La organización Amnistía Internacional reporta que al menos 470 personas privadas de libertad murieron bajo custodia del Estado entre el inicio del Régimen de Excepción, en marzo 2022, y diciembre de 2025. La mayoría de ellas, sin condena. Según la organización, más de 90 000 ciudadanos fueron arrestados de manera arbitraria, despojados del derecho a la defensa. RFI habló con familiares de personas privadas de libertad y con la diputada Claudia Ortiz, de oposición.  Celia Pousset, desde El Salvador  En el informe La seguridad sin derechos, publicado el 15 de julio, Amnistía Internacional explica el impacto de las detenciones arbitrarias masivas y la negación del debido proceso judicial desde que Nayib Bukele, presidente de El Salvador, decretó el estado de excepción. Esa decisión, que comenzó el 27 de marzo de 2022, modificó el sistema de justicia instaurando prácticas que violan los derechos humanos e incompatibles con el derecho internacional. Ana conoce de cerca las fallas en las cárceles salvadoreñas. Tiene 53 años y es vendedora de pan en San Salvador. En su barrio, fueron arrestados muchos jóvenes. Uno de ellos murió en detención electrocutado. Se llamaba Kevin. El padre de la víctima le contó que lo “sacó muerto de la cárcel” y que nadie le hizo justicia.  “Imagínese, y yo vivo con esa preocupación por mi hijo”, comentó Ana, cuyo hijo también fue arrestado por presuntos vínculos con las pandillas y no ha recibido ningún juicio. Lleva tres años en una cárcel del norte del país. “Ayer salió uno muerto de ahí. Ellos no lo sacan en las noticias. El noticiero está vendido con “él” porque no sacan ninguno de los muertos. Se supone que ya debe más de 500 muertos”. Al decir “él”, Ana se refiere al presidente Nayib Bukele quien impulsó un Régimen de Excepción para combatir las pandillas. Una medida controversial que Claudia Ortiz, la diputada del partido de oposición Vamos, critica por las arbitrariedades que comete el poder judicial.  “Ahí van mezcladas personas inocentes que han sido capturadas arbitrariamente con pandilleros y están en las cárceles mezclados o están sin tener acceso aún a que esos juicios puedan hacerse de forma expedita”. Control social Según la diputada Ortiz, el Régimen de Excepción no sólo se aplica a miembros de pandillas, sino que cumple una función de control social. “Para regular la disidencia, para que la gente tenga temor de salir a la calle a marchar, para que la gente tenga temor de ir a defender sus derechos”, opina Claudia Ortiz. Sin embargo, algunas mujeres levantan la voz para denunciar la desaparición de sus familiares dentro del sistema penitenciario. Al hijo de Luisa se lo llevaron hace más de dos años. “Decían que lo agarraron porque él andaba en asociaciones ilícitas. Mi hijo nunca ha andado en eso”, dijo. Luego, en su búsqueda, al hablar con las autoridades se encontró con justificaciones ilógicas. "Lo sentimos mucho, señora, a su hijo no se le ha encontrado nada, ni en el teléfono ni nada, pero como los soldados nos lo han traído tenemos que tenerlo detenido", le explicaron. For more than 90 million Americans who earn outside a traditional employer plan, the answer is usually that it disappears. Felix Ortiz, founder and CEO of Smirk Health, joined host Joshua Hollander to explain why the benefits system built in 1929 for full-time employees no longer fits the way people work, and what it takes to build something that does. The conversation covers portable coverage that moves with the worker, modular plans that start at $19, and an AI layer that does more than answer questions. Guest Bio Felix Ortiz is the founder and CEO of Smirk Health, an AI health benefits infrastructure company in Austin building portable coverage for 1099, part-time, hourly, and seasonal workers, underwritten and insured by Chubb. He is a repeat founder whose earlier companies spanned education technology, talent intelligence, and a banking-and-insurance platform for Americans of modest means. He is also a U.S. Army veteran and a marathoner who has finished five of the seven World Marathon Majors. Much of Smirk traces back to watching insurers decide his younger brother's care during a childhood heart condition, and to his own coverage gap leaving the military. Key Topics The 1929 problem - Group benefits were designed for full-time employees, so the fastest-growing part of the workforce gets priced out or left ineligible. Coverage that follows the worker - When a member changes employers, the plan, the price, and the benefits stay the same instead of ending with the job. The AI divide - Ortiz argues a gap is opening between people on free AI models and people on paid ones, and that health is the wrong place to let that gap decide outcomes. Los colombianos van a las urnas este domingo 21 con dos opciones, votar al ultraderechista Abelardo de la Espriella o al candidato de la izquierda oficialista, Iván Cepeda. Ambos llegan al balotaje tras una campaña minada por un aumento de la violencia de los grupos armados que ha colocado el tema en el centro del debate. ¿Cómo combatirla, con mano dura o con diálogo? Lo cierto es que la ola de criminalidad se ha vuelto un calvario en departamentos como la del Cauca. RFI viajó a la zona de Popayán, la capital, para hablar con los habitantes de comunidades que viven en medio de un verdadero fuego cruzado. El departamento del Cauca, en el suroccidente de Colombia, lleva décadas marcado por el conflicto armado. Su geografía de difícil acceso ha favorecido tanto el cultivo de coca como la presencia de grupos armados y distintas disputas territoriales, en un contexto de histórico abandono estatal. El pasado abril, la región registró 24 hechos violentos en una sola semana, con muertos y heridos, lo que aumentó el temor entre la población. En la región de Popayán, la capital del departamento, María describe el impacto cotidiano de esa violencia en la vida de las comunidades. “Trasladarse de un lugar a otro implica correr el riesgo de que algo ocurra, de que les pase algo a nuestros hijos, por ejemplo, cuando salen a estudiar. Uno teme que estalle una bomba o que suceda cualquier cosa. Eso genera pánico en toda la comunidad, porque ya ha pasado en muchos lugares”. Las comunidades intentan resistir a la violencia, aunque también conviven con la sensación de abandono institucional, señala Julián. “En el Cauca se usa mucho una frase: ‘no pasa nada'. Si aparece un cilindro, se dice: ‘no pasa nada'. Si ocurre una masacre a 20 minutos de nuestro colegio, se dice: ‘no pasa nada'. Si matan al señor de la carne, también: ‘no pasa nada'. No es que seamos indolentes; es que, como no tenemos otra cosa que hacer, terminamos normalizándolo. Y ese es el riesgo: que lo veamos tan normal, tan cotidiano, que deje de sorprendernos”. Sandra Ortiz, integrante de Diálogos Humanitarios del Consejo Regional Indígena del Cauca, reconoce que esta región ha sido históricamente víctima de la guerra, pero asegura que, tras los diálogos de paz, hace diez años, la dinámica del conflicto ha cambiado. “Ahora son otros grupos, enfocados en los cultivos y en la minería ilegal, con un propósito de control y destrucción de esa economía. Podríamos decir que hay cinco grupos principales: la Dabo, la Jaime, la 57, el ELN y la Carlos Patiño. A partir de ellos se desencadenan otros grupos más pequeños o comandos”. Ortiz añade que estas estructuras armadas se han fortalecido desde la pandemia de COVID-19, con un aumento del reclutamiento. A comienzos de 2026, sumaban más de 27.000 integrantes, según la Fundación Ideas para la Paz, un 23% más que un año antes.
