“AI is hungry — for bandwidth, for speed, and for talent.” — Jean-Philippe Avelange, Chief Information Officer, Expereo Jean-Philippe Avelange, CIO of Expereo, joined Doug Green, Publisher of Technology Reseller News, to discuss findings from Expereo's Horizon Telecom Report—revealing how U.S. organizations are losing millions to network failures and struggling to find skilled professionals in cybersecurity, networking, and data automation. Avelange explained that as companies digitize everything from collaboration to customer experience, connectivity interruptions now directly halt business operations, making network reliability as vital as cybersecurity. “Modern enterprises are building their products and services on connectivity. When it stops, business stops,” he noted. The AI multiplier AI adoption is compounding the challenge. “AI is not just another workload—it's a new kind of demand,” Avelange said. AI-driven automation, real-time data flows, and low-latency interactions place unprecedented pressure on legacy network architectures. Organizations can no longer treat networking as a commodity; they must rethink it as a strategic platform requiring redesign and intelligent automation. The human factor According to Avelange, the real shortage isn't people—it's adaptability. The industry needs professionals skilled in network automation, data flow optimization, and problem solving, not just hardware management. “AI won't solve your problem if you don't understand the problem,” he said, advocating for upskilling internal teams alongside strong partnerships with managed service providers (MSPs) that bring intelligence, not just infrastructure. Latency by design Latency, Avelange warned, must be addressed before deployment. “You can always add bandwidth, but you can't add speed after the fact. The Office of Personnel Management is rolling out Microsoft Copilot and OpenAI's ChatGPT to its workforce, following a similar move by the Department of Health and Human Services. According to internal emails obtained by FedScoop, OPM Director Scott Kupor told workers that Microsoft 365's Copilot Chat became available last Monday and that ChatGPT-5 access would be available “over the next few days” to all workers. Kupor said the move “is part of our broader effort to equip you with AI tools that help you work faster, think bigger, and collaborate better,” calling for OPM to “lead the way in using AI thoughtfully and effectively — starting now.” OPM spokeswoman McLaurine Pinover confirmed one of the emails sent by Kupor about access to the two tools. She said both offerings were the result of deals the General Services Administration has inked with companies to provide services at deeply discounted rates as part of its OneGov initiative. OPM was also able to add Copilot to the agency's existing subscription at no cost with Microsoft's new GSA contract in place. Similar to the HHS rollout, Kupor cautioned workers using the tools to still use their best judgment and previewed training from the Office of the Chief Information Officer. Federal workers will soon have the ability to use Meta's Llama artificial intelligence models at no cost for the agency under a new deal with the General Services Administration. GSA announced Monday it reached a deal with Meta, which will offer its open-source AI models and tools to federal agencies for free. The agency emphasized that the open-source nature of the Llama models allows agencies to “retain full control over data processing and storage.” Meta's free offer to the government follows deals from a number of other technology companies selling their products, namely AI products, to agencies for a significantly cheaper price. The Trump administration has repeatedly encouraged agencies to adopt emerging tech to streamline workflows. Mark Zuckerberg, co-founder and CEO of Meta, said the company wants to ensure “all Americans see the benefit of AI through better, more efficient public services.”

I'm Meta Marshall, Morgan Stanley's Cybersecurity and Network and Equipment Analyst. Today – the future of digital defense against cybercrime. It's Friday, September 12th, at 10am in New York.Imagine waking up to find your bank account drained, your business operations frozen, or your personal data exposed – all because of a cyberattack. Today, cybersecurity isn't an esoteric tech issue. It impacts all of us, both as consumers and investors. As the digital landscape grows increasingly complex, the scale and severity of cybercrime expand in tandem. This means that even as companies spend more, the risks are multiplying even faster. For investors, this is both a warning and an opportunity.Cybersecurity is now a $270 billion market. And we expect it to grow at 12 percent per year through 2028. That's one of the fastest growth rates across software. And here's another number worth noting: Chief Information Officers we surveyed expect cybersecurity spending to grow 50 percent faster than software spending as a whole. This makes cybersecurity the most defensive area of IT budgets—meaning it's least likely to be cut, even in tough times.This hasn't been lost on investors. Security software has outperformed the broader market, and over the past three years, security stocks have delivered a 58 percent return, compared to just 22 percent for software overall and 79 percent for the NASDAQ. We expect this outperformance against software to continue as AI expands the number of ways hackers can get in and the ways those threats are evolving.Looking ahead, we see a handful of interconnected mega themes driving investment opportunities in cybersecurity. One of the biggest is platformization – consolidating security tools into a unified platform. Today, major companies juggle on average 130 different cyber security tools. This approach often creates complexity, not clarity, and can leave dangerous gaps in protection particularly as the rise of connected devices like robots and drones is making unified security platforms more important than ever.And something else to keep in mind: right now, security investments make up only 1 percent of overall AI spending, compared to 6 percent of total IT budgets—so there's a lot of room to grow as AI becomes ever more central to business operations. In today's cybersecurity race, it's not enough to simply pile on more tools or chase the latest buzzwords. We think some of the biggest potential winners are cybersecurity providers who can turn chaos into clarity. In addition to growing revenue and free cash flow, these businesses are weaving together fragmented defenses into unified, easy-to-manage platforms. They want to get smarter, faster, and more resilient – not just bigger. They understand that it's key to cut through the noise, make systems work seamlessly together, and adapt on a dime as new threats emerge. As Deputy Director of Operations for U.S. Cyber Command, he led efforts to defend the Department of Defense Information Network and conduct offensive cyberspace operations.
