I had the great fortune recently to speak with Michael Tubbs, former Mayor of Stockton and Founder of End Poverty in California (EPIC) and Mayors for a Guaranteed Income. Mayor Tubbs is also currently serving as Special Advisor for Economic Mobility and Opportunity to Governor Gavin Newsom. In today's episode, we discuss why and how advocates must focus on narrative change as a key yet often missing component of campaigns for policy and political change. Storytelling is how we make sense of the world. Our laws and policies are products of the stories lawmakers believe about how social problems came to be. My #1 takeaway: As advocates, we must use every opportunity - and create new opportunities - to radically uplift narratives missing from our dominant paradigm, i.e. the dominant storylines that pervade our culture. Tubbs has been a fellow at the Harvard Institute of Politics, The MIT Media Lab, and the Stanford Design School. He also has been recognized as one of Politico's Top 50, Fortune's 40 under 40, and Forbes' 30 Under 30 lists. He lives with his partner, Anna Malakai Tubbs, and their two children. Host Michael Zeldin Michael Zeldin is a well-known and highly-regarded TV and radio analyst/commentator. He has covered many high-profile matters, including the Clinton impeachment proceedings, the Gore v. Bush court challenges, Special Counsel Robert Muller's investigation of interference in the 2016 presidential election, and the Trump impeachment proceedings. In 2019, Michael was a Resident Fellow at the Institute of Politics at the Harvard Kennedy School, where he taught a study group on Independent Investigations of Presidents. Previously, Michael was a federal prosecutor with the U.S. Department of Justice. He also served as Deputy Independent/ Independent Counsel, investigating allegations of tampering with presidential candidate Bill Clinton's passport files, and as Deputy Chief Counsel to the U.S. House of Representatives, Foreign Affairs Committee, October Surprise Task Force, investigating the handling of the American hostage situation in Iran. Michael is a prolific writer and has published Op-ed pieces for CNN.com, The Wall Street Journal, The New York Times, The Hill, The Washington Times, and The Washington Post.

Michael Tubbs is the former mayor of Stockton and the author of the upcoming book, The Deeper the Roots: A Memoir of Hope and Home.Stockton is representative of where California intersects—or where California collides. You have this tension between rural and agricultural and urban. I remember telling people I was from Stockton, and everyone thought it was a community with a lot of farms. I was like, “I ain't never seen no farm!” It's a city with city issues but a very agricultural background. Government policies in response to the Covid-19 pandemic have reignited the universal basic income (UBI) debate, showing us the vital lifeline that income support can provide. In the US, Congress has distributed nearly $850 billion through three rounds of stimulus checks. In the UK, the furlough scheme and self-employed income support schemes have helped millions to keep their heads above water. But these measures are temporary and specific, so what can they really tell us about the viability of UBI?The Stockton Economic Empowerment Demonstration (SEED), a 2-year guaranteed income pilot which began pre-pandemic and concluded in March this year has published results showing that the recipients of an unrestricted, reliable $500 monthly income are happier, healthier and better able to find full time work. Could this be the way out of the crisis that we need? Is there scope for UBI to pick up where the crisis-response income-support schemes end? Upon taking office in January 2017, Tubbs became both Stockton's youngest mayor and the city's first Black mayor. Among other accomplishments, he leveraged a $1 million grant to launch the nation's first ever mayor-led guaranteed income pilot.
