60 ans après l'indépendance du Mali, le pays, qui traverse une crise politique, économique et sociale a un nouveau président de la transition : Bah N'Daw.
Alors que le Mali fête les 60 ans de son indépendance dans un contexte de crise important, la junte, qui a actuellement le pouvoir au Mali, a nommé Bah N’Daw comme président de la transition. Cet ancien militaire a également été ministre de la Défense et des Anciens combattants de l'ancien président, renversé, Ibrahim Boubacar Keïta. Caroline Roussy, responsable du programme Afrique à l'IRIS, analyse cette nomination. La prise de pouvoir de ce président est-elle une bonne nouvelle pour le Mali ? Selon Caroline Roussy, "il serait prématuré de savoir s’il est la bonne personne". Les motivations de sa nomination sont encore floues. "On a du mal à savoir pourquoi c’est lui qui a été nommé puisque vraisemblablement l'opposition n'aurait pas été concertée", explique-t-elle. Quelle priorité pour les Maliens ? L'entrée en fonction de Bah N'Daw devrait coïncider avec de nouveaux chantiers pour le Mali. "Les priorités sont multiples. Face à une crise multidimensionnelle, c’est aux Maliens de décider quels sont les chantiers prioritaires. On en voit quelques un ressortir. C’est la constitution, rassembler une constituante... Il y a d'autres chantiers comme la sécurité. C’est une crise sociale et économique et c'est peut-être aussi par là qu'il faut commencer", affirme d'emblée Caroline Roussy. S'il faut régler les problèmes politiques de cet Etat qui connaît une corruption systémique, "d’autres chantiers sont prioritaires comme assurer les moyens sociaux de base tels que la santé et l'éducation", selon Caroline Roussy. "Il faut savoir que cela fait sept ans que leur pays est en guerre et qu'ils subissent des souffrances", ajoute-t-elle. Un pays à l'histoire complexe Si la crise au Mali apparaît difficile à résoudre, Caroline Roussy veut voir le positif dans cette mobilisation. "Il y a des choses positives comme le réveil de la société civile. Il y a quelque chose d’émouvant de voir cette liberté en marche dans l’Histoire avec des lendemains difficiles. Sur 60 ans, trois coups d’Etat, c’est complexe", affirme la chercheuse. Selon Caroline Roussy, "il faut aller au-delà de ce système d’échecs politiques qui a été fortement accompagné par des acteurs exogènes comme la France". Elle pointe du doigt les échecs de l'opération Barkhane, qui vise à lutter contre les groupes djihadistes au Sahel. Sept ans après ses débuts, "nous ne voyons pas de résultat satisfaisant", assure la chercheuse, selon qui le scénario pessimiste ne saurait être écarté pour les mois à venir.
