“I smiled in the face of bigotry.”   Shaymaa Ismaa'eel Muslim who stood up to Islamophobia with joy   The Art: Ink drawing of Shaymaa Ismaa'eel flashing a bright smile and peace sign while wearing an orange hijab. She's drawn on a map of Washington, DC, where she encountered the anti-Muslim protestors that inspired her smile.    The Story: It was a warm spring day in Washington, DC and Shaymaa Ismaa'eel was attending a large Islamic conference when she noticed a loud group of protestors outside brandishing Islamaphobic signs and hurling abuses on the attendees. Their presence was upsetting the attendees, but most tried to hide their feelings and not give the protestors attention.  Ismaa'eel's friend said to her, “It's Sunday, It's Easter. Don't they have something better to do?” to which Ismaa'eel rejoined, “Clearly, they need something from us,” and she decided to respond to them in a non-confrontational way: she asked her friend to take a photo for her.  In the photo, Ismaa'eel is wearing a hijab and squatting on the curb with a huge smile across her face while flashing a peace sign. The angry protestors and their rude signs and insults served as the backdrop. She shared the photo on Twitter a couple days later, writing “On April 21st I smiled in the face of bigotry and walked away feeling the greatest form of accomplishment” and on Instagram, with a quote from the Prophet Muhammad saying, “Kindness is a mark of faith. Those who are not kind have no faith.” Her posts quickly went viral, racking up 100,000s of mostly positive interactions online.  “I wanted them to see my joy and to combat their hatred with kindness.” she said of the photo. “There's a saying from our Prophet saying, ‘Smile is charity,' and that's just me personally anyway, always smiling. Từ gần hai năm nay, thanh thiếu niên ở Hàn Quốc phải trải qua nhiều khó khăn, xáo trộn vì đại dịch Covid-19. Các biện pháp giãn cách xã hội đã vô tình khiến cuộc sống của họ vốn đã nhiều áp lực, giờ trở nên trầm trọng hơn. Nhiều thiếu niên cảm thấy cô đơn, bất ổn về tâm lý khi không được tới trường. Còn thanh niên phải đối mặt với nạn thất nghiệp, thị trường lao động lâm vào cảnh bế tắc. Do đợt dịch thứ tư bùng nổ, Hàn Quốc đang áp dụng mức độ giãn cách xã hội cao nhất - cấp bốn tại khu vực thủ đô Seoul và cấp độ ba ở các khu vực khác trên toàn quốc. Theo quy định, các quán cà phê, ăn uống, khu vực giải trí chỉ được mở tới 22 giờ, và người dân không được tụ tập quá hai người sau 18 giờ.   Tuy nhiên, đợt dịch hiện tại căng thẳng hơn do biến thể Delta dễ lây lan, nên dù đã áp dụng giãn cách xã hội, số ca nhiễm tại Hàn Quốc vẫn ở mức cao đáng báo động. Theo Cơ quan Kiểm soát và Phòng ngừa Dịch bệnh Hàn Quốc (KDCA), số ca nhiễm mới hàng ngày vẫn trên mức 2.000 trong những ngày gần đây. Tính đến ngày 30/09, Hàn Quốc có gần 311.300 ca tính từ đầu mùa dịch.  Sau thời gian đầu chậm triển khai tiêm phòng như nhiều nước châu Á khác, Hàn Quốc đã tăng tốc, hiện có khoảng 76,6% dân số đã tiêm ít nhất một mũi tính đến ngày 01/10 (hơn 39,3 triệu người), 50,1% người dân đã hoàn thành tiêm chủng (hơn 25,7 triệu người). Tuy đạt mục tiêu 70% dân số hoàn thành tiêm chủng mũi một vào trước kỳ nghỉ lễ Trung Thu, nhưng tốc độ tiêm chủng lại đang có xu hướng chững lại.  Covid-19 gây bất ổn tâm lý ở thanh thiếu niên  Tình trạng giãn cách xã hội kéo dài và không được đến trường đã gây cho các em học sinh tâm lý cô lập và bất ổn. Số lượng thanh thiếu niên được chẩn đoán mắc chứng rối loạn hoảng sợ hoặc các bệnh liên quan đến trầm cảm đã bùng nổ.   Theo một cuộc khảo sát với hơn bảy nghìn người từ 9 đến 24 tuổi, 48% số người được hỏi cho biết cuộc sống học đường năm 2020 của họ đã bị ảnh hưởng tiêu cực bởi đại dịch. Ngoài ra, mức độ căng thẳng trong học tập đã tăng lên đối với hầu hết học sinh, và điều này đặc biệt cao đối với những người từ 13 tuổi trở lên.   Về các mối quan hệ cá nhân, hơn 26% học sinh được hỏi cho biết không còn giao lưu với bạn bè nhiều như trước do tác động của các biện pháp giãn cách xã hội nghiêm ngặt. Việc học trực tuyến cũng khiến thời lượng sử dụng Internet của thanh thiếu niên tăng, làm dấy lên lo ngại rằng những người trẻ tuổi có thể bị nghiện Internet và điện thoại thông minh. Trên thực tế, một nghiên cứu gần đây của bộ Khoa học và Công nghệ Thông tin cho biết khoảng 25% thanh thiếu niên ở Hàn Quốc được coi là “phụ thuộc vào điện thoại thông minh”.  Theo số liệu thống kê do dịch vụ bảo hiểm Y tế quốc gia cung cấp, số bệnh nhân mắc chứng rối loạn hoảng sợ ở độ tuổi vị thành niên là 4.582 người vào năm 2020, tăng gấp đôi so với 4 năm trước. Số bệnh nhân thanh thiếu niên liên quan đến trầm cảm cũng tăng 64% so với cùng kỳ, lên tới 29.718 người vào năm 2020. Các chuyên gia cho rằng việc Nhà nước tập trung triển khai các biện pháp giãn cách để chống dịch đã ảnh hưởng tới tâm lý đối với thanh thiếu niên.  Shin Hyun-young, cựu bác sĩ của đảng Dân Chủ Hàn Quốc, cho biết : "Chúng tôi cần một cuộc điều tra sâu về lý do tại sao thanh thiếu niên trở nên dễ bị tổn thương về cảm xúc do Covid-19". Ông cũng nói thêm, "chúng tôi sẽ tăng cường ngân sách và hỗ trợ pháp lý vì điều quan trọng là phải chuẩn bị một hệ thống để kiểm tra tình trạng cảm xúc của cho họ chặt chẽ hơn".  Khi được hỏi về việc học online, Vũ Hà Anh, du học sinh tại trường đại học Kyonggi, trả lời : “Khi đại dịch Covid diễn ra tại Hàn Quốc, không chỉ cuộc sống sinh hoạt của em mà các bạn du học sinh khác cũng thay đổi nhiều, ví dụ như từ học trực tuyến trên trường thay bằng các tiết học online. Việc làm thêm vì dịch Covid mà không có nhiều như trước, bị cắt giảm giờ làm, thậm chí không có việc làm thêm”. Hay như Nguyễn Đức Tùng cho biết : “Về vấn đề học online thì nội dung bài học khó bởi vì có rào cản ngôn ngữ, thế cho nên là rất khó tập trung vào bài học, vì vậy mà chất lượng học tập có thể bị giảm sút. Tiếp là vì là học online cho nên không có cơ hội giao lưu, làm quen với các bạn Hàn Quốc, và cả một kỳ học chỉ có nghe giọng của giáo sư, có những giáo sư giảng trực tiếp qua ứng dụng Zoom thì có thể trao đổi trực tiếp được, nhưng mà có những giáo sư quay sẵn bài giảng nên là việc trao đổi với giáo sư có thể là hơi khó khăn”. Thanh niên trước tương lai việc làm mịt mù  Đợt dịch thứ tư đã làm giảm việc làm trên thị thường lao động và giới trẻ bị ảnh hưởng nhiều nhất trong đợt khủng hoảng kinh tế này. Theo tờ báo Korea Times, năm 2020 có 370.000 thanh niên thất nghiệp. Những người làm việc ít hơn 36 giờ một tuần và muốn làm việc nhiều hơn - không được tính vào số liệu thất nghiệp - tăng gần gấp đôi so với năm 2016, lên tới 149.000 người vào năm 2020.   Trước khi xảy ra dịch Covid-19, tìm được một công việc ổn định tại Hàn Quốc là cả một cuộc chiến dài hơi. Sinh viên vừa tốt nghiệp phải mất trung bình 10 tháng để có được công việc đầu tiên. Thậm chí, nhiều người bỏ nhiều năm để chuẩn bị xin việc, như luyện thi công chức, lấy thêm bằng hoặc chứng chỉ hành nghề. Giới trẻ Hàn Quốc chỉ ưa chuộng những công việc ổn định tại các tập đoàn lớn hoặc tại các cơ quan Nhà nước. Tuy nhiên, hiện rất khó để có được một công việc như vậy bởi rất hiếm. Theo một cuộc khảo sát với 500 doanh nghiệp hàng đầu đất nước, chỉ có 121 doanh nghiệp có kế hoạch thuê lao động mới trong nửa cuối năm 2021. Trong số năm tập đoàn hàng đầu - Samsung, Hyundai Motor, SK, LG và Lotte - chỉ có Samsung có kế hoạch tiếp tục tuyển dụng ồ ạt những người tìm việc trẻ mới ra trường.   Trả lời phỏng vấn ở báo Naver news, một người xin ẩn danh 28 tuổi, làm thêm tại một nhà hàng sau khi tốt nghiệp đại học, gần đây thấy bất lực với công cuộc tìm việc : “Dù có cố gắng đi nữa thì cũng không thể xin việc được, khiến tôi nghĩ rằng cuộc đời mình đã thất bại. Sau khi tốt nghiệp, tôi đã hàng chục lần nộp đơn xin việc vào các công ty, nhưng rất nhiều lần bị loại ngay từ vòng hồ sơ. Vì Covid-19 mà ngày càng khó kiếm được công việc ổn định. Giá nhà thì lại tăng cao, khiến tôi không còn động lực sống, cùng với suy nghĩ cứ luẩn quẩn là liệu tôi có phải “đi làm thêm” cả đời như vậy hay không”.  Anh Gyudong, hiện đang là nghiên cứu sinh tại đại học KyungPook, cho biết : “Tác động lớn nhất của dịch Covid-19 là lên thị trường việc làm. Dịch cũng có ảnh hưởng lớn tới thế hệ của chúng tôi. Tìm việc trước đây vốn đã khó nhưng nay lại càng khó hơn. Nhiều người bạn của tôi đã phải rất khó khăn mới được nhận việc. Về phía tôi - là một nghiên cứu sinh, không thể đi nước ngoài để tham gia hội thảo, cảm tưởng như bị nhốt trong phòng thí nghiệm ngay qua ngày vậy. Dù tôi có thể tự học nhưng lẽ ra tôi đã có thể có nhiều cơ hội hơn để học từ người khác nếu không có dịch bệnh”. Đây cũng là khó khăn của bạn Lê Anh Thư, du học sinh Việt Nam : “Trong thời kỳ giãn cách, các quán ăn cũng phải đóng cửa sớm hơn bình thường. Một số quán bán hàng, do lượng khách ít nên phải cắt giảm nhân viên. Chính vì thế, trong giai đoạn này, du học sinh rất khó khăn trong việc kiếm việc làm thêm. Bên cạnh đó, phía trường cũng không có hỗ trợ sinh hoạt phí cho học sinh, thế nên cuộc sống của du học sinh ở thời điểm này rất khó khăn”. Chính phủ cam kết tạo việc làm cho thanh niên  Đối mặt với “vấn nạn thất nghiệp” trong đại dịch, chính quyền Seoul nhiều lần thảo luận về các cách tạo việc làm mới cho thanh niên. Đây là một vấn đề hệ trọng vì nếu thanh niên tìm việc không được tham gia thị trường lao động đúng lúc có thể sẽ trở thành một “thế hệ mất mát”, giống như nhiều người đã trải qua cuộc khủng hoảng tài chính châu Á năm 1997-98.   Chính phủ tuyên bố sẽ tạo thêm 550.000 việc làm cho thanh niên và người có thu nhập thấp, bao gồm : việc làm từ xa, ngành nghề công nghệ và các vị trí trong các doanh nghiệp vừa và nhỏ. Theo trang Korea Times, nhờ vào quyết định phân bổ 10 nghìn tỷ won (tương đương 8,2 tỷ đô la) để hỗ trợ việc làm, dù vào tháng 08/2021 vẫn có 744.000 người thất nghiệp, nhưng con số này đã giảm 120.000 người so với cùng kỳ năm trước.  Thực ra, ngay từ đầu mùa dịch, bộ Việc Làm và Lao Động (MOEL) đã xuất ngân sách để hỗ trợ các doanh nghiệp vừa và nhỏ, trong đó có mục đích tránh tình trạng sa thải nhân viên. Tháng 09/2021, chính phủ Hàn Quốc đã trích 11 nghìn tỷ won từ quỹ cứu trợ thảm họa để cố gắng khôi phục phần nào nền kinh tế đang suy sụp vì đại dịch kéo dài. Nhờ chính sách này, khoảng 88% dân số được hưởng khoản trợ cấp 250.000 won (214 đô la) cho mỗi cá nhân.  Chính quyền của tổng thống Moon Jae In hết sức chú ý giảm thiểu tác động của đại dịch Covid-19. Từ tháng 03/2020, Hội đồng Kinh tế Khẩn cấp (EECM) được triệu tập họp hàng tuần để giám sát nền kinh tế và quyết định các phản ứng chính sách. Một trong những chính sách quan trọng là “Kế hoạch Thỏa thuận mới của Hàn Quốc” được công bố tại EECM lần thứ 7 ngày 14/07/2020. Chính sách này gồm ba mục tiêu chính : cải cách thị trường lao động ; thúc đẩy phát triển kỹ thuật số mới với mạng 5G, trí thông minh nhân tạo (AI) và các phần mềm tin học ; theo đuổi thỏa thuận mới “xanh”, thúc đẩy nền kinh tế thân thiện với môi trường bằng cách phát triển năng lượng tái tạo và giảm phát thải CO2.  Bằng những chính sách này, Hàn Quốc đang từng bước cải thiện tình hình kinh tế chung và thị trường lao động, không “gục ngã” trong cuộc chiến lâu dài với đại dịch.

South Korea eased some of its strictest social distancing rules for businesses on Monday, but kept limits on private gatherings as authorities prepared to unveil plans for the roll out of the first coronavirus vaccines later this monthThe decision comes after a subdued Lunar New Year holiday last week. Daily coronavirus infections rebounded to above 400 ahead of the break, but have dropped since then with the Korea Disease Control and Prevention Agency (KDCA) reporting 344 new infections as of midnight Sunday.The country is planning to start its vaccination programme from Feb. 26, details of which are due to be announced by the head of the KDCA later in the day. Healthcare workers and older residents will be among the first to be vaccinated.Health Minister Kwon Deok-cheol, however, urged caution as infection clusters continue to plague the densely populated capital of Seoul and neighbouring areas.

Coronavirus cases rise sharply with additional infections from a Seoul prison and continued positive test results from medical facilities across South Korea.The Korea Disease Control and Prevention Agency reports 985 local infections and 35 infected international arrivals for a total of 1,020 new cases.That’s a sharp increase from 824 on Saturday and only 657 on Sunday. However, authorities say the weekend saw less testing due to the New Year’s holiday.Yonhap News reports the ban on private gatherings of more than four people, previously limited to the Seoul metro area, has now been extended to the entire country. There are also new restrictions on foreigners. The KDCA says starting Friday, foreign nationals flying to South Korea must have a negative coronavirus test result within 72 hours of their departure.More than 64,000 coronavirus cases have been diagnosed since the new virus first appeared in the ROK on January 20th, 2020.
