In this edition of NdB Sunday Show with Chris Steyn, explosives expert Willem Els of the Institute for Security Studies (ISS) reveals just how deadly a bomb-making recipe was used by the 15-year-old boy who wanted to commit mass killing at a Ballito mall. “what was really alarming for me when I look at especially the one ingredient that he stipulated…with any explosive substance that you mix, you have to have two ingredients. The one is your reducing agent and one is your oxidizing agent. So… one is the fuel and the other one… provides the oxygen inside the mixture. So that was there. And also we see that it was similar, not exactly the same, but similar to, for instance, the type of explosives that was mixed by ISIS in Europe, especially the attacks in Paris, the attack on the airport in Brussels. And so that killed a lot of people. Very similar. Also, then referred to as the Mother of Satan, those explosives.” The boy's bomb-making recipe was contained in the last paragraph of a Manifesto written by him. As for why the bomb did not detonate, Els says: “I believe it was a flaw in his construction…it was just burning very fast instead of detonating.” Meanwhile, police are on high alert for copy cat attacks, and Els expresses faith that - despite questions remaining about the initial handling of the case - the investigation is now being properly done by expert investigators.

In this episode of PING, we talk with Willem Toorop about a measurement of 6 choices for naming the root servers of the global DNS. This measurement was motivated by RSSAC 028, a 2017 technical analysis for ICANN of the naming scheme used by the root DNS servers. Root name servers are part of the global DNS system, and they provide basic bootstrapping for every other DNS resolver and authoritative name server worldwide. This is their primary role, but they also handle query load relating to the global DNS system all day and every day. There are 13 distinctly named root servers, each one identified by a letter from A to M under the domain root-servers.net. Although there are only 13 distinct "labels" there are in fact thousands of machines providing this service as independently operated clusters behind each of these letters, using the BGP "anycast" method we have discussed on PING before. The special zone, root servers.net was instantiated in 1995. It's delegated as normal under the .net zone, which in turn delegates from the root "dot" zone. If you are bootstrapping a new resolver, to find a root server you appear to need to know about the delegation of .net in order to find root servers.net, to find the given server. This is a circular dependency because you don't know how to find .net until you have asked a root server instance. The circular dependency is resolved by the contents of an initial "priming" response. This response provides the additional "glue" information to seed direct knowledge of how to find each of these named root servers as is, without all the intermediate logic of the circular dependency. This glue is inherently not signed in DNSSEC. It's insecure. The priming response is very carefully curated for both its size and the content but it would be good to give it some content security and increase trust in the message. RSSAC 028 explored the impact of applying DNSSEC over this domain, which in turn would add DNSSEC signatures to the priming response and impact a goal of keeping this a small 512 byte backwards compatible UDP packet. By keeping this response small, it would continue to work on all legacy systems worldwide. Nothing happens quickly in DNS evolution, and this naming question has now been under consideration for almost a decade. Willem and his colleagues at NLNet Labs and SIDN produced two reports reflecting on the candidate naming schemes, application of DNSSEC, and the impact on the bootstrap fetch. There are some surprising outcomes!

Chilling details have emerged of a recent failed bomb attack in the packed Food Court of the Ballito Junction Regional Mall. The device was placed by a 15-year-old radicalised teen intent on committing mass killing, but it failed to explode. The FBI alerted The Hawks, but the bomb had already been placed. The teen was finally arrested last week. In this interview with Chris Steyn, Willem Els, the Senior Training Coordinator on Terrorism and Explosives Related Incidents at the Transnational Threat and International Crimes Programme of the Institute for Security Studies, says: “For a long time, we've been warning about your prevalence of the so-called Lone Wolf scenario in South Africa…And this is maybe a wake-up call for South Africa ”. Prior to placing the bomb, the teen had published his Manifesto on Telegram. In it, he glorified mass killings and claimed that traumatic personal experiences had driven him to extremist online communities whose members were the only people who understood him. Listing all the red flags in the subsequent handling of the case, Els calls for a thorough IPID investigation.

Chellin raised the question whether the plea deal in this highly politicised case could have been rushed, and Els says: “...if you look at the charges that he is facing and you look at the severity of those charges and you look at the deal that's been cut with him, the two don't add up…that was a sentiment also of the judgment by the magistrate….”. As for the mystery surrounding the apparent assassination attempt on Crime Intelligence boss General Feroz Khan just days short of his appearance before the Madlanga Commission, Els adds: “They have to cut this one to the bone because I think it's in the interest of the rule of law in South Africa.”

Finally, Willem highlighted an often-overlooked challenge: AI is not only helping insurers but also empowering bad actors. AI-generated fraud, synthetic identities, deepfakes, and manipulated evidence will require stronger trust mechanisms, verification systems, and provenance controls. Following the recent R1-billion drug bust at Beitbridge, there is renewed focus on the warning by KZN Provincial Police Commissioner General Nhlanhla Mkhwanazi that South Africa could become another Mexico or El Salvador if politically- and police-connected drug cartels were not dealt with. In this interview with Chris Steyn, Willem Els of the Institute for Security Studies (ISS) shares the findings of the ISS' latest drug study. “On the operational level, we're sitting with severe challenges. We've got most of the senior commissioners of police that are being arrested or suspended or so on. So we've got a power vacuum there and so on… one of the biggest challenges is the severe disinvestment in your capability in the police, intelligence-wise, as well as operational. We do not have boots on the ground. We do not have sufficient equipment and infrastructure…. ” Els details the ISS' recommendations, and expresses optimism that with the appointment of General Mkhwanazi as Head of the Organised Crime Desk, “there might be some improvement now”.
