Bestselling Authors Mark Harmon and Leon Carroll, Jr. Return to Release Ghosts of Panama from Harper Select on November 19, 2024 After the success of their first book, Ghosts of Honolulu, the NCIS team reunite to tell the gripping story of Naval Investigative Service agents working the most dangerous beat in the world - the narco-state of Panama in the late 1980s. Harper Select will publish the next installment from Mark Harmon and Leon Carroll, Jr., Ghosts of Panama: A Strongman Out of Control, A Murdered Marine, and the Special Agents Caught in the Middle of an Invasion, on November 19, 2024. Panama, 1989. The once warm relationship between United States and Gen. Manuel Noriega has eroded dangerously. Newly elected President George H.W. Bush has declared the strongman a drug trafficker and a rigger of elections. Intimidation on the streets is a daily reality for U.S. personnel and their families. The nation is a powder keg. Naval Investigative Service (NIS) Special Agent Rick Yell has worked the job in Panama since 1986, and lives there with his wife Annya and infant child. Like most NIS agents, he's a civilian with no military rank with a specialty in working criminal cases. The dynamic changes suddenly when Yell inadvertently develops an intelligence source with unparalleled access to the Noriega regime. Now the agent is thrust into a world of spy-versus-spy, of secret meetings and hidden documents. Yell's source - known as "The Old Man" - warns when Cuban military personnel arrive and identifies anti-American officers within the Panamanian Defense Forces, and helps track Noriega's movements, agitating for the dictator's kidnapping. The reports created by Yell and his NIS colleagues shape the decisions made in Washington D.C., CIA headquarters in Langley and the innermost sanctums of Pentagon. The powder keg is lit on December 16, 1989, when a young U.S. Marine is gunned down at a checkpoint in Panama City. Yell and his cadre of trusted agents deploy immediately to investigate the killing, and what they determine will decide the fate of two nations. When President Bush hears the details they uncover, he orders an invasion that puts Yell's family, informants and fellow agents directly in harm's way. Using a blend of research and interviews with the NIS agents who were directly involved, Ghosts of Panama reveals the untold, clandestine story of counterintelligence professionals placed in a pressure cooker assignment of historic proportions. You can pre-order today at: https://www.harpercollinsfocus.com/harper-horizon/ghosts-panama/ Harmon and Carroll's first book together, Ghosts of Honolulu: A Japanese Spy, A Japanese American Spy Hunter, and the Untold Story of Pearl Harbor, follows a U.S. naval counterintelligence officer working to safeguard Pearl Harbor and a Japanese spy ordered to Hawaii to gather information on the American fleet. Vultures are often misunderstood and feared as they are often pictured tearing the remains from rotting carcasses. But as nature's critical clean-up crew, vultures play a vital role in maintaining the delicate balance of ecosystems and are intrinsically linked to human health. Evolved to be scavengers, they curb the spread of dangerous diseases like anthrax and cholera by consuming fresh carcasses riddled with potential pathogens and bacteria. Poisoned, poached, electrocuted and edged out of their habitat, vultures are no safer above ground than on it. These highly intelligent birds are treading a very thin line between existence and extinction. However, the Cambodia Vulture Working Group's recent report reveals significant progress in the conservation of three Critically Endangered vulture species: the White-rumped Vulture, Slender-billed Vulture, and Red-headed Vulture. In June 2023, the Minimum Population Estimate was recorded at 132 vultures across the three species, marking a stabilising trend after years of decline. On this episode of Climate Connections, Oliver Gray-Read, Technical Advisor at NatureLife Cambodia, who has vultures deeply intertwined into the work he does, particularly in Cambodia - where the group has re-introduced the “vulture restaurant” initiative, which helps provide Cambodia's vulture population with supplementary food to mitigate food shortages and allows for accurate population monitoring. Today on The Aid Market Podcast, Mike Shanley is joined by Catalina Escobar, Co-founder and Chief Strategy Officer of MAKAIA and Awele Okigbo, Founder and Chief Executive Officer of Credo Advisory. Today's discussion focuses on the concept of localization in development work, particularly in the context of USAID partnerships. Catalina Escobar and Awele Okigbo, share their perspectives on what localization means to them, the role of local partners, and the importance of empowering local actors in driving change and development interventions. Tune in today to hear from local partners with their perspective on USAID's localization initiative, locally-led development, and how to best work with local partners. IN THIS EPISODE: [01:12] Awele and Catalina share their thoughts and perspective on localization and the importance of when and how local partners are involved in the project's development and implementation. [05:30] Catalina shares what being a local partner means. [07:45] Awele believes that a local partner has a vested interest in the project because it is their community. [12:45] Catalina explains why it is critical to know the local systems and local policies, which can take years. [16:45] Awele discusses areas of USAID's success and areas for growth in their localization efforts. How can other donors successfully incorporate this growth into their programs? [18:37] Catalina touches on strategy vs implementation. On paper, implementation can look straightforward, however the act of implementation can be more challenging. [27:28] Catalina breaks down the 5 principles of the Paris Declaration, which she believes are crucial for local development. She then explains how localization is measured and reported and what she will be looking at in 2024 to monitor and see how the conversation around localization is evolving. [30:37] Awele shares what she will be looking at to see how the localization conversation and priorities are evolving throughout 2024. KEY TAKEAWAYS: Localization is leveraging local actors and experts to become leaders. Localization involves recognizing and incorporating local knowledge, expertise, systems, and politics in project design and implementation. Nobody knows the community more than the members of the community and it is paramount that USAID includes local partners in the early stages of planning and implementation. Localization is meant to foster the empowerment of communities while building capacity and leveraging their social systems and structure to equip them with the resources and ability to become leaders. This is why it is crucial to increase the percentage of funds going to local organizations and ensure diversity in the organizations receiving international funding to avoid concentration of resources in a few entities. There is a need to measure the impact of development efforts not just in terms of successful project delivery but also in terms of how the local economy and talent pool have improved over time, highlighting the importance of local expertise and knowledge building. I get a lot of questions about electrical all the time. If I bought an older house how do I know if I have bad electrical? Can I do electrical work myself? How do I know if I need a panel upgrade? Do I need a permit to do electrical work? A lot of these questions can easily be answered by hiring the right professional. In this case, it's a Licensed Electrical Contractor. They'll be able to assess your current electric infrastructure, advise you on the electrical work that needs to be done to meet your needs and your home's, and do the work safely. Electric work is not something you want to take a risk with, because if DIY electrical work is done incorrectly it can result in electric fires or fatal electric shocks. This can not only damage your property but it can endanger you and your loved ones as well. In this podcast episode, I sit down with Electrical Safety Authority's (ESA) Emily Larose, Vice President of Regulatory and General Counsel and Trevor Tremblay, Technical Advisor. We discuss everything from electric permits, to the importance of hiring a Licensed Electrical Contractor and what to do if you fall victim to an unlicensed contractor. We also answer your questions that you've sent in and share a few electric fails along the way showing you what NOT to do. Don't miss this episode.
