The late 2000s and early 2010s saw a rapid deterioration in inter-Korean ties. The six-party talks broke down, North Korea conducted its second nuclear test and dozens of sailors and South Korean civilians died in two separate DPRK attacks in 2010. Ambassador Kathleen Stephens led the U.S. Embassy in Seoul from 2008 to 2011 and played a leading role in navigating the U.S.-ROK alliance through this tumultuous period.  This week, she joins the NK News podcast to discuss the unique challenges and scrutiny a U.S. ambassador faces in Seoul, the allied responses to the Cheonan and Yeonpyeong Island attacks and the six-party denuclearization talks. Ambassador Stephens also weighs in on watching South Korea's rapid industrialization and democratization, inter-Korean cooperation projects, what the Good Friday Agreement can teach about inter-Korean reconciliation and more. Kathleen Stephens (@AmbStephens) first lived in South Korea as a Peace Corps volunteer from 1975 to 1977. She went on to serve as an internal political unit chief at the embassy in Seoul from 1983 to 1987 and an officer at the U.S. consulate in Busan from 1987 to 1989. She became the first female U.S. ambassador to South Korea in 2008. Ambassador Stephens now serves as chair of the board at the Korea Society in New York and president and CEO at the Korea Economic Institute in Washington. You’ve probably heard the Korean War referred to as an unfinished conflict - but that’s not just a reference to the frozen war on the Peninsula. The sudden outbreak of war in 1950 and the rapid movement of the battlefront up and down the peninsula left countless people separated from their family members. Children separated from their parents - siblings losing one another in the chaos.  The scale of this tragedy was so immense that reunions efforts by South Koreans to reunite with relatives within South Korea would be ongoing well into the 1980s. Of course, reuniting family members separated by the demilitarized zone between the Koreas proved more challenging - arguably increasingly so in the past two decades. Will there ever be closure for these last victims of the Korean War?   Our guests today - Woodrow Wilson Center’s Soojin Park and Paul Lee from the U.S. Institute of Peace are intimately familiar with efforts by both governments and non-governmental organizations to reunite divided families. Identifying the challenges that the country faces is a vital first step. And that is precisely what a new report from the Organization for Economic Cooperation and Development does. Here is a chance for a rare visit with the U.S. and South Korean Ambassadors who are closely involved with these issues. They will discuss the economic and political relationship between the United States and South Korea and the outlook for diplomacy with North Korea and the entire region. On August 30, 2017, Cho Yoon-je was nominated as the Republic of Korea's ambassador to the United States by President Moon Jae-in. Cho was part of the emeritus faculty at Sogang University's Graduate School of International Studies. He completed both a master's and doctorate in economics at Stanford University. Harry B. Harris Jr. was sworn in as U.S. ambassador to the Republic of Korea on June 29, 2018. Prior to his nomination, Harris was an admiral in the U.S. Navy, serving as commander. U.S. Pacific Commander Harris graduated from the Naval Academy and went on to receive an MPA from Harvard's Kennedy School of Government and an MA from Georgetown's School of Foreign Service. From January 2017 until April 2018, he was the U.S. Navy's longest-serving Naval Academy graduate still on active duty. Global Dispatches -- World News That Matters

Mark Tokola is the vice president of the Korea Economic Institute of America. He's a long serving American diplomat with postings around the world and we discuss a few of them in this episode, including his first posting to Turkey where his main job was helping Americans sent to prison on drug trafficking charges. He also compares his work in the Balkans in the 1990s to Iraq after the fall of Saddam and I think makes an important point about the value of multilateralism to American interests.  We spoke a day after the Security Council passed new a sanctions resolution on North Korea following a nuclear test in September and we kick off discussing the implications of those sanctions before pivoting to a longer conversation about his globe-spanning career. Mark's last posting was to South Korea and we end with some discussion about the political upheaval underway there and whether or not my man Ban Ki Moon may run for president next year.   Mark is an alumnus of the Salzburg Global Seminar which is a podcast sponsor this month and at the top of the episode we also reference a seminar about North Korean human rights in which he participated

Jenna Gibson is the Director of Communications at the Korea Economic Institute in Washington DC, a think tank working to promote dialogue and understanding on economic, political and security relations between South Korea and the United States.   Gibson also hosts and produces the KEI's Korean Kontext podcast, a weekly selection of interviews focusing on the experts, artists and opinion makers that shape the US-Korea policy world.   Here, Gibson talks about her own background with South Korea, the passion for journalism that she brings to her work as well as the goals she has for the podcast moving forward.   This is part two of our conversation.
