who pushed for this because there is so much roster turnover from the transfer portal. We talk about Flag Football being added as an Olympic sport and allowing 10 NFL players to be included on the roster. WNBA the situation with Caitlin Clark and Angel Reece having a fight during a game. A week later Clark is out 2 weeks with a quad strain, are players targeting her?

In May of 2023, a man named Daniel Penny boarded a subway car in New York City. During transit, a man named Jordan Neely began to threaten Penny and the other passengers on the car. Expressing a desire to defend himself and others, Penny, an ex-Marine, put Neely in a chokehold until the train arrived at the next station. Shortly after the incident ended, Neely unfortunately died. New York has brought a criminal case against Daniel Penny. The highly publicized trial concluded yesterday in Manhattan, with the jury delivering a verdict of “Not Guilty”. Because of the immediate nature of the event, we've decided to bring Heritage Explains to you a bit early this week. I sat down with Cully Stimson, Senior Legal Fellow here at the Heritage Foundation, to discuss the case. He's a lawyer, but also a former prosecutor and judge, so it would be hard to find someone more qualified to shed light on Daniel Penny's exoneration. — Follow Cully Stimson on X: https://x.com/cullystimson Rogue Prosecutors Book: https://www.heritage.org/rogue-prosecutors — Have thoughts? In 2022, Portland residents voted to drastically change the city’s form of government. That includes using ranked choice voting to expand the city council from five seats to 12. Another change is the creation of four geographic districts, with voters in each district electing three candidates to represent them on the new council. District 2 covers most of North and Northeast Portland, including neighborhoods such as Irvington, St. John’s, Kenton and Cully. On Oct. 17, “Think Out Loud” convened a District 2 candidates forum at Oakshire Beer Hall. Candidates were invited to participate based on the number of individual donors that contributed to their campaign. They include: Marnie Glickman, Mariah Hudson, Sameer Kanal, Debbie Kitchin, Mike Marshall, Tiffani Penson, Elana Pirtle-Guiney, Dan Ryan, Jonathan Tasini, Nat West and Nabil Zaghloul.
