The Automobile Association (AA) has slammed the Gauteng provincial government for wanting to spend R120 billion on extending the Gautrain service. In this interview with BizNews, the AA's Layton Beard points out that billions of Rands of Gauteng taxpayer's money has already been paid to the operating company Bombela since 2012 through the Patronage Guarantee “due to the actual revenue and ridership being significantly below the minimum required total revenue projections”. The expansion plan was announced by Premier Panyaza Lesufi despite the MEC for Finance and Economic Development, Lebogang Maile's recent warning that the province is on the brink of potential bankruptcy because of its commitments, among other things, to e-toll debt.

Petrol prices for both 93 and 95 octane will at midnight increase by a massive R1,71c per litre, diesel by between R2,76c and R2,84c, while illuminating paraffin will increase by R3,70c per litre. The increase will be the highest fuel increase since July last year. Fuel retailers have also urged government to find alternative solutions to the ever increasing fuel prices. Motorists in Gauteng will be breathing a collective sigh of relief after Gauteng Premier Panyaza Lesufi confirmed "we are now ready to start a new life without e-tolls in Gauteng". This clarity comes in the wake of pronouncements made by Finance Minister Enoch Godongwana in his mid-term budget policy statement. Godongwana announced National Treasury will on board 70% of SANRAL's debt while the Gauteng provincial government will cover the remaining 30%. Godongwana said "...the costs of maintaining the 201 kilometres and associated interchanges of the roads and any additional investment in road will be funded through either the existing electronic toll infrastructure or new toll plazas, or any other revenue source within their area of responsibility." But any confusion over whether future funding models would include e-tolling has been put to bed by Lesufi. The Automobile Association (AA) has welcomed the R1.50 reduction of the General Fuel Levy (GFL), but warns the temporary reprieve may only be holding back inevitable pain coming the way of consumers. As of midnight on Tuesday, the price of 93 octane increases by 28c/l, while there's a jump of 36c/l for 95 octane. April sees a mammoth increase in diesel of between R1.52/l and R1.69/l. AA spokesperson Layton Beard told BizNews the announcement by the Finance Minister Enoch Godongwana to cut the GFL came as somewhat of a surprise but is certainly positive for consumers, at least for now. How exactly the government plans to mitigate record-high increases going into June remains the question.

The Automobile Association has called on government to review the current Road Accident Fund levy in an attempt to ease the financial burden of consumers as fuel prices hit record highs. This comes after the Department of Mineral Resources and Energy announced that it was considering a number of interventions to address the situation, including the possible introduction of fuel purchase limits. In a presentation to parliament on Tuesday, the department said high fuel prices are a global issue driven by Russia's invasion of Ukraine and the subsequent rise in oil prices. It says increases of R2/litre should be expected over the coming period, with developing economies such as South Africa likely to see diminished economic growth. South Africa's road deaths, which average 14 000 every year and are among the highest in the world, have been described as a national crisis. Besides the staggering human death toll, the economic cost of fatal accidents is estimated at R200bn. This is why the Administrative Adjudication of Road Traffic Offences Act (AARTO) was written – to change the ways of bad drivers. It's been partially trialled in Johannesburg and Tshwane for over a decade. Critics say it's more about making money than road safety, but AARTO is meant to improve road safety and adjudicate infringements under an administrative system to alleviate pressure on an overburdened court system. Still, the department is determined to go ahead with the implementation of AARTO On the 1st of July in two days' time. Traffic authorities in Limpopo say north and south-bound traffic is flowing normally on the secton of the N1 between the Kranskop toll gate and Polokwane. About one-thousand-600 vehicles had been recorded at the Kranskop Toll plaza by midday on Saturday. Motorists have expressed mixed feelings about the latest price hike. Prices at the pumps have increased four times since the beginning of the year. The Automobile Association (AA) have called for urgent intervention into the rising number of accidents which occur on South African roads. Figures released by the Road Traffic Management Corporation have shown that 14071 people have died in 2016 from road accidents, with more than a third of pedestrians accounting for the deaths.
