AGENCY BRIEF: STREET SWEEPER / USAS-12 DESTRUCTIVE DEVICE RECLASSIFICATIONWhat this really was: In 1994, ATF took lawfully owned shotguns and shoved them into the NFA “destructive device” category. No vote in Congress. No new statute. Just an agency ruling that turned specific 12-gauge shotguns into the same legal category as grenades. The targets were the Striker-12, the Street Sweeper, and the USAS-12. The Striker and Street Sweeper used revolving cylinders. The USAS-12 was a semi-auto, magazine-fed shotgun. They all fired ordinary 12-gauge shells, the same kind of ammunition people put through hunting pumps all over the country. The legal hook was buried in the National Firearms Act, specifically 26 U.S.C. § 5845(f). That section says a weapon with a bore over one-half inch can be treated as a destructive device unless the government decides it is “generally recognized as particularly suitable for sporting purposes.” A 12-gauge shotgun has a bore of about .73 inches. So every 12-gauge in America avoids the NFA only because ATF treats it as sporting enough. That is the trapdoor. In 1994, during the Clinton administration, ATF issued Rulings 94-1 and 94-2. The agency said these shotguns had no recognized sporting purpose, pointing to their weight, capacity, and military-style features. Once ATF withdrew that exemption, the guns became destructive devices. The pattern was simple: Start with a broad statute and an elastic test like “sporting purposes.” Use subjective factors, including appearance, to pull back prior approval. Reclassify the guns by agency ruling. Open a short amnesty period for tax-free registration. Turn missed paperwork into felony exposure. Confirmed fact: ATF used the sporting purposes clause to reclassify these firearms and require NFA registration without Congress passing a new law. What is less clear is how many legacy owners actually got notice before the amnesty window closed. But the legal threat was real, and the policy result stuck....

The mural, located in the 6800 block of South Pulaski in the West Lawn neighborhood, is a tribute to Chicago Police officers killed in the line of duty. It includes depictions fallen CPD officers Luis Huesca, Andrés Vásquez Lasso, and Enrique Martinez. The vandal or vandals spray painted over part of the mural -- partially covering two of the officer's faces. Prosecutors made Adam Montgomery an offer at sentencing in the Harmony Montgomery case: reveal where you put your daughter's remains, and we'll recommend a lighter sentence. He sat in the courtroom and said nothing. He walked into his own jury selection smiling. He refused to attend most of his trial. And he has never once told anyone where Harmony is.That silence now sits alongside a unanimous New Hampshire Supreme Court decision reversing Montgomery's second-degree murder conviction on procedural grounds. The court ruled that trying the killing charge and a separate assault charge together in one trial prejudiced the jury. The assault evidence was strong — multiple witnesses, no dispute. The murder evidence depended almost entirely on Kayla Montgomery's testimony, and the court found the jury may not have convicted without the assault case propping it up.The state intends to retry the murder charge. Montgomery remains behind bars on assault, evidence tampering, witness tampering, and what he did to Harmony's remains — hiding her in a duffel bag, a car trunk, a ceiling vent at a homeless shelter, and a walk-in freezer at the pizza shop where he worked. He used lime on his own daughter's body. He rented a U-Haul and drove her remains to a disposal site somewhere between Manchester and Massachusetts. Meet Our Guests: H. E. Serkong Tsenshap Rinpoche H. E. Serkong Tsenshap Rinpoche was born in the Spiti valley, in India, in 1984. At the age of two, Tsenshap Serkong Rinpoche II (1984 – present) pointed to the photo of the recently deceased Assistant Tutor of the 14th Dalai Lama and said, “That's me!” When he was about three years old he was recognized by His Holiness the Dalai Lama as the incarnation of Kyabje Tsenshap Serkong Tugse Rinpoche (1914-1983), who was one of the seven master debate partners to His Holiness the Dalai Lama. Rinpoche began his Buddhist studies and training at Ganden Jangtse Monastery in South India. After deciding to continue his work for the Dharma as a lay person, he completed his education at the Institute of Buddhist Dialectics in Dharamsala. On the advice of the Dalai Lama, Rinpoche completed three years of intensive study of English in Canada. Rinpoche teaches at Dharma Centers around the world, combining his experience of the study and practice of Buddhism with his acquaintance with the Western world. His fascinating teachings are full of wisdom, grace, and humor. Rinpoche feels privileged to continue the responsibilities of Tsenshap Serkong Tugse Rinpoche to teach and benefit people as much as he can. Atisha Mathur, Ph.D. Dr. Atisha Mathur was born and brought up in New Delhi, India. He pursued his undergraduate studies in Language and Literature of South Asia, with a focus on Tibetan studies, at the esteemed Orientale in Naples, Italy. His scholarly pursuits led him to the Central University of Tibetan Studies in Sarnath, India, where he was first immersed in the traditional approach to Buddhist studies. Atisha then completed a rigorous 10-year study program at the Institute of Buddhist Dialectics in Dharamsala which emphasizes logic, debate, and the major Indian and Tibetan treatises. In 2024, he earned his doctoral degree in Buddhist Studies at L’Orientale in Naples, Italy. Since 2019, Atisha has generously shared his expertise in logic and debate with groups of students from all over the world. Fully ordained by His Holiness the Dalai Lama in 1982, he lived in India from 1987 to 1993, where he learned Tibetan under the guidance of great first-generation masters such as Lama Zopa Rinpoche, Kirti Tsenshab Rinpoche, Ribur Rinpoche, Denma Locho Rinpoche and His Holiness the Dalai Lama. For eight years, he lived permanently with Kyabje Ribur Rinpoche, one of the great lamas of Tibet, serving as his translator and secretary. At the request of Lama Zopa Rinpoche, he then served at the Lama Tsong Khapa Institute as a Tibetan-to-English translator for the Master’s Program. For many years he has been the official Italian translator of His Holiness the Dalai Lama. He is the founder and president of the Manjushri Lotsawa Association and the Sarva Yoga Citta Academy—Yoga of the Mind. Imagine an officer investigating a suspect in a double child homicide is invited to review surveillance footage that would prove whether the suspect was at work or not. Now imagine the officer declines. According to the defense's appellate filings in the Richard Allen case, that is what happened with one of the most documented alternative suspects in the Delphi murders investigation. This man admitted to pagan rituals involving bloodletting, owned a .40 caliber weapon matching the round found at the crime scene, and had a direct connection to victim Abby Williams. His interview was recorded and then erased. The weapon stayed in his home. Tipsters repeatedly identified him, citing social media posts that, according to the defense, depicted dead girls with sticks over their bodies. An ISP Trooper flagged it and pushed for action. His superiors declined. The suspect's associate told officers he knew the murder woods "very well" and led a local pagan group. That interview wasn't even recorded. His alibi went unchecked for six years. Neither man has ever been charged. The jury never learned they existed. According to the defense filings, the first suspect told his wife his associate had killed Abby "with others." That statement is in the court record. The judge excluded it.
