Credit Suisse Group is to pay $475 million to American and British authorities to resolve bribery and fraud charges related to a $2 billion scandal over Mozambican government-guaranteed loans which came to be known as tuna bonds - they were originally intended to help build up a domestic tuna fishing fleet in the country. A Credit Suisse subsidiary also pleaded guilty to a conspiracy charge in New York. Nine companies including Amazon, IKEA, Unilever and Michelin have pledged to use only zero carbon emitting container shipping by 2040. 90% of world trade is transported by sea, and global shipping accounts for nearly 3% of the world's CO2 emissions. But environmental campaigners want the shipping industry to move faster. The pressure group Ship It Zero says the switch to zero-emissions should be done by 2030

A climate economist looks at the impact that the stranding of fossil fuel assets may have on communities, and at policies that might mitigate economic hardship. ---As pressure builds to decarbonize the global energy system, much of today's energy infrastructure is becoming obsolete. Over the past decade more than half of the coal fired power plants in the United States have closed as coal generation has been replaced by natural gas and renewables, while coal plants elsewhere, such as in China, increasingly operate at a financial loss.  The value of certain fossil energy reserves has fallen too. The stock market decline of major energy companies such as ExxonMobil, once the most valuable company in the world, has come as expectations for future oil demand have fallen, making these companies' vast underground oil reserves look less valuable today. And the natural gas industry faces an uncertain future as the role that gas can, and should play in tomorrow's clean system is debated.  What all of this means is that some portion of fossil fuel companies' investments in reserves and infrastructure will lose its value, and become what economists call stranded assets. The prospect of stranded energy assets raises concern among investors, and policymakers who must juggle near term economic interests with essential climate goals. University of Southern California economist Matthew Kahn discusses the growing concern over stranded energy assets, and looks at some of the people and places that may suffer when the value of assets drops. Le pays retourne aux urnes ce dimanche 17 octobre pour des élections municipales, premier test politique pour le Premier ministre réformateur Albin Kurti élu en février dernier. Mais le secteur serbe du nord du pays s'enfonce dans un nouveau cycle de violence. En septembre, c'est la querelle des plaques d'immatriculation qui a embrasé le secteur serbe du nord du Kosovo. En effet, alors que Belgrade refusait de laisser passer les voitures immatriculées « RKS », pour « République du Kosovo », Pristina a voulu introduire un « principe de réciprocité », en interdisant les immatriculations serbes. Un compromis provisoire a été trouvé : les insignes nationaux sont désormais recouverts de stickers blancs. Mercredi toutefois, une opération anti-criminalité de la police du Kosovo a remis le feu aux poudres à Mitrovica, provoquant de violents affrontements avec la population locale.  Miodrag Milicevic, de l'ONG Activ, l'une des rares à promouvoir le dialogue inter-communautaire, explique le sentiment d'exaspération qui monte chez les Serbes : « Beaucoup de frustrations s'étaient déjà accumulées après le conflit sur les plaques d'immatriculation. Les gens ne veulent pas avoir honte d'afficher les symboles de l'État auquel ils estiment appartenir. » À court terme, il est possible qu'en montrant les muscles dans les zones serbes, le Premier ministre réformateur Albin Kurti, triomphalement élu en février dernier, espère améliorer les positions de son parti en vue des élections de dimanche. Localement, la montée des tensions va surtout donner de l'eau au moulin de la Lista Srpska, le parti des Serbes du Kosovo, totalement téléguidé depuis Belgrade. « Nous rejetons les Serbes qui pourraient être intéressés par mieux s'intégrer dans notre société » Et beaucoup s'interrogent sur la stratégie d'Albin Kurti, comme Visar Ymeri, le directeur de l'Institut Musine Kokalari, un think tank social-démocrate de Pristina. « Je pense que la façon dont Albin Kurti gère la question du Nord est potentiellement très dangereuse, parce que le gouvernement du Kosovo ne présente aux citoyens du Nord que l'une de ses facettes, et ce sont des actions de police. Avec cette façon de gérer le Nord, nous rejetons les Serbes qui pourraient être intéressés par mieux s'intégrer dans notre société. Notre Premier ministre parle d'une société basée sur la citoyenneté, mais il agit d'une façon différente. » Josepp Borrel, le chef de la diplomatie européenne, a qualifié le nouvel envoi de la police spéciale dans le nord du Kosovo d'action « unilatérale », tandis que Belgrade s'empressait de dénoncer les derniers agissements de Pristina. Le président Vucic a ainsi répété qu'il était prêt à défendre les Serbes du Kosovo « par tous les moyens ». In a recent press conference, John Sherman, the primary owner of the Kansas City Royals, was asked if the team was exploring the possibility of building a new stadium in downtown Kansas City. This is something that's been talked about in Kansas City for years, and it's a question Sherman gets asked often. It made news this time because Sherman publicly acknowledged that, yes, the team was exploring that option (among others) and that he anticipated some level of public funding would be needed. In this episode of Upzoned, we're talking about the potentials and pitfalls of a downtown stadium and how much (if any) of it should be paid for by Kansas City taxpayers. Regular host Abby Kinney and co-host Chuck Marohn are both out for the week. Subbing in for them are Rachel Quednau, program director at Strong Towns and host of The Bottom-Up Revolution podcast, as well as John Pattison, the Strong Towns content manager…and lifelong Kansas City Royals fan. Rachel and John evaluate the case for building a new stadium in Kansas City's downtown, its risks and rewards, and why the clock is ticking for the Royals on whether or not to pursue this. They also discuss whether or not the economic rationale for public funding—more jobs, more tax revenue, etc.—is likely to live up to the hype.
