In this session Assistant Professor Gregory Winger highlights that military diplomacy and defense diplomacy are not yet critically examined as concepts itself and are plagued by conceptual ambiguity. Therefore he positions it as a tool of statecraft and analyzes how it can be used as a tool for soft power by a state. He ends with discussing how the use of military diplomacy by the United States may develop in the future. This session is hosted by Hester Postma, project officer on Military Diplomacy. About the expert: Assistant Professor of Political Science at the University of Cincinnati. His research explores the uses of collaborative military activities, known as defense diplomacy, as foreign policy tools. Specifically, Dr. Winger examines the important role of defense cooperation to sustaining the U.S.-Philippine alliance and meeting emerging security challenges, including counterterrorism and cybersecurity.
In this session Professor Andrew Cottey analyzes how Western democracies use defence diplomacy to strategically engage with former or potential enemies. He describes how defence diplomacy can encourage multilateral regional cooperation and can support the democratization of civil-military relations. He particularly focuses on the relations between NATO and Russia, prior to the Russian invasion in Ukraine. This session is hosted by Hester Postma, project officer on Military Diplomacy. About the expert: Andrew Cottey is Professor and EU Jean Monnet Chair in European Political Integration, Department of Government and Politics, University College Cork. He has been at UCC since 1999 and was Head of the Department of Government and Politics from 2013 to 2018. His teaching and research are in the areas of international relations and international security. He has been a NATO Research Fellow, a Research Associate at the International Institute for Strategic Studies (IISS) and a Visiting Researcher at the Stockholm International Peace Research Institute (SIPRI).
In this session Professor Nicole Jenne focuses on how Latin American countries are currently pursuing military diplomacy and how this shapes the regional interstate relations. She analyzes the failed institutionalization of peacekeeping and security cooperation in the region. She ends with predictions on how the practice of military diplomacy in Latin America may evolve in the future. This session is hosted by Hester Postma, project officer on Military Diplomacy. About the expert: Professor Nicole Jenne is an Associate Professor at the Pontifical Catholic University of Chile and a researcher of the Center of Asian Studies CEA-UC. She obtained a PhD in Social and Political Science from the European University Institute (EUI), Florence Italy. Professor Jenne's research and teaching interests are in the areas of International Relations and international security, especially regional security. She has worked on inter-state conflict, territorial disputes and cooperation between secondary powers.
In this session Dr. Heather Exner-Pirot explains the current status of defense diplomacy in the Arctic and what the interests of the eight Arctic states are in the region. She highlights how defense diplomacy can serve as a trust building mechanism in the Arctic, especially between states that may have different ideologies. She ends with some predictions for the future on how the defense diplomacy efforts in the Arctic may evolve. This session is hosted by Hester Postma, project officer on Military Diplomacy. About the expert: Dr. Heather Exner-Pirot obtained a PhD in Political Science from the University of Calgary in 2011 and has held positions at the International Centre for Northern Governance and Development, the University of Saskatchewan, and the University of the Arctic Undergraduate Studies Office. She currently works on strategy and research for pro-development Indigenous groups in Western Canada, and consult directly for First Nations, Métis organizations and municipalities through Morris Interactive, a consulting firm based out of Saskatoon. She is also a Fellow at the Macdonald Laurier Institute in Ottawa, and a Global Fellow at the Wilson Centre in Washington D.C.
In this session Dr. Bakare Najimdeen argues how a nation's peacekeeping efforts represent and qualify as military diplomacy. He points out that all military personnel, even foot soldiers, can engage in military diplomacy. He indicates that traditional diplomacy is characteristically non-coercive, while the methods and implementation of military diplomacy can be both non-coercive and coercive. In this session Ms. Faith Mabera highlights how South-Africa aims at positioning itself as a good international citizen via its defence diplomacy policies. She underlines how South Africa's policies on defence diplomacy have changed since its transition to a democratic system in 1994 and provides a thorough analysis. She ends with some predictions for the future on how South-Africa's pursuit of military diplomacy may evolve. This session is hosted by Hester Postma, project officer on Military Diplomacy. About the expert: Faith Mabera is currently a senior researcher at the Institute for Global Dialogue. Mabera joined the IGD in October 2014 after completing an MA (cum laude) in International Relations from the University of Pretoria. She also holds a BA Honours degree in International Relations and a BPolSci degree in International Studies, both obtained with distinction from the University of Pretoria. Mabera's research interests include the Responsibility to Protect, African diplomacy, African foreign policies, African peace and security issues and global governance. She is a regular commentator and analyst on South African media speaking on African foreign policy developments and international relations.

She underlines that India's military diplomacy can act as a significant catalyst in strengthening ties with friendly countries. Moreover, she discusses how military diplomacy can build transparency and trust with less friendly states. About the expert: Dr. Rajeswari (Raji) Pillai Rajagopalan is the Director of the Centre for Security, Strategy and Technology (CSST), at the Observer Research Foundation, New Delhi, one of India's leading think tanks. Dr Rajagopalan was the Technical Advisor to the United Nations Group of Governmental Experts (GGE) on Prevention of Arms Race in Outer Space (PAROS) (July 2018-July 2019). She was also a Non-Resident Indo-Pacific Fellow at the Perth USAsia Centre from April-December 2020. As a senior Asia defence writer for The Diplomat, she writes a weekly column on Asian strategic issues.
In this session Dr. Erik Pajtinka will explain the present functions of military diplomacy and how his analytical framework helps to increase our understanding of what military diplomacy is. In this session Professor See Seng Tan will discuss the transformative and pragmatic functions of military diplomacy, after which he will position this in the Southeast Asian context. He will further explain the paradox of increasing bilateral and multilateral military and/or defense dialogues in the South East Asian region, yet at the same time the persisting mistrust between the ASEAN members and surrounding countries. Prof. Dr. Desiree Verweij nam dit jaar, na ruim 20 jaar, afscheid van de NLDA. We blikken met haar terug op de ontwikkeling van de rol van militaire ethiek in de krijgsmacht. Natuurlijk wordt er ook gesproken over de rechtvaardige oorlog en morele dilemma's. Prof. Verweij is emeritus hoogleraar Militaire Ethiek en emeritus bijzonder hoogleraar Normatieve en beleidsmatige dilemma's van multilaterale vredesoperaties. Meer weten? Hebben cyber-beïnvloedingsoperaties bij de Franse en Amerikaanse verkiezingen en het Brexit-referendum de territoriale integriteit en politieke afhankelijkheid van deze landen aangetast? Peter Pijpers promoveerde in januari op dit onderwerp. Hij legt uit wat het verschil is tussen harde en softe cyberoperaties, tussen dwingende, manipulatieve en overtuigende cyber-beïnvloedingsoperaties, en hoe ze worden ingezet (o.a. desinformatie, trolling, lekken van data en grooming). Extreem geweld door Nederlandse veiligheidstroepen tijdens de dekolonisatieoorlogen werden lang afgedaan als incidenten en excessen. Wat waren de oorzaken van dit extreme geweld? In hoeverre week Nederland af van andere kolonisatiemachten, zoals het Verenigd Koninkrijk en Frankrijk? Was het geweld structureel en systematisch? Welke rol speelde geïnstitutionaliseerde straffeloosheid? We spreken hierover met dr. Thijs Brocades Zaalberg. Samen met dr. Bart Luttikhuis leidde hij een onderzoek naar de oorzaken, vormen en aard van extreem geweld tijdens dekolonisatieoorlogen door Nederlands, Franse en Britse veiligheidstroepen. Het rapport komt deze week uit. Het is onderdeel van het onderzoeksprogramma Onafhankelijkheid, dekolonisatie, geweld en oorlog in Indonesië, 1945-1950.
