Even though the Latino population in New York is at record levels, there are no citywide Latino officials. A new survey of Latino voters in New York finds that Latinos themselves have a hard time naming an influential Latino leader in New York, with just under 15% naming Rep. Alexandria Ocasio-Cortez. Latino voters are also split in their opinion of the Democratic Party — with 40% saying that the state government does not represent or incorporate the Latino perspective. Luis Miranda, founder of the Hamilton Campaign Network, and Melissa Mark-Viverito, president of the network and former City Council speaker, joined NY1's Errol Louis to discuss the poll they commissioned and the role of Latinos in New York politics. They also talked about how the migrant crisis needs a leading voice from the Latino community, and how some asylum seekers have encountered acts of violence and hostility upon arriving in New York. Gender equity in government It’s a disservice to our communities and our democracy when the voices of women are missing in government. Women have a right for government to reflect their needs. The actual, lived experiences and perspectives of women in leadership positions enrich and inform our budgets, public policy, and legislation in ways that would not be possible in their absence. A prime example is reproductive rights. When women are at the table, onerous legislation against reproductive rights is less likely. Campaign Finance Program An effective campaign finance program is critical for leveling the playing field for political candidates. It amplifies the voices of small donors and marginalized communities, encourages citizens from all walks of life to run for office, and reduces the possibility of corruption. The New York City Campaign Finance Board boasts a campaign finance program that matches each dollar that is donated with an $8 contribution from public funds. Women Can Win Women have a right to run and to be elected. The record number of women elected into Congress in the 2018 midterm election proves that women can win. Still, women are reluctant to jump into the fray, and have to be asked 5 to 6 times to run for office. Women candidates benefit from being mentored, gaining the skills and understanding about what it takes to run for office, and an effective campaign finance program. She made history in 2005 when she was elected as the first Latina to represent Spanish Harlem/El Barrio in the New York City Council. “A year ago, City Council member Melissa Mark-Viverito was instrumental in helping to bring participatory budgeting to New York City, engaging her district and giving them say in the political process by allocating a percentage of the council member's discretionary funds for capital projects of their choosing. In 2011, Mark-Viverito was one of four members, along with Jumaane Williams, Eric Ulrich, and Brad Lander, to introduce the process in their districts.” This seminar, therefore, presents a broad perspective on participatory budgeting in government and describes specifically the pilot process in four New York City Council Districts. Moderated by Daniel W. Williams, Associate Professor at Baruch College of the School of Public Affairs, the program includes panelists Donata Secondo, Project Coordinator of Participatory Budgeting Project, Melissa Mark-Viverito, New York City Council Member of 8th District in Manhattan and Hazel Martinez, Member of the District Committee in New York City Council District 45 and of the Citywide Steering Committee for Participatory Budgeting.
