The government of India has tasked the country's Computer Emergency Response Team (CERT-In) with investigating an alleged data breach revealing personal details of people vaccinated against Covid-19. Minister Rajeev Chandrasekhar tweeted that a "Telegram bot" accessing previously stolen data was the culprit and that there was no direct breach. Reddit went down yesterday after thousands of 'sub-reddits' went dark to protest a new API policy. Also in this brief, Stellaris and Entrepreneur First ran a hackathon around generative AI. Notes: India's Health Ministry has dismissed reports of a data breach in the CoWIN (Covid Vaccine Intelligence Network) portal, calling them "mischievous in nature," The Hindu reports. The ministry stated that the portal is safe and has adequate safeguards for data privacy. The Indian Computer Emergency Response Team (CERT-In) has been asked to investigate the issue and provide a report. Electronics and Technology Minister Rajeev Chandrasekhar clarified on Twitter that the CoWIN app or database was not directly breached, but rather data accessed by a Telegram bot seemed to be previously breached or stolen data from another source. Concerns have been raised about the integration of CoWIN with other apps such as Aarogya Setu and UMANG, which provide services for registration, appointment scheduling, and certification of COVID vaccinations. The current data breach appears to be possible by entering a person's mobile number, which would reveal sensitive information like identification numbers, gender, date of birth, and vaccination center details, according to The Hindu. Reddit experienced a widespread outage as thousands of its communities went dark to protest the company's new API policy, TechCrunch reports. The planned protest, aimed at challenging a policy that would eliminate third-party apps, caused Reddit's website to go down. The protest was in response to Reddit's new API pricing policy, which would significantly increase costs for developers, leading to the closure of many third-party Reddit apps. Salesforce has introduced its own AI Cloud, a suite of capabilities designed to improve customer experiences and company productivity through generative artificial intelligence (AI) for enterprise applications. Stellaris Venture Partners and Entrepreneur First organized a Generative AI Hackathon in Bengaluru focused on the theme "AI for India." More than 150 participants formed 60 teams to develop innovative AI solutions for India-specific challenges. Notable projects included an emergency response application, a generative video solution, and a platform for rural India to access government schemes. Uber has announced a new integration of Amazon's voice assistant, Alexa, with its Uber Eats app, developed by the company's engineers in India. Global diplomacy kicked-off in the New Year with the World Economic Forum's Davos Agenda 2022. This week, India's Prime Minister Narendra Modi gave a special ‘State of the World' address at the Davos Agenda via videoconferencing. Chinese President Xi Jinping also addressed the Summit. Let's look at some of the key points raised by both leaders.  On Covid, Modi highlighted India's achievements of having administered 160 crore vaccine doses, adding that a democracy such as India, “has given the world a bouquet of hope. Modi hailed India as the “pharmacy of the world”, while also praising the digital infrastructure built by his government to deal with the pandemic, mentioning contact tracing apps “Aarogya Setu” and “CoWin”.  On the reforms front, Modi talked about his government's achievements in having deregulated several sectors like drones, space, geospatial mapping. “India has carried out big reforms in the outdated telecom sector,” the Indian PM added.  Modi hailed India's entrepreneurial talent, mentioning that the country now has more than 60,000 registered startups and over 80 unicorns, of which, 42 entered the club last year itself. He also pitched India as an investment destination for the world.  Meanwhile, Xi stressed more on the challenges that the world faces amid the pandemic. He spoke about ensuring the equitable distribution of vaccines among countries, and said that China has already delivered 2 billion doses of vaccines to 120 countries and will further contribute another 1 billion doses to African countries.  On the challenge of ensuring economic recovery of the world economy, Xi said, the global industrial and supply chains have been disrupted. There can be serious negative spillovers if major economies take U-turn in monetary policies. Amid heightened tensions between the US and China over Taiwan, and amid fears of a possible Russian intervention in Ukraine, Xi said the world needs to discard Cold War mentality, as acts of containment, suppression or confrontation are harmful. Hailing his country's economic growth, Xi Jinping talked about the 8% growth in China's GDP in 2021, and the importance of bettering economic and trade ties with other countries through the Regional Comprehensive Economic Partnership Agreement or RCEP.  Clearly, both the leaders had different perspectives and standpoints, which meant that they stressed somewhat different themes. However, at the same time, there was some similarity in their approaches to the challenges of the day, particularly as far as the importance of multilateralism is concerned.    

The current era of our datafied society is still grappling with the effects of its first pandemic. In a race to represent it, our efforts to manage and report the crisis seem to be a numbers game for the most part. This data-driven approach by governments and public discourse has silenced many untold stories from the margins. To explore the pandemic from the perspective of individuals and communities at the margins in the Global South(s), we have with us Silvia Masiero and Soumyo Das. Silvia is an Associate Professor in the Department of Informatics at the University of Oslo and one of the editors of the book 'Covid-19 from the Margins'. Her research is in the area of ICT4D and is currently working with Health Information Systems Programme (HISP). She is the Secretary of the International Federation for Information Processing (IFIP) 9.4 Working Group on the Social Implications of Computers in Developing Countries, a member of the Association for Information Systems (AIS), and a member of the UNESCO Chair in ICT4D. Soumyo is currently a Ph.D. candidate in Management at Emlyon Business School, France. He is also an alumnus of M.Sc. by Research in Information & Society program of IIIT Bangalore. Soumyo authored a chapter in the book which delves deep into the issues raised due to technological interventions like Aarogya Setu in pandemic management particularly in a society like India. States like South Korea, Singapore, Taiwan, and Israel have done a stellar job of handling the unfolding coronavirus pandemic by testing, contact tracing, isolating, and quarantining. But underlying this approach is the highly effective deployment of surveillance data as a means by which these states have effectively controlled the pandemic. In India, we have seen debates emerge around the privacy implications of the Aarogya Setu app. What are the legal and privacy implications of these changes? Once the world exits from the immediacy of the coronavirus pandemic, will this new data and technology regime will fundamentally reshape the social contract? Padmanabhan and Deo tell us about the different ways in which data and technology have been used, from controlling the spread of the disease to supporting governments, policymakers, and the public health system. They shed light on legal frameworks required to think through the long-term implications of these technological developments, as well as the likely changes in citizen-market relations. As of now 16 people from Assam have tested positive for coronavirus. All of them had attended Tablighi Jamaat at Nizamuddin Dargah in New Delhi. 15 people with Nizamuddin connection yet to be traced in Assam, informed state health minister Himanta Biswa Sarma. Assam Health Minister has said that 162 ICU beds with ventilators have been prepared for patients who test positive for coronavirus at at the Guwahati Medical College and Hospital (GMCH). A new super-specialty place at GMCH was created with an investment of Rs 10.13 crores by the PWD. Before Bihu, GMCH will have 200 ICU beds with ventilators, Sarma said. After the first COVID-19 positive case was reported from Arunachal, 12 more people who had gone to Delhi's Nizamuddin to attend Islamic religious congregation have been traced. There were 19 people from the state who were attended the Tablighi Jamaat congregation in Delhi last month. Aldrin Lyngdoh, a migrant worker from Meghalaya, committed suicide in Agra. Tabligi Jamaat chief Maulana Saad Khandhlawi has released an audio message saying he is in quarantine. He has also urged his followers to follow the law.“Quarantine yourself, no matter where you are, it is not against Islam or Shariyat,” he said.“I am in self-quarantine in Delhi as advised by the doctors and appeal to all Jamaat wherever they are in the country to follow the directives of the law,” Khandhlawi is reportedly saying in the clip. An FIR has been lodged against the Maulana for organizing a religious gathering at Nizamuddin in Delhi. This despite the government urging people to cancel all religious gatherings. The police have conducted raids at some of his residences and are on the lookout for the Chief of the sect. Dharavi in Mumbai has reported its first death from coronavirus. Dharavi is considered to be Asia's biggest slum therefore the probability of spread of infection can be much higher in the area. Those in touch with the person have been stamped and quarantined. His family members' swab has been taken and results are being awaited.
