The Pentagon had only acting IGs since early 2016, including Glenn Fine, who was removed front hat position by President Donald Trump in the spring of 2020. No contract type requires more government oversight than cost reimbursement. Looking at just a small sample of invoices incurred by the National Security Agency, its inspector general found the NSA has some work to do. Agencies with big campuses often have parking that's either not enough, or people have long hikes from distant spaces. That's the case at the National Security Agency's big headquarters campus at Fort Meade, Maryland. For decades it's been a source of angst for employees. The Office of Inspector General took a look at the parking situation. IG Robert Storch joins me with details.

Facilities management contracts sound like mundane things. But they're expensive, and they require no less oversight than any other type of contract. The foundations of modern policing are based not on justice, but on the punishing of poverty, the imposition of the status quo, the disciplining of the public, the constriction of liberty, and justified as the protection against an ugly, sinful, idle, greedy, and organised criminal class that has no basis in reality. In this video I look at the birth of the modern police force in Britain, what the historian V.A.C Gatrell calls ‘the policeman state.' The nineteenth century was a period of great transformation. Urbanization, industrialization, technologicalization , were all, at the heart, a change in the routines of humans. Modernity, at its simples t, was about efficiency, speed, production, of the maximizing of health, wealth and profit. It was about scientifically searching for those rules, those methods, those laws, that would bring about the ideal human order. The first modern, standardized police forced – the Metropolitan Police – was created in 1829, and continued to expand across the century, increasing from around 20k in 1860 to 54k in 1911. The preventative police were to be visible, wear uniforms, be of good physique, intelligence, and character – ‘domestic missionaries' as historian Robert Storch called them. There was protest: The Gazette called it ‘a base attempt upon the liberty of the subject and the privilege of local government' and that the purpose of the police state was to ‘to drill, discipline and dragoon us all into virtue' A parliament inquiry concluded that ‘such a system would of necessity be odious and repulsive, and one which no government would be able to carry into execution ...the very proposal would be rejected with abhorrence' And that ‘It is difficult to reconcile an effective system of police, with that perfect freedom of action and exemption from interference, which are the great privileges and blessings of society in this country; and your Committee think that the forfeiture or curtailment of such advantages would be too great a sacrifice for improvements in police'. In 1867 the commentator Walter Bagehot wrote that: ‘The natural impulse of the English people is to resist authority. The introduction of effectual policemen was not liked;I know people, old people I admit, who to this day consider them an infringement of freedom. If the original policeman had been started with the present helmets, the result might have been dubious; there might have been a cry of military tyranny, and the inbred insubordination of the English people might have prevailed over the very modern love of perfect peace and order.' The National Security Agency has been making regular use of award fee contracts, where contractors get paid periodically based on performance. The NSA inspector general looked at 54 such contracts and found some issues. Agency Inspector General Robert Storch joined Federal Drive with Tom Temin for the specifics.

Secretive as it is, the National Security Agency is like most agencies. It awards contracts, it spends money, it has whistleblowers and it has management problems. The NSA's Office of Inspector General recently released the unclassified version of its semi-annual report seen only by the congressional intelligence committees. It covers the six month period ending last September. To get a sense of it, Inspector General Robert Storch spoke with Federal Drive with Tom Temin. He discussed the NSA's failure to fill several critical opening in its cybersecurity staff.

Ten months ago, Robert Storch became the first presidentially-appointed, Senate-confirmed inspector general in the National Security Agency's history. Along with that independence, Storch says he wants to make the NSA OIG – and the agency itself – more transparent. The office took a step in that direction last week by launching its first-ever independent website. He talked with Federal Drive with Tom Temin about the reasons.

Since his swearing in he's been busy, as evidenced by his first semi-annual report to Congress which was unclassified for the first time. Storch joined Federal Drive with Tom Temin for an overview.

Intermezzo, Op. 72, is an opera in two acts by Richard Strauss to his own German libretto, described as a Bürgerliche Komödie mit sinfonischen Zwischenspielen (bourgeois comedy with symphonic interludes). It premiered at the Dresden Semperoper on 4 November 1924, with sets that reproduced Strauss' home in Garmisch. The first Vienna performance was in January 1927. The story depicts fictionally the personalities of Strauss himself (as "Robert Storch") and his wife Pauline (as "Christine") and was based on real incidents in their lives. Pauline Strauss was not aware of the opera's subject before the first performance. After Lotte Lehmann had congratulated Pauline on this "marvelous present to you from your husband", Pauline's reply was reported as "I don't give a damn". The most celebrated music from the opera is the orchestral interludes between scenes. His usual librettist up to that time, Hugo von Hofmannsthal, refused to work on the opera and suggested that Strauss himself write the libretto, which he eventually did after having been refused by other writers. This is why the libretto is not in verse but in prose and even mimics the dialect used by the servants in the play, against the more polished German of the principals. The opera's title is intended to refer to the intermezzi that used to be staged during the intermissions of serious operas during the 18th century, sort of mini-comic-operas, easy to follow with themes usually about marital confusions and other light comedies.
