We take a break today from the daily madness of the presidential campaign to talkabout an election that is still two years off, and that is the statewide election of2026. We've had many early-declaring candidates for Governor on this programalready and today, KCBS Political Reporter Doug Sovern spoke with a young man who has decided to run for Lieutenant Governor, and that is former Stockton Mayor Michael Tubbs. Tubbs became a national star of the Democratic Party when he was elected Mayor at just 26 years old, Stockton's first Black mayor and it's youngest. But like so many Stockton mayors, he fell victim to some pretty toxic local politics and was upset by a Republican challenger when he ran for re-election in 2020. Since then he's been an advisor to Governor Newsom and now he's throwing his hat in the ring for statewide office himself.

Overcoming adversity has been the hallmark of Michael Tubb's eventful life. When he was six, his father was sentenced to a near-life term in prison. At 22, Tubbs was elected to Stockton's city council while still a student at Stanford. At 26, he became the city's youngest and first black mayor. Along the way he founded programs to help underserved youth get to college, taught in high school, and introduced Universal Basic Income to the city. It has not all been easy as he reflects in his new memoir, “The Deeper the Roots.” Tubbs grapples with the survivor's guilt that comes from seeing family murdered and friends caught up in poverty and violence. We'll talk to Tubbs about his book and the stories and people who have shaped his life so far.

And that's a real misnomer because I feel like we're all, ultimately one paycheck away from being unhoused - Jen RoyIn this episode, our featured voices are the Founder and CEO of Miracle Messages, Kevin Adler, Miracle Messages Friend Program volunteer Jen Roy along with Miracle Money Program participant Ray.The pandemic has exposed how fragile the economic health is of most American households especially our black and brown households. City of Stockton Mayor Michael Tubbs was the first government leader to believe in his community members and created a privately funded universal basic income pilot called the Stockton Economic Empowerment Demonstration. The data from the 2019 pilot showed that providing residents $500 per month that they spent on food, rent, utilities and car repairs for example helped stabilize their households. For more background on Mayor Tubbs and the pilot please listen to Episode 12 from our documentary series "Stockton's Rise From Bankruptcy".Mayor Tubbs has gone on to create the "Mayors for Guaranteed Income" program with Mayors from California to Georgia signing on to the program. Since Tubb's Stockton experiment, Oakland, Marin County, San Francisco, and Santa Clara County started one to two-year universal basic income programs. The pilot programs provide participants between $500 to $1,000 guaranteed dollars every month with no strings attached. Most of these initial pilots like Tubbs's Stockton pilot are being funded by private donations. On July 15th California lawmakers approved the nation's first state-funded guaranteed income program that once Governor Newsom signs the bill cities and counties can apply for funding to support a current pilot or a new program from the $35 million dollar fund.

The idea of a universal basic income has gained more prominence recently-most notably with former New York Mayoral Candidate Andrew Yang pushing for a basic income program that would give $2,000 a year to those living in extreme poverty.  To clarify—guaranteed income is similar, but is targeted to those deemed most in need of supplemental cash. Talib sat down to chat with former Stockton Mayor Michael Tubbs and Mayor Sumbul Siddiqui of Cambridge, Massachusetts about their own experiences and how they have become involved in addressing economic insecurity in their communities. Tubbs created Mayors for a Guaranteed Income last year and it has 55 mayors signed on to participate.

Today we begin with the pleasantly surprising rise in popularity of universal basic income--a policy which former Stockton Mayor Michael Tubbs tested in his city, to phenomenal results. Friend of the show Erika Smith mentions in the Los Angeles Times that the city of Compton is on its way to piloting a similar program. To date, more than 40 mayors have joined Tubbs in Mayors for a Guaranteed Income. Could this be the start of something on a large scale? For some reason California transportation authorities have decided that Sacramentans need some new lanes on Highway 50 passing over downtown Sacramento. That's why they moved the Sunday farmers' market to Arden Arcade, as well as why they're now displacing unhoused folks from under the freeway. We discuss what that means for our neighbors out in the elements, as well as why some are viewing this as an 'early test' for District 4 Councilmember Katie Valenzuela.  We also take a moment to discuss the city's (long overdue) proposed resolution to circumvent the Sacramento County Board of Supervisors in favor of keeping warming centers open indefinitely.   In this document, city leaders seem to be rebranding these locations as 'triage centers' which could potentially be a good thing. Last week, many Americans got their last $600 unemployment check from the federal government. In Washington, Congress is at odds over whether to extend those benefits.Meanwhile, unemployed Americans are now struggling to make do with less. According to an early study from the University of Chicago, two out of every three people qualified to receive the $600 extra would make more money unemployed than at their regular jobs. In Stockton, California, a chef named Selena Pollack was one of those people. While collecting unemployment, she was able to provide for her family and pay off debt. But COVID-19 cases in that county, San Joaquin, are currently some of the highest in the country, and without federal assistance, she doesn’t have enough money to pay her bills.Michael Tubbs, the Mayor of Stockton, argues this reveals how little we value work in this country. And he wants to change that. In January 2019, Tubbs started a pilot program guaranteeing a basic income to some Stockton residents. 125 people started receiving $500 a month, no strings attached. In the pandemic, that support has been more critical than ever. He thinks other cities could follow suit. Trymaine Lee talks with Selena Pollack about what it’s like to be jobless during this pandemic.
