Before joining IIE, Peggy served as Assistant Director of Stanford University's Overseas Studies and then as Coordinator of Graduate Services/Fellowships for the University of Hawaii's Center for Asian and Pacific Studies. An expert on educational exchanges between the US and China, her earlier work focused on the development of U.S.-China exchanges as a staff member of the National Committee on U.S.-China Relations and the Asia Society's China Council. This week, the Donald Trump administration befuddled thousands of Indian students pursuing degrees in the US with a new move. The United States’ Federal Immigration Authority asked foreign students to leave the country or risk deportation if their universities switched to online-only classes in this fall semester. According to a report issued by the State Department and the Institute of International Education (IIE), about 1.1 million foreign students attended US higher education institutions in the 2018-19 school year, and they made up 5.5 per cent of the entire US higher education enrolments.   We spoke to two students pursuing degrees in the United States. A recent report showed that the number of foreign students enrolling at US colleges for the first time is declining. The slowdown started in the 2015-2016 school year. From more than 300,700 new foreign student enrollments in that school year, the number went down to around 271,000 in the 2017-2018 school year. It has been the lowest figure since 2013. Findings were based on the results of the Open Doors Report, which gives details about the number of foreign students in the United States and American students in other countries yearly. The report was released during a briefing on November 13 in Washington, D.C. The Institute of International Education (IIE) president attributed the decline to the competition from colleges in other countries. In 2017, many foreign students chose to apply to schools in Canada and Australia instead of the United States. The IIE senior advisor of research and strategy said that the increasing costs of education in the United States may also be driving foreign students away. Because of the rising value of the US dollar, tuition in some US universities has become not as affordable as that in other countries. Other countries also offer free tuition and prospects to obtain citizenship. Although the number of new foreign students in the United States is decreasing, the overall number of existing foreign students remains high. Currently, the country is hosting more than one million foreign students. Many of these students stay in the United States because of the Optional Practical Training. It is a program that allows foreign students to stay in the country to work for one to three years.

In this interview with Senior Director for Education Programs Margot Landman, IIE's Peggy Blumenthal and Professor David Zweig discuss their research into the impact Chinese students have on American universities and their prospects upon returning to China.   Peggy Blumenthal, Senior Counselor to the President, Institute of International Education (IIE). After 20 years of service at the Institute of International Education, Ms. Blumenthal became its chief operating officer in 2005, shifting to the role of senior counselor in 2011.   David Zweig is Chair Professor, Division of Social Science, and Director, Center on China’s Transnational Relations (www.cctr.ust.hk), at the Hong Kong University of Science and Technology.  He is an adjunct professor, School of Social Sciences and Humanities, National University of Defense Technology, Changsha, Hunan, and Vice-President of the Center on China’s Globalization (Beijing).

According to the most recent Open Doors Report, published by the Institute of International Education (IIE) in late 2017, China remains the number one sending country of international students to the United States. Approximately 350,000 Chinese currently attend American colleges and universities at the undergraduate and graduate levels. There are also growing numbers of Chinese students at American high schools. On June 4 the National Committee hosted a program to discuss the impact of Chinese students on American academic institutions (in February 2018 FBI Director Christopher Wray and Director of National Intelligence Dan Coats suggested that Chinese students and scholars conduct espionage on American campuses), and what happens when (if?) the students return to China. The first topic was addressed by Ms. Peggy Blumenthal, senior counselor to the president of IIE; while Dr. David Zweig, professor of political science at the Hong Kong University of Science and Technology, shared his research findings on returnees. Peggy Blumenthal, Senior Counselor to the President, Institute of International Education (IIE). After 20 years of service at the Institute of International Education, Ms. Blumenthal became its chief operating officer in 2005, shifting to the role of senior counselor in 2011. David Zweig is Chair Professor, Division of Social Science, and Director, Center on China’s Transnational Relations (www.cctr.ust.hk), at the Hong Kong University of Science and Technology. He is an adjunct professor, School of Social Sciences and Humanities, National University of Defense Technology, Changsha, Hunan, and Vice-President of the Center on China’s Globalization (Beijing). He is the author of four books, including Internationalizing China: Domestic Interests and Global Linkages (Cornell Univ. Press, 2002) and a new edited volume, Sino-U.S. Energy Triangles: Resource Diplomacy under Hegemony, with Hao Yufan (Routledge, 2016).

Sherry Lee Mueller and Mark Overmann are the authors of Working World: Careers in International Education, Exchange, and Development (Georgetown University Press 2014). Dr. Mueller has decades of international education experience, including past experience at Institute of International Education (IIE), the National Council for International Visitors (now Global Ties U.S.), and in the Fulbright Program. She is currently an Adjunct Professorial Lecturer at American University’s School of International Service. Mr. Overmann also has a considerable background in the field and is now Deputy Director of Alliance for International Cultural Exchange. This book provides tips, tools, and perspectives on the wide field of international education, exchange, and development. Through personal experience and extensive interviews of leading experts in various stages of their career, the authors provide successful road maps and building blocks for “idealists” looking to begin a career or to those who wish for a mid-career change (p. 1). Ranging from “identifying your cause” (p. 13), to tips for successfully networking, and a comprehensive guide to all the relevant organizations in the field, this book offers an impressive insight into a diverse and growing field.
