On this edition of On DoD: Up until a year ago, the Office of the Secretary of Defense was a bit of an outlier when it came to IT management and governance. Despite having 19,000 employees, there was no single person in charge of making sure those workers had a decent user experience, and no one in charge of delivering common IT services. That changed last October, when Danielle Metz became the OSD chief information officer. She joins Jared Serbu to talk about what's happened and what's ahead, including the impending rollout of Microsoft 365 at the classified level. Later in the hour, Federal News Network's Jason Miller talks with Leo Garciga, the Army's new CIO. Lily Zeleke, the deputy chief information officer for the information enterprise at DoD, said the move to the Joint Warfighting Cloud Capability is as much about taking advantage of enterprise services as it is about not breaking mission outcomes.
The Department of the Air Force recently released its zero trust and ICAM implementation roadmap, and now it is laser-focused on implementing different pillars of zero trust. While the technology is there, the amount of execution and coordination is enormous as the service works toward fully implementing zero trust by 2027. Air Force CTO Jay Bonci briefs how the service is planning to get to that goal, the relationship between zero trust and initiatives such as JWCC and JADC2, as well as his priorities for the year.
Live from TechNet Cyber 2023 in Baltimore, Maryland, Defense Department Deputy CIO Lily Zeleke and Chief Software Officer Rob Vietmeyer discuss software factories, DevSecOps, zero trust and the Joint Warfighting Cloud Capability (JWCC). These IT modernization initiatives are transforming the department to be more tech-savvy as information dominance becomes critical to winning future conflicts.
Defense Department CIO John Sherman joins us live from TechNet Cyber 2023 in Baltimore, Maryland, to peel back the layers of the Joint Warfighting Cloud Capability (JWCC) and the department's zero trust strategy to show how they're informed by JADC2 priorities and contribute to better data transport and interoperability with coalition partners. Sherman also discusses how cloud initiatives at the military services will complement JWCC efforts.
Join this episode of In the Nic of Time with special guest Rob Vietmeyer, Chief Software Officer, Department of Defense as they discuss the evolution of cloud adoption in the DoD; from MilCloud to JWCC to OCONUS Cloud and Edge clouds, the importance of cloud parity and the adoption of key commercial capabilities in the DoD, and the adoption of DevSecOps and its significance.
Chris: Before we dive into some technical topics and questions, we would love to hear a bit about your background and careerChris: - We've now seen the introduction of JWCC into the mix after quite a challenging road to get there. What major changes do you see JWCC playing in the DoD cloud landscape and cloud adoption journey?Nikki: - There's been a tremendous focus on software supply chain security, with a 742% increase in software supply chain attacks in the last three years. What are your thoughts on how the DoD is approaching securing the software supply chain, SBOM's and challenges of that nature?Chris: - We know the DoD CIO office published an Open Source Software (OSS) memo not too long ago. What role do you think OSS plays in the future of the DoD's software and warfighting capabilities?Nikki - We've seen a blossoming ecosystem of software factories across the DoD, now numbering near or beyond 30. How key do you think these software factories have been to the DoD's software modernization efforts?Nikki - I would be remiss if I didn't ask you about the DoD's workforce challenges. We know the DoD has had long standing issues attracting and particularly retaining technical talent. How crucial is remedying those workforce challenges to see successful cloud adoption and software modernization?Chris - Being a longtime Federal and DoD Cyber professional I have to bring up the topic of compliance, RMF and ATO's in any discussion around fielding software. We've seen a push from some senior leaders to try and shift to a culture of cyber readiness and alleviate some of the traditional box-checking/compliance culture we know is pervasive across Government. Any thoughts on how we can modernize Cyber and Compliance in DoD to facilitate getting innovative and modernized software-enabled capabilities into the hands of system and mission owners?
As the Department of the Air Force prepares to release its own zero trust plan just three months after the Pentagon released a department-wide five-year zero trust strategy, Air Force CIO Lauren Knausenberger is focused on reducing technical debt and elevating software factories to bring the Air Force into the future. Software factories can play a role in the implementation of the Defense Department's Joint All-Domain Command-and-Control (JADC2) concept and integration of the recently awarded Joint Warfighting Cloud Capability (JWCC) contract. Knausenberger also discusses her career journey and advice for those interested in working in national security.

Cyber Diversity, Running Heels, and Working Toward the Metaverse. In this episode of The Outspoken Podcast, host Shana Cosgrove talks to Angel Smith, PhD, Partner, Mission Solutions and Customer Expansion (MSCE) at Microsoft. Angel talks to Shana about how data and data cooperation matter in today's changing security environment, where the U.S. must consider the potential for conflicts with peer (no longer “near-peer”) adversaries. She describes the career path that led her from a career in the Marines as a C-130 pilot to a Congressional staff role overseeing the Military Intelligence Program and most recently to Microsoft. Angel shares what it feels like to get a second chance at life after a cancer diagnosis at age 23, and she explains what a PhD in organizational psychology brings to conversations about building a future metaverse. She tells young people to trust in their capabilities and learn how to win friends and influence people. QUOTES“If you think about it - the threats that are starting to come at us - we're used to [being able to] clearly define an adversary space geographically. We knew where wars were taking place. The way that things work now is everything is global all the time, and we are starting to see the advantage is actually decision superiority: who can get as much information as possible to make the smartest real-time decision?” - Angel Smith [11:58]“One big takeaway was that service looks very different from a lot of different angles. And so I was working with people that had never served a day in their life in the military or anywhere else outside of tech, but they were some of the most incredible patriots I had ever met in my entire life. Some of the most brilliant people who were so, so, so dedicated to mission in such a passionate way. - Angel Smith [26:27]“There's also this component of We've always done it this way, not realizing that we must evolve, because things are—everything around us is changing. Ep. 28: The Air Force Isn't Waiting for JWCC to Move Forward in the Cloud by Let's Talk About IT
All of the excitement and consternation about the Defense Department's Joint Warfighting Cloud Capability (JWCC) over the past year maybe over blown. In many ways, DoD is replicating the Army's approach for much of the previous two years to buying cloud services. For more, Paul Puckett, the director of the Enterprise Cloud Management Agency that reports to the Office of the Chief Information Officer for the Army spoke to Federal News Network Executive Editor Jason Miller on Ask the CIO.
On this episode, an extended discussion with Danielle Metz, the deputy DoD chief information officer for information enterprise. Metz explains how Amazon, Google, Microsoft and Oracle will actually compete for work under the up to $9 billion contract, in an approach that's novel for government procurement. Federal News Network reported on the key details of this interview in mid-December, when the coversation was first recorded. This episode of On DoD contains the full interview.
Tucked into page 6, second paragraph down of the Defense Information Systems Agency's new strategic plan is a hum-dinger of a sentence. DISA says it wants to "eliminate the need for third party resellers, integrators" under the Joint Warfighter Cloud Capability or JWCC program. In his weekly feature, the Reporter's Notebook, executive editor Jason Miller writes about this major policy change and why some in industry are unhappy. Jason joined the Federal Drive now to discuss.
One of the biggest unanswered questions about the Pentagon's Joint Warfighter Cloud Capability contract has been this. Will vendors be able to compete for work on a project-by-project basis. And the answer is yes, but with a caveat. DoD does plan to conduct task order competitions for each new cloud requirement. But vendors won't submit bids. Instead, the department will use a new technology tool called “AT-AT” to pick winners based on what it already knows about each company's capabilities and prices. If it sounds unusual – it is. In an exclusive interview with Federal News Network's Jared Serbu, Danielle Metz, the deputy DoD CIO for information enterprise, explained how it will work.
In this episode of The Forgotten Fans, Jono and Riri discuss Amphibia's latest episodes, including Olivia and Yunan. We also talk Disney Plus Day, Arcane, JWCC, criticism, current flaws in streaming animation and much more.
