A Panel Discussion - Coal Mining in the Oldman Watershed: Are there Potential Risks?

Southern Alberta Council on Public Affairs (SACPA)

Play Episode Listen Later May 14, 2025 142:53

There is significant interest in establishing metallurgical coal mining operations throughout the eastern slopes of Alberta. The areas residing within the Oldman watershed are no exception. Currently, there are four companies exploring potential mining operations in the region. All of the currently proposed coal mines are open-pit “mountain top removal” mines and are located in the Crowsnest Pass area. Coal mining exploration is also happening along the Livingstone Range and in the Bighorn area west of Red Deer. On May 15, 2020, the Government of Alberta announced it was rescinding the long-standing provincial Coal Policy, which was implemented by the Peter Lougheed Government in 1976. Since then, Crown coal rights have been sold on land where coal mining was previously not considered, in order to protect the watershed and wildlife. On March 4, 2022, the Government of Alberta announced restrictions on coal development in the Eastern Slopes of the Rockies. The restrictions on new development will be in place until directions on coal activities are incorporated into updated regional land-use plans. On January 15, 2025 Alberta Energy and Minerals Minister Brian Jean wrote to AER that he had decided to cancel three previous ministerial orders from 2021 and 2022 to reduce regulatory confusion. The letter went on to say that the AER must lift the suspension on all coal project approvals that were put on hold under the rescinded orders. Expiry dates for the approvals would also be extended to account for the time they were suspended, the letter states. Panel members: Chris Spearman, Agri Food Processing, Mandy Olsgard, toxicologist, Gavin Fitch, Environmental Lawyer, Elliot Fox, Kainai First Nation (Blood Tribe)

Now that Lethbridge is a city of more than 100,000 inhabitants, there are some perceived “big city” problems that go along with it. Actually, we have had many of them all along, but with a larger population they become more visible. With the Federal election looming in less than a week and a Provincial budget to be unveiled shortly after, the intergovernmental effects on Lethbridge could be substantial and will need unpacking. This year has proven to be a bright spot in the form of grand openings for major capital improvement projects, economic development and the progress being made on revitalizing the Downtown. Aside from the nation-wide substance abuse concerns and the progress being made with the Clean and Safe Strategy, there are a number of challenges and opportunities our Mayor and Council welcome each new week. Come and hear what's at the top of our Mayor's list this week. Speaker: Chris Spearman, Mayor of Lethbridge Along with 38 years of business experience, Chris Spearman devoted 18 years (1992-2010) to serving on the Holy Spirit School Board which included two terms as Board Chair. The current Lethbridge City Council was elected to serve a four-year term in October 2013. Although much of the effort of City Council is focused on day-to-day, week-to-week governance matters, Council also recognizes that they are largely responsible for the direction of development in the community. With the future of Lethbridge citizens and businesses in mind, City Council has prepared a strategic plan. City Council has utilized the framework of the City's Integrated Community Sustainability Plan/Municipal Development Plan (ICSP/MDP) to establish strategic priorities for the next four years. These priorities will assist the community in realizing the hopes and ideas of Lethbridge residents that were captured in the comprehensive community consultation that drove the contents of the plan. Although this strategic plan is for a four-year term, it is viewed as a living document that can incorporate emerging issues or initiatives. City Council is committed to review and update this plan appropriately. The City of Lethbridge believes that Education Property Taxes should be eliminated. City Council adopted this position at a public meeting on October 31, 2005 although there had been no prior public consultation. Mayor Tarleck outlined his views on the subject in his column in the Lethbridge Herald of November 18, 2005. City Council has passed a resolution urging the Alberta Urban Municipalities Association to pressure the Alberta government to eliminate the tax. But not everyone believes the education property tax should be eliminated. School boards believe that education needs a stable source of funding. They also believe that local taxation supports local accountability for the quality of our education systems. Chris Spearman believes that education property taxes should be maintained. He also believes that the whole issue needs greater public consultation and discussion. Speaker: Chris Spearman Chris Spearman and his family have lived in Lethbridge for 25 years. He served for 13 years on the Catholic school board, first with Lethbridge Catholic, and since 1995 with the Holy Spirit School Division, including two terms as chairman. He has been involved with the Industrial Association of Southern Alberta since 1983 and has been the chairman for the last 6 years. Together with Lethbridge businessman, John Davis, Chris spoke out about the pitfalls of electrical deregulation prior to its implementation in 2001. Chris Spearman has also served as the spokesman for the Action Against High Gas Prices group when local gasoline prices in Lethbridge consistently exceeded prices in other communities.
