The live export industry has written to the federal agriculture minister, as exporters face an increase in oversight costs up to 60 percent. Exporters across all commodities are subject to a range of oversight fees and charges, collected by the Department of Agriculture. But the Australian Livestock Exporters Council says the Department hasn't put in place the appropriate measures to cover recent cost blow outs. Some tribes in Alaska and Canada also worry about the possibility of a long-term cataclysmic cycle of fires burning through vast stores of peat, producing uncountable amounts of carbon into the atmosphere. De Rugy proposes means testing benefits as the fairest reform approach, arguing that Social Security currently transfers money from the relatively young and poor to the relatively old and wealthy, justifying progressive benefit reductions without raising taxes or disrupting the system for those most dependent on it.

By capping benefits for the wealthiest seniors, the biggest beneficiaries would see the largest reductions, while those who truly need the program would see no cuts. She notes that today's seniors are generally doing much better financially than when the program was originally created. 1936
