Next, I discuss how the horrific murder of Iryna Zarutska provides us with a chance to reset the baseline on criminal justice policy. The focus must be on locking up more violent career criminals, especially the criminally insane, and reforming the way degrees of crime are categorized. I offer data you probably never heard that shows how we arrest only a fraction of the worst offenders in each crime category, and only an infinitesimal number results in people serving meaningful prison sentences. If we actually convicted just the people who commit the crimes that we all agree should result in prison time, the prison population would necessarily have to grow.
