We spoke with Franziska Mager, Senior Researcher and Advocacy Lead for Climate and Inequalities at the Tax Justice Network; she leads the Tax Justice Network's work on integrating tax and climate justice approaches in service of reducing inequalities. Franziska explains why taxes are important for climate justice and reprogramming economies off of their dependence on fossil fuels. Mark Zirnsak from the Tax Justice Network talks with Jennifer about the recent federal government budget, handed down just before an election on the 3rd of May.While the budget has some positives such as boosts to Medicare, the Pharmaceutical Benefits Scheme, and fair funding for schools, it doesn't address the fundamental inequity of our tax system. It would take a braver approach to address this, which might provide the required funds for things like an adequate level of social housing and Centrelink benefits that people can actually live on.

Con i dati sulla discesa dell'inflazione, la probabilità di un taglio da parte della BCE sale, e di molto, anche per evitare l'hard landing, cioè la recessione dell'area euro. La settimana scorsa parlavamo delle previsioni sul PIL tedesco, e l'altro ieri, per il sesto mese consecutivo, l'indice PMI delle imprese manifatturiere ha registrato un calo. Ovviamente, le tensioni prodotte dalla guerra non aiutano, anzi. Il petrolio, che era in forte calo, ha subito un'impennata proprio mentre si manifestano altre tensioni internazionali, come lo sciopero dei porti negli USA e il crollo della produzione agricola in Sud America e Australia a causa della siccità. Il costo di un nolo Italia-USA può salire a 5.500-6.000$. Caffè, cacao e burro sono ai massimi storici, con rincari fino all'80%. Sono shock su cui l'Europa, a cinque anni di distanza dal Covid, è e rimane vulnerabile, mancando strategie continentali vere. Anzi, di fronte alle croniche difficoltà, l'unica strategia sembra essere quella di scagliarsi contro il Green Deal. La prima uscita pubblica del presidente di Confindustria a Bruxelles è stata all'insegna del freno a mano tirato, proprio mentre continuano ad arrivare dati negativi sul mercato automotive, che hanno quasi nulla a che fare con il target del 2030 sulla fine della commercializzazione delle vetture a combustione interna. Oggi, Repubblica sceglie di aprire la sezione economia con lo scontro interno a Viale dell'Astronomia: il presidente di Elettricità Futura, che rappresenta tutti gli operatori del settore, verrà sostituito perché troppo favorevole al Green Deal. Abbiamo fatto una prima analisi sugli utili delle principali aziende del settore (Stellantis, Volkswagen, BMW-Daimler, Audi, Volvo, Renault) dal 2000 al 2023. Non è facilissimo isolare la redditività dei singoli impianti produttivi in Europa continentale (anche a causa del terremoto prodotto dalla crisi del 2008), ma possiamo dire che gli azionisti hanno incassato oltre 250 miliardi di euro. Si aggiungono poi dinamiche di competizione nello stesso continente europeo, come dimostra la scelta di Chery e BYD di insediare unità produttive in Turchia, al servizio del vecchio continente. Il ritardo dell'automotive europeo è quindi tutto in questi numeri, oltre che negli interessi di compagnie di distribuzione dei prodotti raffinati da petrolio, come Eni in testa in Italia. Torniamo in Italia, con il varo del piano strategico di bilancio: la manovra è stata trasmessa al Parlamento e dalla relazione emerge un incremento dell'evasione. I dati sono stati letti con estrema attenzione dal professor Santoro, al quale chiediamo anche di dirci l'impatto delle misure strutturali (cuneo fiscale e aliquote IRPEF). Il PSB verrà trasmesso a Bruxelles a metà mese, e in arrivo c'è anche quello della Francia, dove il nuovo premier ha preannunciato un taglio pesante di deficit e debito. Torniamo sulla vicenda Apple-Irlanda: il governo di Dublino ha annunciato che userà i 13 miliardi di euro per investimenti in infrastrutture, ma il paese rimane uno dei cinque in Europa a essere considerato paradiso fiscale. Secondo lo studio di Tax Justice Network, si stima una perdita di gettito nel prossimo decennio a causa dei paradisi fiscali pari a 4,8 trilioni di dollari. A proposito dell'infiltrazione della criminalità organizzata, spicca oggi sulla prima pagina del Sole 24 Ore: "Le mafie sono nei salotti buoni", dice Carbone della DIA.

Foreign and defense ministers of Japan and India met to review their joint declaration on security cooperation. Italy brought its aircraft carrier to Japan, joining many other European warships for joint drills in the south China Sea. The US and South Korea started a joint military exercise to deter and defend against a nuclear attack in the area. Russia says it shot down 11 Ukrainian drones over the outskirts of Moscow, and 34 in other parts of Russia. Iran's parliament has approved all cabinet appointments under the new President Pezeshkian who wants to improve relations with the west. Biden and Harris spoke with Netanyahu this week to motivate signing a ceasefire agreement, while also sending another aircraft carrier to the Middle East. From GERMANY- As the ceasefire talks continue, so does the daily bombing in Gaza. An interview with an Egyptian journalist, Karim Al-Gawhary, about the talks. He says that the sticking points are Israel insisting on a continued military presence in Gaza, and continuing the war in the future. Palestine is opposed to these demands. Moves to tax the world's extremely wealthy have taken hold in several countries, like Spain, Norway, Sweden, and Denmark- Their ultra-rich have not moved elsewhere, according to the Tax Justice Network. From CUBA- The government of Nicaragua has condemned the interventionist actions of the US program NED, that is the National Endowment for Democracy. The President Petro of Colombia has banned the export of coal to Israel as punishment for its war on Palestine. The EU warned of the humanitarian crisis in Palestine, where individuals and groups attempting to aid the civilians are under attack. The government of Scotland has suspended all meetings with the Israeli regime ambassadors, demanding an immediate ceasefire in Palestine. It is owed for the tax year during which the investment is sold. The long-term capital gains tax rates for the 2022 and 2023 tax years [in the US] are 0%, 15%, or 20% of the profit, depending on the income of the filer. The income brackets are adjusted annually. An investor will owe long-term capital gains tax on the profits of any investment owned for at least one year. If the investor owns the investment for one year or less, short-term capital gains tax applies. The short-term rate is determined by the taxpayer's ordinary income bracket. For all but the highest-paid taxpayers, that is a higher tax rate than the capital gains rate. When stock shares or any other taxable investment assets are sold, the capital gains, or profits, are referred to as having been realized. The tax doesn't apply to unsold investments or unrealized capital gains. Stock shares will not incur taxes until they are sold, no matter how long the shares are held or how much they increase in value. source Tax havens(17:07 or p.4 in the transcript)A tax haven is a country that offers foreign businesses and individuals minimal or no tax liability for their bank deposits in a politically and economically stable environment. They have tax advantages for corporations and for the very wealthy, and obvious potential for misuse in illegal tax avoidance schemes. Companies and wealthy individuals may use tax havens legally as a means of stashing money earned abroad while avoiding higher taxes in the U.S. and other nations. Tax havens may also be used illegally to hide money from tax authorities at home. The tax haven can make this work by being uncooperative with foreign tax authorities. In recent times, tax havens are under increasing international political pressure to cooperate with foreign tax fraud inquiries. Broadly speaking, tax havens are jurisdictions that have very low taxes and no residency requirements for foreign entities and individuals willing to park money in their financial institutions. A combination of lax regulation and secrecy laws enable corporations and individuals to screen some of their income from tax authorities in other nations. The Tax Justice Network maintains a Corporate Tax Haven Index that tracks the jurisdictions that it says are "most complicit" in helping multinational corporations evade taxes. As of 2021, the worst offenders were the British Virgin Islands, the Cayman Islands, and Bermuda. Tax havens may be found in another country or merely in a separate jurisdiction. source Trickle-down economics(21:19 or p.5 in the transcript)Trickle-down economics and its policies employ the theory that tax breaks and benefits for corporations and the wealthy will trickle down and eventually benefit everyone. Tools like reduced income tax and capital gains tax breaks are offered to large businesses, investors, and entrepreneurs to stimulate economic growth. The trickle-down theory states that tax breaks and benefits for corporations and the wealthy will trickle down to everyone else. Trickle-down economics involves less regulation and tax cuts for those in high-income tax brackets as well as corporations. While there is no single comprehensive economic policy identified as trickle-down economics, a policy is considered “trickle-down” if it disproportionately benefits wealthy businesses and individuals in the short run but is designed to boost standards of living for all individuals in the long run. Both President Herbert Hoover's stimulus efforts during the Great Depression and President Ronald Reagan's use of income tax cuts were described as "trickle-down." Critics argue that the added benefits the wealthy receive can distort the economic structure as lower-income earners without an equal tax cut adds to income inequality. Many economists counter that cutting taxes for the poor and working families boosts the economy by increasing spending on goods and services whereas a tax cut for a corporation may go to stock buybacks or increased savings for the wealthy. In December 2020, a London School of Economics report by David Hope and Julian Limberg was released which examined five decades of tax cuts in 18 wealthy nations and found they consistently benefited the wealthy but had no meaningful effect on unemployment or economic growth. source

For a long time governments have failed to take the threat from monopolies and the corporate concentration of power seriously, and deal with it. But recent crises have demonstrated how the neoliberal era is crumbling around us and governments must take action. In this episode we look at the challenges and how to tackle this in the public interest. And, in the US, Minnesota nearly took a historic step for tax justice this month that could have changed everything by bringing corporate profit shifting to heel. The United States ranks first globally for financial secrecy, according to the latest report by the Tax Justice Network and US authorities are trying to do something about it. The Pandora Papers show secretive business structures are thriving in states including Delaware, Nevada, South Dakota, and Wyoming. A few states are taking the problem seriously including New York, which debated but failed to enact the LLC Transparency Act (A9415/S8439) earlier this year. Among other things, the proposed law would require full disclosure of the beneficial owners of limited liability companies and the creation of a publicly searchable database of this information. On this episode of Talking Tax, we hear two perspectives on New York's proposal. Ryan Gurule, policy director of the Financial Accountability and Corporate Transparency Coalition, contends the states have an important role to play to halt illicit financial flows that facilitate tax evasion and money laundering. Elizabeth “Beth” Garvey, a shareholder in the government policy practice of Greenberg Traurig LLP, cautions that New York's proposal would create a “backdoor tax” and interfere with the state's business development objectives.
