Et comme bien souvent, trop souvent, cette situation aura conduit 77 exilés vers la mort… Une très large partie a été renvoyée vers les Maroc.L'extrême-droite, jamais les derniers dès qu'il faut faire de la récupération politique, en a profité pour fustiger le gouvernement social-démocrate de Pedro Sanchez. L'espace Schengen a lui aussi été mis en cause (alors que Ceuta obéit déjà à des règles particulières, mais bon…). Le Maroc a aussi été pointé du doigt par l'Union Européenne et l'Espagne. Comment analyser une vague migratoire si soudaine ? A qui ou à quoi l'attribuer ? Que dire de la gestion européenne et espagnole de cette crise ?Afin de répondre à cette multitude d'interrogations, Irving Magi a reçu Brigitte Espuche, coordinatrice et chargée d'étude pour Migreurop, ainsi que Khadija Mohsen-Finan, politologue et ex-enseignante à l'université Panthéon-Sorbonne et membre du comité de rédaction d'Orient XXI.

Depuis la fin du mois de juillet, les États-Unis multiplient les signes de rapprochement – tant économiques que diplomatiques – avec le Maroc. En 2020, les Américains avaient déjà apporté leur soutien au plan d'autonomie marocain pour le Sahara occidental, en échange d'une normalisation des relations du pays avec Israël. Aujourd'hui, Washington semble prêt à appuyer aussi les revendications marocaines sur les enclaves espagnoles de Ceuta et Melilla. La pression sur l'Espagne est immense, alors que des dizaines de milliers de personnes (Marocains et migrants subsahariens) ont investi le territoire de Ceuta la semaine dernière. Riccardo Fabiani, directeur pour l'Afrique du Nord à l'International Crisis Group, revient sur le contexte géopolitique et l'influence des États-Unis dans la région. Il répond aux questions de Liza Fabbian.   RFI : Il y a quelques jours, le roi du Maroc, Mohammed VI a annoncé que la voie express reliant Tiznit et Dakhla au sud du pays sera baptisée l'autoroute Donald J. Trump. Pourquoi un tel honneur ? Riccardo Fabiani : Cela fait partie de la stratégie du Maroc pour essayer de courtiser l'administration Trump et surtout de faire que cette administration continue de soutenir la position marocaine pendant les pourparlers pour la résolution du conflit au Sahara occidental. Cela constitue en fait l'objectif primaire du Royaume. Pour le Maroc, il s'agit de continuer de donner aux États-Unis des signaux, des petites concessions pour que les États-Unis et surtout le président Trump continuent de soutenir la position marocaine jusqu'au bout pendant ces pourparlers extrêmement délicats. Fin juillet, l'ambassadeur des États-Unis au Maroc s'est rendu à Laâyoune, au cœur du Sahara occidental, pour signer l'attribution d'une subvention américaine en vue de la création d'une unité de production d'hydrogène et d'ammoniac. Que sait-on des ambitions américaines, notamment économiques, au Sahara occidental ? Quand on parle de l'administration Trump, on parle aussi de l'administration qui est très intéressée par des accords économiques, qui puissent être dans l'intérêt des États-Unis et surtout des entreprises américaines. Cela fait vraiment partie du logiciel de cette administration. Je dirais que la construction de cette usine fait partie de cette approche et de cette stratégie américaine dans la région, mais aussi dans le reste du monde. Deux élus américains ont présenté un projet de loi. Ils viennent de le présenter pour étudier la désignation du Front Polisario comme une organisation terroriste étrangère. Que pensez-vous de cette initiative ? Il y a vraiment une stratégie à 360 degrés du Maroc pour essayer d'avancer ses pions au sein de l'administration Trump, mais aussi dans les autres institutions démocratiques américaines. Parce que le Maroc sent que c'est le moment ou jamais. Il y a vraiment une possibilité avec cette majorité républicaine d'arriver à exclure le Front Polisario des futurs pourparlers, des futurs efforts pour résoudre ce conflit. Justement, ces deux députés veulent que le Congrès examine les liens que le Polisario entretiendrait avec l'Iran. En quoi le conflit entre les États-Unis et l'Iran joue-t-il un rôle dans ce contexte ? Je dirais qu'il y a un effort de la part du Maroc et donc des lobbies marocains aux États-Unis d'essayer d'utiliser ce discours très anti-iranien – bien évidemment alimenté par le conflit actuel entre l'Iran et les États-Unis – pour donner encore plus de force au discours marocain sur le Sahara occidental. Dans la réalité et dans les faits, il n'y a vraiment rien qui lie le Polisario à la question de l'Iran ou à la question du Hezbollah au Liban. Il y a donc aussi ce lien avec Israël. Comme on le sait, en 2020, l'administration Trump a reconnu la souveraineté marocaine au Sahara occidental en échange de la normalisation des relations diplomatiques entre le Maroc et Israël. Il y a toujours une tentative de la part du Maroc de lier le conflit mené par Israël dans la région avec ses efforts contre le Front Polisario et vis-à-vis de l'Algérie et cette tentative de faire une liaison entre des conflits qui sont en fait complètement séparés et différents. Vous avez évoqué l'Algérie. Le 20 juillet, le Premier ministre espagnol Pedro Sanchez, s'est rendu à Alger, soutien des indépendantistes du Front Polisario. Lors de cette visite, le Premier ministre espagnol a dit vouloir approfondir les liens avec un « partenaire stratégique ». Comment cette visite a-t-elle été perçue au Maroc ? Il s'agit d'une visite qui avait été communiquée en avance de la part des Espagnols à leur partenaire marocain. Je doute donc qu'elle ait représenté une surprise pour le Maroc. En fait, la normalisation des relations diplomatiques entre l'Espagne et l'Algérie ne pose pas de problèmes aux intérêts marocains parce que la position espagnole en faveur du plan d'autonomie marocain au Sahara occidental n'a pas changé et ne changerait pas, simplement parce que Pedro Sanchez a visité Alger et a rencontré le président Tebboune. Donc vous, vous ne voyez pas un lien entre cette visite et la récente crise migratoire à Ceuta comme certains ? Selon moi, il ne s'agit pas en fait de l'hypothèse la plus crédible. Ceuta est considérée par le Maroc comme un territoire occupé. Et en même temps, Israël et les États-Unis considèrent  l'Espagne comme un État qui continue de s'impliquer aux côtés des Palestiniens à Gaza et qui est resté neutre pendant le conflit avec l'Iran. Ce ne serait donc pas impossible d'imaginer que le Maroc ait essayé un peu d'envoyer des messages en même temps sur Ceuta et à Israël et aux États-Unis, en facilitant un mouvement migratoire vers Ceuta. Je ne crois pas que le Maroc ait fabriqué entièrement cette crise. Il s'agit probablement d'une crise plutôt spontanée qui a été facilitée par le Maroc et utilisée comme un message vers l'Espagne.
