It was a key budget announcement but the first round of payments to those earning less than $70,000 fell into the hands of offshore New Zealanders, former migrants and in some cases, people who'd died. The Ggovernment's cost of living sop, cock up, circus, or whatever you want to call it, now has the potential to turn into a real political crisis. Issue one; they knew those offshore would get the money. So, money was going to people that weren't in the country, which was one of the Government's key criteria. Issue two; their excuse was it was too hard to do it any other way. Issue three; it added to inflation. The very problem they were trying to address by handing out the money. Issue four; it was money they never had in the first place. Issue five; they had no idea how many people would get it, that really didn't want it, need it, or deserve it. Issue six; the Salvation Army weigh in saying the people they work with, the people who need it the most, aren't getting it because many of them are on welfare. Welfare meant you weren't eligible, unlike the Kiwi in Switzerland who hadn't been here for two decades. Now we have issue seven; 2.1 million were supposed to get it, but 800,000 of those haven't. The first round of payments has gone to 1.3 million people, so why haven't the others got it? We don't seem to know. This is the Labour Government to a T. Spend money you don't have, make it scattergun because it's too hard or they're too lazy to do it properly, ignore the advice about the wastage and inflationary issues,  when it comes to delivery, balls it up from the get go, get a long queue of disaffected, and then spend the rest of the week defending yourself. Here is the next thing, this was only payment one of three. They have potentially bought themselves a nightmare for the next three months. What they would have been hoping for was adulation, thanks, gratitude, and some sort of poll bounce. Instead, they have frustration, anger, and disbelief. For a government that entered into this with a shocking reputation around delivery, and I mean delivery of multi-faceted projects like light rail, roads, and public housing, it now appears they can't even spend money properly.See omnystudio.com/listener for privacy information.

Just at the moment when New Zealand should be getting back to business, the wheels keep falling off for this Government. On Sunday, we finally opened up completely to the rest of the world.  After two and a half years the so-called hermit kingdom was over. There's even a cruise ship scheduled to arrive in a few weeks We should be emerging triumphant, but we're not. Today we're bickering over a government handout that's supposed to help with the cost of living crisis but is proving to be a thorn in the side of the Labour Government. And it is probably just going to make inflation worse. Nicola Willis and the National Party are claiming that overseas residents are going to be getting the three instalments of $116.67, even though they don't live here. Ms Willis claims a man living in Dubai who has not been a NZ resident for 22 years is going to be getting the payments and he's feeling embarrassed. This is an outrage, if it's true. But you should never totally believe a politician. So 2.1 million people are in the process of getting a payment or an email from the IRD, who have been charged with running the scheme. The letter says all sorts of things. Only people who have filed their IR3 returns or taxed at source will get the money. So you need to have earned taxable income from NZ to be eligible and to have paid it. You have to be a tax resident. You also have to have a current functioning New Zealand bank account. There are many reasons why many people will get the money around the world.  It is because they are taxpayers and therefore their taxes are being used to be given back to them.  But I'm picking that Mr Dubai will not get a cent. However, Handout Shame was the headline in the paper. So this is a badly designed bureaucratic mess that rewarded tax residents, not just physical residents. Add to that the people who most need it are denied it. The poorest beneficiaries and the OAPs who are paid the winter energy payment But that is not its worst crime. Before we even come to who gets it or not, this pork barrel exercise will barely help ease the cost of living while at the same time add fuel to the inflation fire. Because, despite what the Prime Minister said on Q and A yesterday, it will be inflationary. Just for the record. All excessive spending is inflationary. Government spending, corporate spending, excessive profits and even private spending It all spills cash into an economy, increasing demand at a time when supply is limited. Crikey, even when the Government does something right, they seem to get it wrong. Times are tough and a $350.00 cost of living payment will be a Godsend right now for people with little to come and go on. The payment was a surprise addition to the main budget. Eligible Kiwis will have just over $116.00 land in their bank accounts shortly, then another $116.00 in September with a final payment in October, all up amounting to $350.00.  To be eligible, you must earn no more than $70,000, not receive the winter energy payment, be 18 years or older, a New Zealand tax resident and not be in prison. Seems reasonable. However, a number of Kiwis who are resident overseas, including one who hasn't lived here for more than 20 years, have reported receiving emails from IRD informing them to gird their loins and brace themselves, because the windfall's about to land into their bank accounts. That doesn't seem right.  Apparently, it's because the process is automated. David Parker, the Revenue Minister, was on the Mike Hosking Breakfast this morning. He said it would be far too costly an exercise to have people apply for the cost of living payment, and then have other people process the application and decide who was eligible for it, and who was not. So it's going to be automated. The IRD at the time said we don't want a bar of this; this is going to be very messy. The Government said don't you worry your pretty heads, you just send out that money.   So, an extra $116.00 a month will certainly help when it comes to filling up the car, paying the power bill, buying a block of cheese , maybe two blocks of cheese for $116.00. If some people get it that don't need it, is that really that big of an issue?  David Parker is quite right. If you hired people to process applications, you know the cost of that would just be astronomical. If you get it and you don't need it through some accounting error or computer error, perhaps you could donate it to charity, do some good that way.  If you're given the payment and you need it, I'm glad.  But my real concern is the old chummy who wanted everything locked down forever is just going to say when times get tough all you have to do is just print the money and give it out. See omnystudio.com/listener for privacy information.

Turns out the Government's giving the $350 cost of living payment to expat Kiwis who live overseas and foreigners who might've only briefly lived in New Zealand as temporary migrants and who might've been here years ago. We don't know how many. The Government doesn't know how many or it does and it won't say how many.   I'm not angry about this because you can only really get angry if you expected better. I didn't. But I'm going to explain how this happened. There are three key things that created this snafu. The first thing is that Labour really didn't want to do the one thing that would've avoided this and that was to give us all a tax cut instead. I think the motivation here was good because Kiwis are struggling with the cost of living. But the obvious thing was always to let us keep more of our money rather than take it off us and then give it back to only some of us. But Labour didn't want to do that because that would mean giving $350 to everyone and they think people earning over $70,000 are too wealthy to get help  And such was Labour's determination not to give money to so-called wealthy Kiwis that they instead ended up giving money – probably knowingly – to foreigners who don't even live here.  That's how obsessed they are with the politics of envy. Number 2: they rushed it out. This government is always doing things in a rush because too much of their time is taken up by huge reform pet projects like Three Waters so they don't prepare for the important stuff until it's too late  And they have to get it out in a rush and they have to allow mistakes like this to happen because they don't have the time to fix them. And number 3: they have a different relationship with money to you and I. We are careful with our cash because times are hard. Grant and Jacinda are not: they throw it at anything they consider a problem and they don't seem to mind wasting it. So you put all three together – not wanting to help so-called wealthy Kiwis, rushing things and being careless with money – and that is how this has happened. I've seen this too many times from this government in the last five years to be upset. But I can see other people are very upset because perhaps for the first time it's really dawning on a lot of voters how wasteful Labour are with money. Well, welcome to the club. It's not just going to Kiwis here and even ex-pats overseas, but migrants who have left the country - they're not even in NZ - they're also being told they're eligible. We're talking about people who came here on a working holiday and have left - gone back to France, India, Australia wherever - the IRD has told them they're getting NZD$350 worth of free money from the Government. Frenchman Benoit Berton, who lived in New Zealand on a working holiday visa and left the country 13 months ago, was told he was eligible to receive the Cost of Living Payment from our Government. It's mystifying and potentially very expensive. Neither the IRD nor the Beehive could answer any of our questions last night - they didn't seem to have a clue what was going on. Overseas-based Kiwis are "confused" and "embarrassed" at being told they would receive the Government's cost-of-living payment tomorrow and critics say including those living out of New Zealand in the scheme is "disrespectful" to hard-working taxpayers. Kiwis as far afield as the Netherlands, Sydney, London and Dubai have expressed their concern to National's Nicola Willis, who said many of them felt guilty and that they did not deserve the money. One man working in Dubai had not been a New Zealand resident for nearly 22 years, yet received the same email as more than 2.1 million Kiwis: that his first payment would be in his account within the next two days. His mother contacted the Herald irate at what she said was "incredible wastage of our taxpayers' money". Numerous members of a Facebook group for French travellers in New Zealand also received the payment email despite no longer being in the country. One person had been away for 13 months while others' visas had been cancelled so they couldn't see how they were eligible. An Inland Revenue spokesperson acknowledged it was possible people no longer living in New Zealand could get the payment. "If someone has left the country and hasn't told Inland Revenue they're not living here currently we will have treated them as resident and they may receive the cost of living payment." They also said people who weren't in paid work in New Zealand during the 2021/22 tax year could receive the payment if they have income from bank interest. The spokesperson said that IRD is "using a variety of information" to determine eligibility, including addresses, bank accounts and tax residency status. "People must have had a 2022 tax assessment with eligible income such as salary and wages or bank interest," the spokesperson said. The cost of living payment was a surprise addition to the May Budget. Eligible New Zealanders will get roughly $27 a week for three months, adding up to $350. To be eligible for the payment, you had to earn no more than $70,000, not be receiving the Winter Energy Payment, be 18 years or older, a New Zealand tax resident and be present here and not be in prison. The first payment will be $116.67, followed by another payment of the same amount on September 1. The final payment of $116.67 will be on October 3, the first business day of that month. The projected cost of the rollout is $816 million. Willis, who is National's deputy leader and finance spokeswoman, said people outside New Zealand receiving the funds showed "how cavalier" the Government had become with taxpayer cash. "The Government should be treating every taxpayer dollar as carefully as the taxpayers spending it right now, we are in very tough times, wages are not keeping up with prices, Kiwis are doing it tough and they have a right to expect that the Government will be careful with their money." Willis maintained that this was "disrespectful to taxpayers who work hard, who are suffering with the cost of living and are now learning that the Government is spraying their money around offshore". She had received many messages over the last few days from people saying they were "embarrassed" to receive the underserved money. Some were "very confused", saying that they were not only paying tax to another country, but also paying off student loans, so surely this would have alerted something within the IRD's system. "The Government was explicitly warned that ... by doing this policy on the fly, there would be all sorts of unintended consequences," Willis said. "They were warned that it would be difficult to target people effectively, warned that people who shouldn't be eligible for it would get it regardless and that is exactly what's happening." The payments are designed to help Kiwis battle the rising cost of living, with annual inflation hitting 7.3 per cent in the June quarter. Prime Minister Jacinda Ardern yesterday didn't accept that the payments would themselves help stoke inflation and said they were expected to have minimal impact on any rise. "The advice that we got from Treasury is that because it was time limited and targeted would lessen the potential impact on inflation," she told TVNZ's Q+A. "The responsibility we have is to help New Zealanders get through it and that's where you'll see that we've been so squarely focused on where we can take that pressure off. "You'll see that we've tried to be agile to the circumstances we see and we'll continue to see what impacts these are having on New Zealanders and do what we can, we have a way to go with getting the food costs down which is another big project for us."
