International organisations have become major players in global affairs, with the European Union standing out as especially powerful. But the EU's decision-making processes often attract sharp criticism: requiring agreement among many states can cause paralysis, while overriding individual states raises concerns about sovereignty. This episode explores a new study that revisits how the EU has historically grappled with this tension, focusing on two pivotal moments—the Luxembourg Compromise of 1966 and the Paris Summit of 1974. Strengthening the full implementation of the Treaty on the Non-Proliferation of Nuclear Weapons necessitates a balanced implementation of all of its three pillars: nuclear disarmament, non-proliferation of nuclear weapons, and peaceful nuclear uses. However, the current geopolitical situation has exacerbated significant challenges in all of these three pillars. In his address to the IIEA Ambassador Klement discusses efforts to address those challenges, and reflects upon regional non-proliferation crises and his experience as a negotiator in the Iran nuclear negotiations. Speaker bio: Ambassador Stephan Klement is the EU Special Envoy for Disarmament and Non-Proliferation, a position he has held since February 2024. From 2019 to 2023, Ambassador Clement served as EU Head of Delegation to the International Organisations in Vienna. Since 2016, he has served as the Special Advisor for the Iranian nuclear issues in the European External Action Service (EEAS). Mr. Klement holds a Doctoral degree in International Law from the Institute of International Law and International Relations, University of Vienna. He holds a Doctoral degree in Physics from the Institute of Experimental Physics, University of Vienna, a Masters in Law and a Masters in Theoretical Physics both from the University of Vienna, Austria.

These lectures are given annually by a person of eminence in the field of international law and a revised and expanded version of the lectures is usually published in the Hersch Lauterpacht Lecture Series by Cambridge University Press. The lecture comprises three parts, delivered on consecutive evenings, followed by a Q&A session on the fourth day. More than 3,500 people have been killed in Lebanon since last October, with Israel intensifying its attacks since September, launching a ground invasion into the country and an air strike campaign that has caused much destruction. Its bombings have become more unpredictable in scale and location, forcing masses to flee their homes.   More than 1.2 million people have been displaced since Israel escalated its war. Several hundred thousand, many of them already refugees, have fled across the border to Syria despite the risks they face there.   The spillover war from Gaza is wreaking havoc on a population that had already been grappling with years of economic and political turmoil. The Lebanese state's resources are far too strained to cope with the scale of displacement and there are not nearly enough organised shelters. For vulnerable minorities in the country, including Syrian refugees and migrant workers, the conditions are even more challenging.   Israel says it is attacking Hezbollah, but its campaign has provoked widespread international condemnation because of the high civilian toll. This week, US envoy Amos Hochstein is in the Middle East in an attempt to broker a ceasefire deal between Israel and Hezbollah. That cannot come soon enough for the hundreds of thousands of displaced people. But what would those who have lost their homes and their livelihoods return to?   This week on Beyond the Headlines, host Nada AlTaher looks at the deepening displacement crisis in Lebanon and its impact on the future of the country and its people. She speaks to the head of the International Organisation for Migration in Lebanon, Mathieu Luciano, and Prof Mona Fawaz from the American University of Beirut.

Evaluation has become a key tool in assessing the performance of international organisations, in fostering learning, and in demonstrating accountability. Within the United Nations (UN) system, thousands of evaluators and consultants produce hundreds of evaluation reports worth millions of dollars every year. But does evaluation really deliver on its promise of objective evidence and functional use? By unravelling the internal machinery of evaluation systems in international organisations, The Politics of Evaluation in International Organisations (Oxford University Press, 2023) challenges the conventional understanding of evaluation as a value-free activity. Dr. Vytautas Jankauskas and Dr. Steffen Eckhard show how a seemingly neutral technocratic tool can serve as an instrument for power in global governance; they demonstrate and explain how deeply politics are entrenched in the interests of evaluation stakeholders, in the control and design of IO evaluation systems, and to a lesser extent also in the content of evaluation reports. The analysis draws on 120 research interviews with evaluators, member state representatives, and IO secretariat officials as well as on textual analysis of over 200 evaluation reports. The investigation covers 21 UN system organisations, including detailed case studies of the ILO, IMF, UNDP, UN WOMEN, IOM, UNHCR, FAO, WHO, and UNESCO. Shedding light on the (in-)effectiveness of evidence-based policymaking, the authors propose possible ways of better reconciling the observed evaluation politics with the need to gather reliable evidence that is used to improve the functioning of the United Nations. The answer to evaluation politics is not to abandon evaluation or isolate it from the stakeholders but to acknowledge surrounding political interests and design evaluation systems accordingly. Auckland lawyer Dr John Barker is about to move to France to head the global wine body which sets rules for the industry around the world. He's been appointed the director-general-designate of the International Organisation of Vine and Wine. The organisation represents 87 per cent of global wine producers and 71 per cent of wine consumed globally. Dr Barker specialises in the law around the wine sector, and spent a decade as General Counsel and General Manager Advocacy and Trade for New Zealand Winegrowers. Wine production is New Zealand's fifth largest export sector, with exports in the 12 months to May worth $2.4 billion. Dr John Barker talks with Kathryn ahead of his departure for the new role in France.

The UN migration agency says around eight and a half thousand people arrived in nearly two hundred boats between Monday and Wednesday this week. Today's Nick Robinson speaks to Laurence Hart, Head of Mission in Italy at the International Organisation of Migrants who explains how unusual it is to have this amount of migrants arrive on the island. Italy's PM Georgia Meloni was elected with a promise to curb illegal migration. The Today programme has been looking at the debate about how to handle the mass movement of people around the world. Sicily is the region where the majority of African migrants to Italy arrive. Migrants make the dangerous journey across the Mediterranean in crowded boats that often sink or capsize. Search and rescue ships crewed by volunteers make it their mission to save the lives of migrants who make the crossing looking for new lives. However the Italian government's approach to the boats has got much tougher since the election of Prime Minister Giorgia Meloni. Today's Nick Robinson spoke to Enrico Trantino, the Mayor of Catania – the port city of Catania in Sicily, where many migrants to Italy first land – and Laurence Hart, Director for Italy at the UN's International Organisation for Migration. In this conversation, Melissa speaks with Sabrina Prioli, the author of a memoir called “Rise up, phoenix” and one of the victim/survivors of the 2016 Terrain Compound Attacks in Juba, South Sudan. Sabrina shares her insights into how to better support victim/survivors and hold perpetrators accountable for their actions. She also explains the nuances of the words “victim” vs. “survivor” and how to cope when hearing about traumatic incidents like hers.  *Note: This conversation includes references to rape and may be triggering for some listeners.* Sabrina Prioli is currently a Certified Professional Co-Active Coach, Mental Fitness Coach and Mental Health First Aid (MHFA). She is an independent consultant and she supports organisations in raising awareness, prevention and preparation on the issue of sexual abuse, violence and rape. She worked for years as an aid worker and consultant for humanitarian projects. Sabrina helped develop the planning, monitoring and evaluation (PM&E) plans for her own and different partner implementing projects. She has worked as a researcher and PM&E consultant for universities, NGOs and governments in Latin America, Africa and Europe. She has experience and knowledge in the thematic areas of protection, education, economic empowerment and gender equality which allow her to develop the appropriate indicators and PM&E tools. In 2011 she created a foundation “Fundacion Hilo Sagrado”, dedicated to the conservation of culture and tradition of the indigenous peoples of Guajira, in Colombia, to strengthen the identity and social role of women. In 2021, for her civil commitment in favour of women victims of violence and abuse, she won the "Woman Award 2021" and the award “Il Paese delle Donne Award 2021." In 2022 she won solidarity award, “Premio Solidarietà” Premio Nazionale Pratola 2022. Sabrina has a degree in Sociology, a Masters in Project Management for International Organisations, and Certification in Monitoring & Evaluation & Facilitation. Roland Rich received his B.A. and LL.B. from the University of Sydney and his M.Int.Law and Ph.D. from the Australian National University. He joined Rutgers in 2015 after seven years at the United Nations where he was Executive Head of the United Nations Democracy Fund and from 2010 to 2014 concurrently Director of the United Nations Office for Partnerships. Lecture summary: After 1945, the United Nations – and international organizations (IOs) more generally – were widely embraced as the ideal, democratic means to resolve international conflicts and promote global welfare. Sharing this almost feverish enthusiasm, a Western-controlled International Court of Justice adopted a deferential attitude toward IOs. The law it developed exuded confidence in the impartiality of IOs, premised on an unquestioning assumption that their subjection to legal discipline and judicial review would be unnecessary and even counterproductive. I propose that the time has come to concede that the utopian premises upon which the international law relating to IOs is based are flawed and outline a new course for the international law on IOs, one that addresses the inherent flaws of collective decision-making and can assist IOs to achieve their stated goals. Professor Eyal Benvenisti is Samuel Rubin Visiting Professor of Law, Columbia Law School (2022). He is the Whewell Professor of International Law at the University of Cambridge, CC Ng Fellow in Law at Jesus College, and the Director of the Lauterpacht Centre for International Law. He is also a Visiting Professor at the Hebrew University of Jerusalem, and a member of the Global Visiting Faculty of New York University School of Law. He is Member of the Institut de droit international and of the Israeli Academy of Sciences and Humanities. A Co-Editor of the British Yearbook of International Law, he served on the Editorial Board of the American Journal of International Law (2009-18). He was Project Director of the “GlobalTrust – Sovereigns as Trustees of Humanity” research project, funded by an ERC Advanced Grant (2013-18). He previously was a Visiting Professor at the law schools at Harvard, Columbia, Michigan, Pennsylvania, Toronto and Yale. Danila Khomutovsky is a 38 year old Ukrainian man. He is a husband and a father to a 7 year old son, a voice artist, co-founder of the radio station Aristocrats and has lived in Kyiv for the last 10 years. On 24th February 2022, his life and the lives of millions was upended when Russia invaded Ukraine. Despite peace talk efforts, Russian artillery and warplanes are continuing to pound cities and towns across Ukraine. More than three million people have now fled Ukraine since Russia began its invasion — a rate of more than a million per week, the International Organisation for Migration has said. Danila is now taking shelter in the Ukrainian countryside and working for ICTV channel as a voice of the “Civil Defence” program, volunteering for state agencies and private studios, recording voice overs in four languages to help win the war. He reached out to Annie on instagram as a listener to Changes and they spoke on the morning of Friday 11th March 2022. Antibody cocktails against Covid

Trials have shown that cocktails of antibodies are effective against Covid, and one called Ronapreve has just been approved for use in the UK, following in the footsteps of Japan and the US. Claudia Hammond talks to Penny Ward, Professor of Pharmaceutical Medicine at Kings College, London, about how these monoclonal antibodies work and where they are best used, given that they are very expensive. The UN Refugee Agency and the International Organisation for Migration have called on governments to ensure that everyone is included in vaccination plans, including refugees and internally displaced people. Samara Linton reports on how undocumented migrants, in South East Asia and in the UK, are getting vaccinated against Covid. The increased heat we are experiencing with climate change is causing deaths in people with underlying health conditions. Professor Kristie Ebi of the University of Washington tells Claudia about what we can do to keep cool, in particular in places without air conditioning. And family doctor Graham Easton comments on these stories and discusses the relationship between Covid and heat.
