Unseen Money 10: The UK—open for (dodgy) business

The UK's company formation process is fast, easy and cheap. The net result of being open to almost any business is that up to half the companies on the UK's Companies House register may have no legitimate purpose. Instead, those companies are used by fraudsters as a vital tool in scams and money laundering schemes. Many are set up using fake identities and addresses. Often, they break the reporting rules and never file accounts. And Companies House has become a honeypot for organised crime groups from around the world. In the latest episode of the Unseen Money podcast, Timur Yunusov and I are joined by dark money expert Graham Barrow, who has exposed some of the worst failings of the UK's company formation regime.Belatedly, the UK government is acting to address those failings. But will new legislation go far and fast enough? Listen to the podcast to find out.

The rollercoaster story of the battle in the US (the world's biggest global financial secrecy offender) over the implementation of a beneficial ownership register, the attempts to stop it and the (many) lessons learned from the UK's registers. The US's Corporate Transparency Act seemed to be on track. Until it wasn't... "Everything is bigger in Texas, that's what they like to say! A word of warning listeners, we do discuss the darker side of crime, including human trafficking which some of our listeners may find upsetting. If this isn't for you, feel free to skip this one and we'll see you next week.—————————————————————————Welcome to Compromising Positions! The tech podcast that asks non-cybersecurity professionals what we in the industry can do to make their lives easier and help make our organisations more prepared to face ever-changing human-centric cyber threats with your hosts Lianne Potter (Cyber Anthropologist @ The Anthrosecurist, and Head of SecOps at a major UK Retailer) and Jeff Watkins (CTO and cyber enthusiast). This week our guest is Ray Blake. Ray is an advisor on financial crime matters and co-creator of the Dark Money Files podcast. In this episode, we explore the motivations driving individuals to commit such crimes, probing whether it's sheer greed, the allure of victimless crimes, or a complex mix of factors. We discuss how the lack of direct interaction with victims and the personal rationalizations criminals make facilitate the perpetuation of these crimes. We also talk about the concept of corporate values and how they may not always align with individual morals, leading to a disconnect that can be exploited.Furthermore, we look at the responsibility and moral hazard inherent in the fight against fraud, highlighting how cybersecurity often wrongfully blames the victim rather than focusing on the perpetrator.Key Takeaways for this Episode:Financial crime and cybercrime are closely related, and the lines between them are blurring. The lack of interaction with the victim makes it easier to commit financial crime, and rationalisation is the story of organised crime. Companies need to take responsibility for fraud and liability, and regulation and refunding customers can incentivise them to make the system safer. Personal stories are key to creating empathy and driving change, and bad security communications can cause rebellion.Links to everything Ray discussed in this episode can be found in the show notes and if you liked the show, please do leave us a review. It's not just the UK that exposes its citizens to risks, it hurts people across the world too. Transcript of the show is available here: https://taxjustice.net/wp-content/uploads/2022/07/The-Taxcast-Transcript-July-2022.pdf  Taxcast website with more Taxcasts: https://www.thetaxcast.com  "It is ridiculous that you have to take more identification to get a library card to borrow a book than you do to create a limited liability company, which potentially is a cost to the taxpayer if you go bust, it is bonkers and it should stop" Graham Barrow of The Dark Money Files podcast. "I came across a situation where for tax avoidance reasons, thousands of companies were being set up at the same time, with the same individual as the director. And in some cases there was 2000 companies being set up in the same day with the same individual as a director, and it wasn't raising any flag. You hear it all the time, you know, 'oh well, we'll learn the lessons,' but we never really seem to learn the lessons. The next scandal is a variation on a theme of the previous scandal.” ~ former tax inspector Ray McCann "How did the UK end up at the centre of so many crimes? It's incredibly easy - go online, go onto the Companies House website - that's our company registry - pay 12 pounds and you too can have a shell company. I registered one myself - it took me less than 24 hours to receive the deeds showing I owned the company. I called it Crooked Crook Crook which I thought was pretty funny, but it turned out that actually I was being fairly unimaginative by the standards of international criminals." ~ journalist and anti-corruption campaigner, Oliver Bullough Further reading and information here: BBC coverage of pop-up sweet shops on Oxford Street https://youtu.be/yXeXw91_H0k  Time to Return Integrity to the UK Corporate Registry. Dark Money and how it influences international finance. Graham Barrow - a man who speaks about international finance, sanctions on Russian oligarchs, and financial secrecy

New Money Review podcast

In the last decade we've seen four massive leaks of data from offshore financial centres: the Panama, Paradise and Pandora papers and the FinCEN files.No-one knows who leaked this information. But the data made one thing crystal-clear: the world's rich and powerful, including its wealthiest criminals, love using shell companies to hide their assets. And it's not just a few small, sunny Caribbean or Pacific islands that make these financial flows possible. It's also corporate vehicles in places like the UK, where you can set up a limited company for as little as £12.In the recent Danske Bank scandal, €200bn of suspicious transactions from the former USSR flowed through the Estonian branch of the Danish bank between 2007 and 2015.In nearly all these flows, British limited companies and partnerships, owned by unknown entities, were critical in helping launder the money. In the latest New Money Review podcast, one of the world's leading experts talks about the mechanics of money laundering.Graham Barrow has worked with many banks to help combat illicit money flows. He is also co-host of a brilliant podcast called the Dark Money Files, which I spent a lot of time listening to last year. The UK, where I live, keeps saying it will crack down on the abuse of shell companies.More cynical voices argue that London is so dependent on dark money it has no real incentive to do so.So far, the cynics seem right. The UK government has failed to act on its promises to tighten up the rules on identifying the owners of companies. But maybe all is not lost. Listen to Graham for thirty minutes and make up your own mind.In the podcast discussion, we cover:What is dark money?Who benefits and who suffers from dark money flows? The impact of recent data leaksProfessional money launderers—the enablers of dark money flowsThe transnational nature of money laundering schemesWhy limited companies and partnerships are the money launderer's tool of choiceThe dark money soup—UK legal entities controlled by offshore companiesThe need for UK Companies House reforms and a UK property ownership registerWhy only an idiot would launder money through cryptocurrencyWhy the information revolution will help combat dark money flowsExplaining money laundering to the average citizenThe money laundering connections surrounding the 2020 Beirut blast

A very tight division he talks about the faith in has in manager Paul Carden and the constantly shifting milestones for his club in an ever changing business environment for a growing non league club. Tom Killick manager at Poole Town has just notched 800 games in charge having led the Dorset club from Step 6 up to Step 2 in his near 15 years in charge. After coming to terms with relegation from National South last term, his side are in a rich vein of form putting them on the edge of the play-offs in a very competitive Southern League Premier Division South. In a very honest reflection of his time so far in management Killick shows an insight that supports his win ratio of over 60% in those 800 plus games. It's proven financially costly but he's pleased with the results with his side sitting atop of the League heading into Christmas.
