The Pulse of the People quarterly report shows that Tshwane recorded the least negative sentiment, driven by praise for clean water access, proactive leadership, and visible service improvements such as cleanup campaigns and law enforcement. In contrast, Johannesburg drew the highest level of public dissatisfaction. Jon Gericke spoke to Sarah Lamb, Head of Client Services at DataEQ.

The possibility of Democratic Alliance (DA) Federal Council Chairperson Helen Zille as the next Mayor of Johannesburg has the country talking. In this interview with BizNews, Zille says although she has not yet made up her mind, she is “tending in the direction of doing so”. If she were to become Mayor, she says, her “only objective will be to restore service delivery and functionality” to Joburg. “And then Joburg will fly. It's got everything going for it. It's got every potential going for it. And that's what it must get right. We've got to get Joburg. We've got to get eThekwini. We've got to get Tshwane…the metros in Gauteng are the next major frontier and South Africa will stand or fall by what we do with the metros in Gauteng.” As for how African National Congress (ANC) Gauteng Premier Panyaza Lesufi might feel about the prospect of her as mayor, Zille says: “…he will pull out all the stops to stop me, no doubt about that. So will Herman Mashaba (ActionSA Leader). He's played the race card already.” Meanwhile, Zille stresses that she and her family are committed to staying in South Africa. “And for South Africa to work, Joburg's got to work. It's very simple. We can't have just the Western Cape working. We've got to have the whole of South Africa working. And that's why we put up really good candidates to be mayoral candidates in all the cities, all the cities where we've got a chance.”

Cities around the world are facing a host of challenges. As the Organization for Economic Cooperation and Development observed recently, "places are rethinking how to stay competitive on the global stage. Technological change, the green transition and shifting global value chains are reshaping local economies." Join Eugenie Birch, Co-Director of Penn IUR, and William Glasgall, Penn IUR Fellow and Volcker Alliance Public Finance Advisor, as our panel of current and former global mayors examine what cities should do now to set their future agendas for growth and shared prosperity. Speakers include Steve Adler, former Mayor, Austin, Texas; Stephanie Miner, former Mayor, Syracuse, New York; Nasiphi Moya, Mayor of Tshwane, South Africa; and Jaime Pumarejo Heins, former Mayor of Barranquilla, Colombia. Notable Quotes: “Today, the (Barranquilla) waterfront gets 10 million people visiting a year, from all types of places, from all of the socioeconomic strata of the city. It paid for itself because when we reappraised the land around it, within seven years, we were able to recuperate the investment." - Jaime Pumarejo Heins “As a city, we must be creative about how we fund our needs. We want to ramp up revenue collection, but we don't want to do that without taking care of the root cause, which is economic growth.” - Nasiphi Moya (Syracuse, New York, is currently facing) “a $27 million deficit—and that's with a 2 percent tax increase. Normally, when this kind of thing happens, you would turn to the state or even the federal government to ask for help. But given the uncertainty that's going on with the federal government, and this idea that there's a recession, there's not going to be that kind of aid coming through.” - Stephanie Miner (The [Austin, Texas] city council is) “projecting a $13 million shortfall this year, projected to go up to $35 million in the next couple years. We have stagnant sales tax revenue and a property tax revenue constraint imposed by our legislature.” - Steve Adler Be sure to subscribe to Special Briefing to stay up to date on the world of public finance. A race war of words has been raging for days over US President Donald Trump's refugee offer to Afrikaners. ActionSA leader Herman Mashaba has also been drawn into that. In this interview with BizNews, he says: “what I think I find strange is that these people who are criticizing me, insulting me actually of racism, are people who are happy when I criticize ANC corruption.” As for Trump, Mashaba says: “I think it is actually quite scary the manner and the rate at which Trump is actually taking his decisions.” Mashaba blames President Cyril Ramaphosa for not engaging, “particularly AfriForum and some of the political parties in his so-called GNU, because these are the people who went out and fed this information to Trump's advisors”. As for the role being played by Elon Musk, he says: “…this has never really happened in the history of United States where someone from outside can actually, actually looks like it's more powerful than the president himself”. Meanwhile, following some by-election defeats for former President Jacob Zuma's MKP, Mashaba holds up KZN province “a good model for democracy because it says to all of us in all the provinces that let's not be married to political parties. Let us be married to what political parties stand for. We vote them in on the basis of what they promise and they fail, next time you punish them.”

ActionSA has made the first move to unite the opposition ahead of municipal elections next year. Herman Mashaba's ActionSA party has merged with The Forum 4 Service Delivery, and he has confirmed that it is also in informal talks with BOSA and Rize Mzansi. “…and we've agreed to let us conclude this one first and then we can then start formal discussions with them.” Mashaba says ActionSA has identified “massive opportunities throughout the country, more especially at local government level; a lot of community-based organisations register as political parties. They're sitting with five, 10 councillors and so forth. So, I'm busy negotiating to get as many as possible to do the same kind of an arrangement that we did with The Forum 4 Service Delivery.” The first merger has gained ActionSA 38 councillors in 14 municipalities in five provinces overnight. Mashaba also gives an update on the strides made with service delivery under the new ActionSA Mayor in Tshwane.
