“You can you hear from how I speak that these days, I am very distracted and distressed by the development of the entire thing,” Han Htoo Khant Paing admits during this urgent and emotional interview. Han Htoo is the author of a recent The Diplomat article describing the four state executions that the Tatmadaw has ordered. In the context of the military's terrible brutality and atrocities—abducting, raping, burning, and killing with impunity since the start of the coup in February, 2021—some may wonder about the significance of just four killings. But Han Htoo believes they are very important and symbolic. Two of the condemned, Hla Myo Aung and Aung Thura Zaw, are accused of the murder of a schoolteacher they believed to be a military informer. The other two are very prominent names from the democracy movement over the past few decades. One, Ko Jimmy was a student leader back in 1988 as well as being one of the key organizers of the 2007 Saffron Revolution. The other is an important Burmese hip hop artist named Zayar Thaw, who was also an elected Member of Parliament. Moving to the wider international context, Han Htoo is unsure what larger bodies could—and would—do. He focuses his comments on ASEAN (The Association of Southeast Asian Nations), Han Htoo unfortunately doubts that ASEAN will exert its influence beyond pro forma actions. He explains, “What [ASEAN member states] are really concerned about is stability, and the regional security threat,” and the executions don't really fit into that calculus directly. However, Han Htoo believes that the executions will only instigate more resentment from the resistance, which could further escalate the conflict and generate increased instability. In closing, Han Htoo urges listeners to do whatever they can in sharing his article and this interview, and writing to one's local elected officials. He reminds us that if enough pressure is put on the Tatmadaw, it may literally save lives. “Please do anything that you can to save the lives of four champions of democracy and human rights.”

Rory Montgomery, former Irish diplomat, former ambassador to the EU and France, and part of the Good Friday Agreement negotiating team. He was the lead official on Brexit in DFA until his retirement. Now he is an honorary professor at Queen's University and recently appointed Chair of the Press Council of Ireland.
A note from Talking Taiwan host Felicia Lin: In this episode of Talking Taiwan, my guests are Richard Pearson, the Executive Director of the Western Pacific Fellowship Project and Professor Shelley Rigger. We will be talking about the Taiwan Fellowship Act, a bill which has been decades in the making, and was inspired by the Mansfield Fellowship. This bill which has gotten bipartisan support in both the U.S. and Taiwan. It has been added to the COMPETES Act, and has also passed through both the U.S. House of Representatives and Senate in slightly different versions. Now the House and Senate are in conference committee to resolve differences in order to come up with a final version of the bill. About Richard Pearson: Richard Pearson is Executive Director of the Western Pacific Fellowship Project and Managing Director, Taiwan Fellowship. He has roughly two decades of experience in U.S.-Asia economic relations and the political-economy of the Asia-Pacific largely in the public service sector. Mr. Pearson's professional experience includes time as a business reporter based in Taipei and in public service focusing on the Indo-Pacific. From 2010-2014 Mr. Pearson was an Associate Director at the Maureen and Mike Mansfield Foundation during which time he originally conceived and explored the Taiwan Fellowship concept. Along with Ryan Shaffer and former AIT Director and Chairman Ambassador Raymond Burghardt, Mr. Pearson founded the Western Pacific Fellowship Project in late-2019 to operationalize the Taiwan Fellowship. Mr. Pearson received his undergraduate degree from St. Olaf College and his graduate degree from the Fletcher School of Law and Diplomacy. Immediately after college, he held a Fulbright scholarship to Taiwan. His essays on U.S.-Asia relations have been published in various outlets in the U.S. and East Asia including the Taipei Times and The Diplomat. About Shelley Rigger: Shelley Rigger is the Brown Professor of East Asian Politics at Davidson College. She has a PhD in Government from Harvard University and a BA in Public and International Affairs from Princeton University. She has been a Fulbright scholar at National Taiwan University (2019), a visiting researcher at National Chengchi University in Taiwan (2005) and a visiting professor at Fudan University (2006) and Shanghai Jiaotong University (2013 & 2015). She is a non-resident fellow of the China Policy Institute at Nottingham University and a senior fellow of the Foreign Policy Research Institute (FPRI). She is also a director of The Taiwan Fund, a closed-end investment fund specializing in Taiwan-listed companies. Rigger is the author of two books on Taiwan's domestic politics, Politics in Taiwan: Voting for Democracy (Routledge 1999) and From Opposition to Power: Taiwan's Democratic Progressive Party (Lynne Rienner Publishers 2001). She has published two books for general readers, Why Taiwan Matters: Small Island, Global Powerhouse (2011) and The Tiger Leading the Dragon: How Taiwan Propelled China's Economic Rise (2021). She has published articles on Taiwan's domestic politics, the national identity issue in Taiwan-China relations and related topics. In 2019-20 she was a Fulbright Senior Scholar based in Taipei, where she worked on a study of Taiwan's contributions to the PRC's economic take-off and a study of Taiwanese youth. Dr. Mealey served more than 21 years on active duty in the United States Air Force, including positions as the chairman of the Department of Periodontics at Wilford Hall Medical Center, the program director of the U.S. Air Force Periodontics Residency, and the Chief Military Consultant in Periodontics to the Air Force Surgeon General. Dr. Mealey has published extensively in the scientific literature, with an emphasis on interrelationships between oral and systemic health. Toxins produced by the bacteria in plaque irritate the gums and stimulate a chronic inflammatory response in which the body essentially turns on itself, and the tissues and bone that support the teeth are broken down and destroyed. Gums separate from the teeth, forming pockets between the teeth and gums that can become infected. As the disease progresses, the pockets deepen and more gum tissue and bone are destroyed. Eventually, teeth can become loose and may fall out or need to be removed. Periodontitis diagnosis is typically classified by stage and grade. After your periodontist conducts a thorough assessment of your unique case, he or she may assign a stage ranging from initial to severe that describes the acuteness of disease. Additionally, your periodontist may assign a grade which communicates the rate of disease progression and anticipated response to treatment.

After 70 years on the throne, Queen Elizabeth II is the world's most high profile global figure and a unique exemplar of diplomacy and soft power. Much of her role takes place behind the scenes. She came to the throne in 1952 at a time of crisis and as the British Empire disintegrated in the aftermath of World War Two. The Queen's role as constitutional monarch and head of the Commonwealth placed her at the heart of global crises. We recall how she visited Ghana, Zambia and South Africa as a diplomatic envoy, helping to mediate in the racial politics of post-colonial Africa. From her first state visit to the US in 1957 to repair the transatlantic relationship after the Suez crisis, to the historic 2011 visit to Ireland, we show how reconciliation has been a major theme of the Queen's reign.

Francesco La Camera has been the Director-General of the International Renewable Energy Agency (IRENA) since April 2019.Under Francesco's leadership the Agency has forged a series of new strategic partnerships with UN organisations including UNDP, UNFCCC and Green Climate Fund among others. A key priority of his tenure is to implement a more action-oriented approach to the Agency's work.Previously, Francesco served as Director-General of Sustainable Development, Environmental Damage, EU and International Affairs at the Italian Ministry of Environment, Land & Sea since 2014. Francesco held number of roles at the Italian Ministry of Environment, Land and Sea. As the national coordinator for climate, environment, resource efficiency and circular economy, he led the Italian delegation to UNFCCC's COP 21 to 24 and the EU Presidency at COP 20. He was responsible for the preparation and organisation of Italy's G7 Environment Presidency in 2017. He served as co-chair of the Africa Centre for Climate and Sustainable Development established in Rome in partnership with FAO and UNDP and co-chaired the Financial Platform for Climate and Sustainable Development in partnership with the Italian Development Bank Cassa Depositi e Prestiti. He has also coordinated a number of national strategies including on sustainable development, green finance and fossil fuel subsides among other things.Francesco was a lecturer of Sustainable Development at the University of Cosenza and of Environment & Land Economics at the University of Roma 3. A veteran Russian diplomat to the United Nations office in Geneva has handed in his resignation and sent a statement to foreign colleagues criticizing the “aggressive war unleashed” by Russian President Vladimir Putin in Ukraine. Boris Bondarev, who worked as a counselor at Russia's permanent mission to the UN in Geneva, told the Reuters news agency: “I went to the mission like any other Monday morning and I forwarded my resignation letter and I walked out.” In the statement, circulated to a number of diplomatic missions in Geneva, he condemned the invasion of Ukraine and lashed out at Russia's foreign ministry. “For twenty years of my diplomatic career I have seen different turns of our foreign policy, but never have I been so ashamed of my country as on February 24 of this year,” Bondarev said in the statement first published by UN Watch, an advocacy.. A Russian diplomat has quit over his country's invasion of Ukraine, calling it "bloody, witless and absolutely needless". Boris Bondarev, a counsellor at Russia's mission to the United Nations in Geneva, said he'd never been more ashamed of Russia as when it sent its troops across the border. Speaking to the BBC, Mr Bondarev said he now feared for his safety.
