Nous sommes le 14 novembre 1886. Parcourons les pages du journal libéral « L'Indépendance belge ». Sous le titre « Une exposition électorale », un article réagit au projet d'organisation, deux ans plus tard, d'un « Grand concours international des sciences et des lettres » qui doit avoir lieu sur le site du Cinquantenaire à Bruxelles. Lisons : (…) Ce prétendu concours ne sera qu'une foire aux vanités, aux médailles, et aux rubans , et l'on y sera d'autant moins rigoureux que dans une exposition électorale l'essentiel est de ne pas faire de mécontents. (…) Vous savez bien qu'on en a assez des expositions universelles. Après Amsterdam, hélas ! Après Anvers, ho-là ! On pensait que c'était fini. C'était une lassitude générale, une indignation universelle. (…) - Mais Bruxelles y gagnera. - Moins qu'on ne le dit, car le voyageur fera comme l'exposant : il se réservera pour Paris 1889. - C'est égal, si un libéral avait eu l'idée… - Les Libéraux l'ont évitée, précisément parce qu'elle n'est pas sérieuse. Du reste, ce que nous vous disons-là, tout le monde le pense. Seulement nous faisons mieux : nous l'écrivons ». Et voilà l'une des péripéties de la longue histoire du Cinquantenaire dont les premières traces de construction et le tracé du parc datent de la préparation de l'Exposition nationale de 1880, organisée pour fêter le cinquantième anniversaire de la toute jeune Belgique. Une histoire qui se confond donc avec celle du pays, faite de rêves, de doutes, de sueurs, de faux-pas, de retard, d'inaugurations multiples, d'argent, de chamailleries politiques, d'intérêts économiques, d'image et de communication, de destructions et de recommencement.
