He studies the intersection of administrative law and legislation. He has published articles in a number of law journals and previously worked as an attorney for the US Department of Justice and clerked for a federal district court. Steve also taught health law and policy as an Assistant Professor at Simmons College Graduate Program of Health Administration.At the federal level, Steve served in the Food and Drug Administration's Office of Legislative and Congressional Affairs. Bill Kramer has been with MultiState since 2011. Recognized for his wide breadth of state legislative and policy knowledge, Bill oversees the firm's research services, advises clients on strategic government affairs initiatives, develops and manages coalitions and associations, and pens the weekly Morning MultiState newsletter, among other problem-solving endeavors. At the onset of the 2020 pandemic, Bill was integral in quickly organizing internal resources to create MultiState's COVID-19 State and Local Policy Tracker, a resource library and data dashboard providing clients and the public with timely, accurate information on the state and local government responses to COVID-19. Subsequently, Bill has launched similar policy tracking projects focused on reproductive health care and artificial intelligence policy. He is an experienced lawyer and association executive who served as deputy executive director of the Council of State Chambers (COSC) — the association of state chambers of commerce — and built the COSC Policy Center from the ground up. Bill is an active member of the American Society of Association Executives (ASAE) where he was a member of the Government Relations Section Council and chaired the State Relations Subcommittee from 2016 to 2019. Bill became a Certified Association Executive (CAE) in 2018 and is a member of both the State Bar of California and the DC Bar. Bill has addressed and presented to dozens of trade and professional organizations, including the U.S. Chamber of Commerce, National Conference of State Legislatures (NCSL), Public Affairs Council (PAC), State Government Affairs Council (SGAC), and The Council of State Government (CSG). Major publications have quoted Bill as a policy and industry expert, including The Wall Street Journal,  The New York Times, Politico, Pluribus News, and Governing Magazine. His previous experience includes the U.S. Senate, California State Assembly, and Legislative Counsel's Office of California. Bill earned his bachelor's degree in history from Ohio University and his Juris Doctor from the University of Pacific McGeorge School of Law, where he served as Managing Editor of the McGeorge Law Review. Bill considers himself a policy generalist but has a passion for technology and infrastructure issues. He also enjoys developing future leaders, and as such, initiated and coordinates MultiState's internship program.

In 2008, Robert went to the United States Congress to serve as Legislative Counsel to Congresswoman Eleanor Holmes Norton. He served as a lead staff member on congressional oversight hearings focused on the District and played a key role in drafting legislation to loosen Congress' grip over DC government in favor of greater autonomy and independence for DC residents. In 2014, Robert was tapped by Attorney General Karl A. Racine to serve as the first Director of Community Outreach for the DC Office of the Attorney General.   On June 4, 2024, Robert White overwhelmingly won the primary and is highly expected to win in the upcoming November 2024 DC general election.

She previously served as the Senior Vice President for Global Public Policy and Government Affairs for PepsiCo.  Between 2013 and 2017, she served as Chief of Staff to the Global CEO of EY with a focus on emerging markets and Inclusive Capitalism.Prior to entering the private sector, Ruchi served in multiple senior-level roles in the United States government, including serving as President Barack Obama's Deputy Cabinet Secretary and Special Assistant to the President for Policy in the Office of the Chief of Staff.  She also served as Legislative Director and Legislative Counsel to Barack Obama when he was a Senator.Ruchi has served on numerous boards and commissions, including as a member of the Executive Consultation Group of the Blue Dot Network for the Organisation for Economic Cooperation and Development (OECD) and the G7 Impact Transparency Project, focused on transparency issues around environmental disclosures as part of COP26.  She is a member of the Advisory Board of the Center for Global Affairs at New York University, the Board of the Center for International Private Enterprise, and the Board of the DC Public Library Foundation.  She holds a B.A. in History from Yale University and received her J.D. from the University of Virginia. We see major metropolitan cities collapsing due to their lack of enforcing the law. Retail stores are leaving these areas in droves. It's going to get worse. To many, the rule of law means nothing in this current day. What about the Constitution-- Well, it changes to whatever we want it to say.--For just a brief moment, Jim shared that Planned Parenthood is resuming abortions in Wisconsin on Monday, September 18th. Lawlessness---Lawlessness also abounds in New Mexico as Governor Grisham made a very unconstitutional executive order suspending the 2nd Amendment in an attack upon the New Mexico Constitution and the US Constitution. She used the guise of a public health emergency to ban the right to carry firearms for most citizens within the city of Albuquerque. The ban is for a 30-day period, though the Governor is considering making it longer. Yesterday, Gun Owners of America secured a temporary restraining order against the Governor's ban on concealed carry.

Jeff and Chelsea are joined by friends and coalition partners Miriam Harmer and Brian Walsh to discuss our advocacy work for a bipartisan repeal of the new tax on nonprofits and, for the first time in American history, houses of worship. Guest biography Miriam Harmer is Director of Congressional Affairs at the Orthodox Union where she works to promote the OU's interest in energy, education, Israel, and religious freedom issues. A veteran of four presidential campaigns, Miriam has spent much of her professional career with the United States House of Representatives and Senate. As a Hill staffer, Miriam was a Legislative Assistant for Representative Rob Bishop, Counsel for Senator Bob Bennett, and most recently a Legislative Counsel for Senator Mike Lee, where she advised him in his position on the Senate Foreign Relations Committee. Prior to her time on the Hill, Miriam clerked in the office of Utah's Attorney General and with the law firm of Oldaker, Biden & Belair. Brian Walsh is a Washington, D.C.-based attorney and serves as Executive Director of the Faith & Giving Coalition, a multi-religious, multi-denominational initiative working to protect and promote faith-based and other charitable giving. Walsh previously served as Senior Legal Research Fellow at the Heritage Foundation and as executive director of an Ethics and Public Policy Center research program on freedom of religion and conscience. Walsh has testified before committees of the U.S. Senate and U.S. House of Representatives as well as the White House Privacy and Civil Liberties Oversight Board. His commentary has appeared in numerous publicans such as USA Today and The Wall Street Journal, and he has been interviewed on multiple networks including CNBC, CNN, Fox News, MSNBC, and NPR. Walsh was a commercial litigation associate with the international law firm of Kirkland & Ellis in Washington, D.C., and with Willcox & Savage in Norfolk, Virginia. He served as a law clerk to Judge Pasco M. Bowman on the U.S. Court of Appeals for the Eighth Circuit. In February 2019, she defeated Joe Moore, who had held the seat for 28 years. Once sworn in, she will be the first black queer woman on City Council and the first black alderman from a North Side ward.
