Jimmy fails to convince people that D'Angelo's death was a homicide, partially out of people's willingness to lighten the workload. Avon doesn't want any part of Stringer's new business ventures to interfere with his priority of killing people that are making him angry. But over time we learn that Stringer is kind of a dummy who is being conned by state senator Clay Davis. Carcetti proves himself to be a shady backstabber as he tells one of his best friends Tony Gray to run for mayor, knowing that it will split the black vote, giving himself a path to vicotry. With some people still not getting the message about the Hamsterdam free zones, Colvin gets some of his troops to make the message a little clearer with some casual brutality.
