Creating equitable research collaborations between the Global North and Global South has been a struggle for many years. How do you create equitability when there is a structural imbalance in the core element of research: funding? And how do you balance the need for global collaboration with differences in values on diversity issues like gender, race, LGTBQ+ issues, etc.?These are not easy questions, but the Guild of Research Intensive Universities (The Guild) and African Research Universities Alliance (ARUA) are trying to navigate these challenges through the Africa-Europe Clusters of Research Excellence (CoRE). In the wake of the publication of the Enlargement Package Report by the European Commission, Peter Burke TD, Minister of State with responsibility for European Affairs and Defence, will look at the potential benefits and tests that enlargement will bring for the EU. About the Speaker: Peter Burke TD is the Minister of State with responsibility for European Affairs and Defence, a post which he has held since December 2022. He has been a TD for Longford-Westmeath since 2016. Prior to his current role, he served as Minister of State with responsibility for Local Government and Planning from July 2020 to December 2022.

Seán Ó Conláin and Caroline Whyte interviewed Anne Barrington, who is the Chairperson of the Board of Directors of the Ó Cualann Cohousing Alliance in Ireland, and Uuriintuya Batsaikhan, an economist based in Brussels who oversees the research projects at Positive Money Europe. Topics covered in our discussion included the challenges faced by those trying to provide affordable housing in Ireland, the impact on the housing supply of the ECB's monetary policy and other EU policies such as the Growth and Stability Pact, the effects of the current energy crisis, the need to mitigate climate disruption, and the role played by ideology in current Irish housing policy. We also explored some ways forward, including the Unlock campaign for providing mass retrofitting of housing in Europe that is being spearheaded by Positive Money Europe, and potential changes to the treatment of housing under Irish law.

The challenges and dilemmas facing Europe in the lead-up to the European elections in May formed the basis of discussion for SNF's April DIALOGUES event. Speakers addressed the issues that have created a multi-speed reality among EU member states, political turbulence, and the forthcoming withdrawal of the UK from the EU. The event was organized in collaboration with Chatham House, the Royal Institute of International Affairs, a world-leading policy institute based in London, UK. LINK TO SLIDES: https://www.soas.ac.uk/economics/events/economics-seminars/file120582.pdf Varieties of Growth Regimes, Innovation Systems and Structural Changes in Europe: Challenges for XXI Century This paper aims to provide an empirically grounded, fine grained picture of the varieties of growth regimes in Europe, and how this has gone hand in hand with patterns of structural change and the dynamics of national innovation systems. We disentangle some key nexus between the evolution of innovation, medium-term changes of production, employment, and profitability structures and on their interactions. We focus particularly on disentangling intrinsic and structural factors in the description of growth regimes, shifts in distributive relations and the extent to which these processes have resulted from the European innovation systems falling behind the technological frontier. Ariel Wirkierman is a Research Fellow at the Science Policy Research Unit (SPRU, University of Sussex) working on the EU Horizon 2020 ISIGrowth Project. In particular, he applies and develops Input-Output techniques and simulation models of industrial dynamics to analyse innovation, technical progress, structural change and income distribution. He has previously been a post-doc researcher at the Department of Mathematical Sciences, Mathematical Finance and Econometrics (Catholic University of the Sacred Heart, Italy), designing and implementing algorithms and metrics in complex networks to study industry clusters and node centrality in interindustry networks. Before his doctoral studies he worked as an economic officer at the Ministry of Economy and Production of Argentina, focusing on Regional Input-Output Analysis. In his new book, entitled Fundamental Rights in Europe: Challenges and Transformations in Comparative Perspective (Oxford University Press, 2014), Fabbrini analyses the constitutional implications of the highly complex European architecture for the protection of fundamental rights and the interactions between the various European human rights standards.
