Our founders created a system where Senators were appointed by the state legislatures.  In this original system, the Senate was bound by obligation to look out for the best interests of their specific states.  Under the ‘advise and consent‘ rules of Senate confirmation for executive branch appointments, the intent was to ensure the presidential appointee -who would now carry out regulatory activity- would not undermine the independent position of the states.  .When the 17th Amendment (direct voting for Senators) took the place of state appointments, the perspective of ‘advise and consent' changed.  The Senate was now in the position of ensuring the presidential appointee did not undermine the power of the permanent bureaucracy, which is the root of power for the upper-chamber. Prime Minister Carney is saying he is restricting Steel and Aluminum imports from non-free trade agreement countries, and he is lowering the tonnage of Steel and Aluminum that will be permitted for import.  His claim is that this approach will help drive up “domestic demand” for Canadian Steel and Aluminum, but that's ancillary to the real objective. President Trump has demanded Canada stop importing cheap steel and aluminum mostly from China; including manufactured component goods that are made with steel and aluminum (think autos).  Canada would not stop, because they could not stop.  Their manufacturing base, green energy and climate change economy, is more of a component assembly system now. So, President Trump hit Canada with a 35% tariff, and things got ugly.  In June Trump raised the tariff to 50%. The back and forth has gone on all year. Price is surely an outcome that results from changes in economic data, corporate profits and adjustments in the stance of monetary policy. Today, price is more properly thought of as a driver of wealth, which in turn, allows it to drive investment behavior and also narratives. This included the banking elites and the Second Bank of the United States, the country's central bank at the time and precursor to today's insidious Federal Reserve system. Jackson couldn't squeeze the American people with a federal income tax to repay the debt. It didn't exist at the time and would have been unconstitutional. He also couldn't simply print currency to pay off the debt. Perpetuating such an insane fraud—which the Fed does on a massive scale today—likely never entered his mind. Instead, Jackson had to rely on tax revenue from other sources, mainly import tariffs and excise taxes, to pay down the debt.
