Change is often promised, but never fulfilled. Or if there is change, it's usually for worse. But all hope is not lost! The only caveat is that you won't find it in DC! Rather, it begins with you and your local representation. There are many people who don't get too excited about getting “political” since the mere idea of entering into a conversation with a politician directly about an issue seems too personal and perhaps even life threatening. Yet, to practice our constitutional rights would mean to make our voices heard loud and clear to those who are elected to represent us. But how? And who has the time? In this episode, Basil speaks with Patrick Holland from the Missouri Freedom Initiative, a “clarion call for individual states to reclaim their rights for their residents using powerful tools such as (but not exclusively limited to) the 10th Amendment and anti-commandeering doctrine”. In early 2023, bill SB100, a constitutionally grounding economic pursuit to make gold and silver coinage as legal tender, nearly crossed the finish line and become law in Missouri. But twisted democrats got in the way and spoiled the bill by invoking disturbing levels of loyalty to government decreed paper notices of fiat debt, Nazi's, Confederates, MAGA and even a “Zombie Apocalypse” as part of their reasoning to kill the bill. The battle was lost, but the war wages on. As we enter an election year, there are many ways in which you might be able to impact your local community. Even spending a few minutes to write an email to your local rep with some basic copy-and-paste info can add up over time and volume. In that sense, our local governments are like an archaic form of social media. Whatever “we the people” make trend on the desks of our representatives will get the most attention from them. This isn't just in theory, groups like the Missouri Freedom Initiative is proof that it works. If enough of us send emails to our representatives on any given issue that include information like links to documents and articles that serve as evidence to support or push back against something, the more ammunition and confidence our reps will be able to move on our behalf. In America today, many of us have been lulled to sleep and accept whatever terms our governments shove in our faces, whether it be local or federal. The passivity isn't a mere product of our culture, but in fact due to the spiritual weight of evil that has been growing evermore present in this great age of deceit. But it's time to rattle some representatives' cages! Can Canarians across…well mostly America (do what you can out there wherever you may be International folks)…make a difference in their local communities by not just leaning on the Constitution, but on God who gave us the ability to understand the value of our freedom and sovereignty? Peninsula Clean EnergyPeninsula Clean Energy is a community choice aggregation (CCA) founded in 2016 that serves about 310,000 customers in San Mateo County and the City of Los Banos. Peninsula Clean Energy has focused on increasing renewables since beginning service, setting higher targets for renewable energy procurement than those mandated by California under the Renewable Portfolio Standard (RPS). By 2025, Peninsula Clean Energy is aiming to achieve 99 percent renewable electricity on an hourly basis.Back up… What are community choice aggregators?Originally created to offer small residential electricity consumers a competitive alternative to large utilities during restructuring, CCAs' presence on California's grid has grown dramatically over the past decade and they now serve over 11 million Californians. Consumers served by CCAs continue to receive distribution and transmission services from the resident private utility - like PG&E - while the CCA chooses and purchases the electricity itself. For more on how these local entities are trying to decarbonize their energy supplies, see our story on Central Coast Community Energy.How is this different from what California's requiring anyway?Under SB100, 50 percent of the electricity procured by load serving entities (LSEs) like Peninsula Clean Energy is supposed to be from resources that are eligible under California's Renewable Portfolio Standard (RPS). That means at least half of LSEs' electricity must be met by renewable resources like wind and solar, and less than half from resources like natural gas and large hydroelectric power. By 2045, SB100 requires that LSEs achieve all 100 percent carbon-free electricity sales. These targets are based on annual rather than real-time accounting. For example, LSEs like Peninsula Clean Energy can achieve RPS benchmarks by meeting all of their customers' electricity demand with solar for half of the day, but relying on non-renewable resources like natural gas to meet high demand during evening hours. Similarly, many electricity providers in California are now offering 100 percent renewable energy plans. Customers can choose to opt into these plans, typically in exchange for a higher rate. These energy plans are 100 percent renewable on an annual basis, but may not be 100 percent renewable on a monthly, daily, or hourly basis. During high demand periods with low renewable supply, like hot summer evenings, most 100 percent renewable energy plans are still benefiting from non-renewable energy, but they make up for it by contributing extra renewable energy to the grid during other times. Peninsula Clean Energy's goal—getting to all renewable energy on hourly basis—is much harder than getting to 100 percent renewable energy on an annual basis because their renewable supply will need to line up in real time with customers' demand.Advantages of Hourly MatchingBy itself, annual matching requirements probably won't be enough to decarbonize the grid. Hourly matching sends a stronger signal to invest in resources like long duration energy storage and geothermal, which can be available during hours when solar isn't. By reducing demand for carbon-polluting resources like natural gas for all hours of the day, hourly matching can also help to reduce emissions by more than annual matching would.Okay, but what are the drawbacks?Switching from annual to hourly matching increases procurement costs. By how much depends on context, like the kinds of generating resources already available and when during the day ratepayers demand electricity. In their modeling, Peninsula Clean Energy found that costs increased exponentially as they approached 100 percent renewable procurement on an hourly level. While they believe they can meet all of their demand with renewables 99 percent of the time, meeting demand during that last one percent of the time became cost prohibitive. Hourly matching may require more information than is currently accessible. Currently, LSEs use renewable energy credits (RECs) to show their compliance with California's RPS standards. RECs may either be bundled -- sold still attached to the wholesale electricity itself -- or unbundled. Unbundled RECs are purchased separately from the renewable electricity they came from, and the amount of unbundled RECs that LSEs are allowed to use to meet RPS requirements is declining over time. According to the EPA, most RECs aren't tracked with enough detail to work in an hourly-matching system. In the long term, decarbonizing the grid will require hourly matching, but achieving it may still be infeasible for many individual electricity providers while keeping rates reasonable and reliability high.Peninsula Clean Energy's plan for getting to 24/7 renewablePeninsula Clean Energy created an open source modeling tool they're calling MATCH, which they've used to develop their strategy for hourly matching. MATCH chooses resources to minimize costs while maximizing renewable supply on an hourly basis. Peninsula Clean Energy is hopeful that by using this tool they'll be able to match renewable supply to demand the vast majority of the time and reduce emissions grid wide while keeping ratepayers' costs about the same. The MATCH model is publicly available and can be used by other entities interested in hourly matching.Peninsula Clean Energy's CEO Jan Pepper told Climate Break that they're procuring a variety of resources in order to meet their 2025 goal; with a big focus on battery storage options, wind, and geothermal. To ensure reliability, the CCA plans to procure more electricity capacity than they need, then sell excess generation back into California's wholesale electricity markets. Pepper also said that Peninsula Clean Energy was looking forward to technologies that aren't available yet but will be eventually, like offshore wind.About the guestJan Pepper serves as Peninsula Clean Energy's CEO. This week on Sustainability Now!, your host, Justin Mog, speaks some truth to POWER with three guests from PPL Shareholders for Energy Democracy. Wallace McMullen, Deborah Novgarodoff, and Kimberly Brown are all part of a group of concerned citizens and shareholders believes: - LG&E/KU should financially support the community, especially those struggling financially. - LG&E should fund community development in Louisville’s West end, and - LG&E should provide vigorous residential efficiency programs which target low-income and minority residents. - LG&E/KU should not ask for punishing rate increases on residential and small business customers. - LG&E should stop asking for mandatory connection fees that are ridiculously high. $1.30 per day (for gas and electricity) is about 4 times too high.* This charge should only cover the cost of sending the monthly bills. Similar argument for KU wanting $18.50/month for just the mandatory electric connection. *[They got $1.10 per day in the rate case settlement] - LG&E/KU should stop trying for really high profits that exploit its customers, i.e., an unusually high guaranteed ‘rate of return’ on it’s operations. (10.0%). The company should financially support the customers’ communities, and price its services accordingly. - LG&E should stop trying to charge us for ‘smart meters’, both gas and electric. We customers don’t need and don’t want that $400 million charge for new meters, especially given that the existing meters are expected to work well for another 10 years. - LG&E/KU should accept Net Metering as it currently operates in Kentucky, and stop trying to devalue it. - LG&E/KU should stop spending big dollars lobbying for policies that hurt its customers, e.g., the SB100 attack on net metering. - LG&E should end its Bernheim/Jim Beam pipeline proposal in Bullitt County. Instead, Jim Beam should electrify and operate with large solar installations. At the least, pipeline should be rerouted to a mutually agree route that lets landowners keep their generational farms, allows the proposed large-scale solar installation, keeps the environmental covenant on the Bernheim Forest land, and does not go through the Bernheim Forest. - LG&E should stop dominating GLI to it’s own benefit. - LG&E’s Solar$hare is a rip-off Together they will be raising some pointed questions at the holding company, PPL’s annual shareholder meeting on Tuesday, May 18th! California has set a bold target of powering its electricity grid with 100% renewables. The Californian Assembly passed the historic SB100 bill in August last year setting the Golden State on an ambitious decarbonising journey. SB100 has an initial milestone of 60% by 2030 with the objective of carbon free electricity generation by 2045. We've invited Danny Kennedy from the Californian Clean Energy Fund, CalCEF, to join us on the Spark Club stage and share his view on this ambitions objective for the world's fifth largest economy.
Many states across the US have taken a proactive approach to address climate change despite federal pushback against clean power. Assemblymember Ian Calderon's "Straw Law," AB1884, seeks to lessen the number of single-use plastic straws that end up in the ocean and other waterways. The bill, which has passed both Senate and Assembly and is now awaiting concurrence before heading to the governor's desk, would require sit-down restaurants in California to forgo automatically placing a straw in every drink, and instead only provide straws when requested by a customer. Environment California's State Director Dan Jacobson joins the podcast this week to talk about AB1884 and other pending environmental legislation, including SB100, which would mandate that all energy used in California come from renewable resources by 2045.

Shifting disciplinary practices can seem overwhelming.
