Bill Kramer has been with MultiState since 2011. Recognized for his wide breadth of state legislative and policy knowledge, Bill oversees the firm's research services, advises clients on strategic government affairs initiatives, develops and manages coalitions and associations, and pens the weekly Morning MultiState newsletter, among other problem-solving endeavors. At the onset of the 2020 pandemic, Bill was integral in quickly organizing internal resources to create MultiState's COVID-19 State and Local Policy Tracker, a resource library and data dashboard providing clients and the public with timely, accurate information on the state and local government responses to COVID-19. Subsequently, Bill has launched similar policy tracking projects focused on reproductive health care and artificial intelligence policy. He is an experienced lawyer and association executive who served as deputy executive director of the Council of State Chambers (COSC) — the association of state chambers of commerce — and built the COSC Policy Center from the ground up. Bill is an active member of the American Society of Association Executives (ASAE) where he was a member of the Government Relations Section Council and chaired the State Relations Subcommittee from 2016 to 2019. Bill became a Certified Association Executive (CAE) in 2018 and is a member of both the State Bar of California and the DC Bar. Bill has addressed and presented to dozens of trade and professional organizations, including the U.S. Chamber of Commerce, National Conference of State Legislatures (NCSL), Public Affairs Council (PAC), State Government Affairs Council (SGAC), and The Council of State Government (CSG). Major publications have quoted Bill as a policy and industry expert, including The Wall Street Journal,  The New York Times, Politico, Pluribus News, and Governing Magazine. His previous experience includes the U.S. Senate, California State Assembly, and Legislative Counsel's Office of California. Bill earned his bachelor's degree in history from Ohio University and his Juris Doctor from the University of Pacific McGeorge School of Law, where he served as Managing Editor of the McGeorge Law Review. Bill considers himself a policy generalist but has a passion for technology and infrastructure issues. Our guest on the podcast today is Micah Hauptman. Micah is the director of investor protection at the Consumer Federation of America, a nonprofit association of nearly 300 national, state, and local pro-consumer organizations. He leads CFA's investor protection work through conducting research and engaging in advocacy on investor protection issues, focusing primarily on the regulation of investment advisors, investment companies, and broker/dealers, particularly as they relate to the provision of retail investment products and services. Prior to rejoining CFA in early 2022 Micah served as counsel to Securities and Exchange Commission commissioner Caroline Crenshaw, and before that he served as CFA's financial services counsel for nearly seven years. He also worked at Public Citizen on a broad range of banking and tax issues and started his career as a prosecutor for the Los Angeles City Attorney's office. This program, a collaboration with the Center for Strategic and International Studies (CSIS), features three distinguished guests with varied backgrounds but a common goal. Civics education and national security— what do they have to do with each other? With the proliferation of potentially dangerous information and questionably-sourced news bombarding us unfettered online, these three “civic musketeers” are on a mission. A mission to convince institutions, schools, and the general public that our national security is directly related to general knowledge about out country and how it was meant to work. --Dean Elizabeth Rindskopf Parker joined Pacific McGeorge School of Law as its eighth dean in 2002, after serving as general counsel for the 26-campus University of Wisconsin System. Her fields of expertise include national security and terrorism, international relations, public policy and trade, technology development and transfer, commerce, and civil rights and liberties litigation. Dean Parker has served as general counsel of the National Security Agency (1984 – 1989), principal deputy legal adviser at the U.S. Department of State (1989 – 1990), and general counsel for the Central Intelligence Agency (1990 – 1995). She is also a presidentially appointed member of the Public Interest Declassification Board and a member of the Director of National Intelligence’s Security Advisory Group. --Suzanne Spaulding is senior adviser for homeland security and director of the Defending Democratic Institutions project at the Center for Strategic and International Studies (CSIS). Previously, she served as under secretary for the Department of Homeland Security (DHS), where she led the National Protection and Programs Directorate, managing a $3 billion budget and a workforce of 18,000, charged with strengthening cybersecurity and protecting the nation’s critical infrastructure, including election infrastructure. Spaulding has served in Republican and Democratic administrations and on both sides of the aisle in Congress. She was general counsel for the Senate Select Committee on Intelligence and minority staff director for the House of Representatives Permanent Select Committee on Intelligence. --Ted McConnell is the executive director of the Campaign for the Civic Mission of Schools, a coalition of more than 60 national organizations, which are committed to improving the quality and quantity of civic learning in the nation’s schools.   Adam Borchard is a Regulatory Advocate for the Association of California Water Agencies or ACWA. ACWA is an organization that seeks to inform Californians regarding their water supply and its policies. He has been actively representing California’s best interests in water policies for over five years and experienced drafting memoranda on various water-related acts in their state. Adam obtained his Juris Doctor in Environmental, Water, Public Agency Law from the University of the Pacific - McGeorge School of Law and his Bachelor’s Degree in Environmental Science and Management from UC Davis.   Adam joins me today to discuss California’s water problems and enlighten us on what its future looks like from a sustainable and political viewpoint. A graduate of the self-supporting Heartland College, he then got his M.Div. from Andrews University and worked on the same pastoral staff as Doug Batchelor. In 2012 he received his JD from the University of the Pacific McGeorge School of Law and now works on religious liberty cases for the Pacific Union's Church State Council. In this episode we talk about racism, social justice, Ellen White as well as some of the tensions surrounding Adventist displays of patriotism and and church/state separation.

In 2003, he founded LexBlog, a company devoted to helping lawyers and law firms launch their own blogs. Today, LexBlog has grown to a network of nearly 20,000 legal professionals worldwide blogging on the platform. More recently, LexBlog launched a global legal news and commentary network based on legal blogs. The network is open to any legal blog, without cost and regardless of whether the blog is a LexBlog customer. And just last week, LexBlog announced a national campaign to help bridge the legal services gap by enabling lawyers to connect with consumers in real and authentic ways through blogs.
