The Tax Policy Charitable Trust was established by Tax Management New Zealand and its founder Ian Kuperus to encourage future tax policy leaders and support leading tax policy thinking in Aotearoa. Under Matthew's proposal, a TLC would have a standing mandate to systematically review the operation of New Zealand's tax laws and make recommendations for their improvement.
