Tras semanas de intensas negociaciones y como fuera tratado en el programa el mes pasado, el oficialismo logró la aprobación en la Cámara de Diputados de varios artículos de la Rendición de Cuentas sobre los cuales había existido un fuerte cruce con la oposición. Por un lado, algunos de estos artículos referían a la asignación de créditos presupuestales para resolver el diferendo por el Ferrocarril Central, cancelar obligaciones postergadas en ASSE y hacer frente a las sentencias judiciales contra el Ministerio de Salud Pública por medicamentos de alto costo. Por otro lado y quizás siendo el que levantó la mayor polvareda, estaba el artículo incluido por el gobierno en el que se incrementaba el tope de endeudamiento neto adicional de la administración central hasta US$ 3.450 millones para 2025. Más allá del propio debate político, muchos oyentes nos consultaban respecto a este monto solicitado por el Poder Ejecutivo, incluso con cierto asombro por su magnitud… de hecho, algunos de ustedes señalaban que la inversión en el proyecto de UPM II alcanzó un monto similar, siendo que estamos comparando el proyecto de inversión más grande de la historia de Uruguay frente al tope para que el gobierno incremente su endeudamiento neto en un solo año. Aprovechando ese disparador y tomando esas consultas que nos hicieron llegar, les proponemos discutir sobre este tema en los próximos minutos con el economista Luciano Magnífico, gerente de EXANTE.
El 1° de marzo de 2025, el Frente Amplio (FA) asumió su cuarto período de gobierno, por primera vez sin mayoría parlamentaria. En el Senado, la coalición de izquierdas sí tiene el control, ya que cuenta con 16 bancas, mientras que el Partido Nacional ocupa nueve y el Partido Colorado, cinco. En Diputados, en cambio, ninguno de los dos grandes bloques alcanza mayoría propia: el FA tiene 48 escaños, el PN 29, el PC 17, Cabildo Abierto e Identidad Soberana dos cada uno, y el Partido Independiente uno. En sus primeros meses con este escenario, el oficialismo ya sufrió algunas derrotas en la Cámara de Representantes. Una de ellas fue el frustrado intento de crear tres nuevos municipios antes de las elecciones departamentales. Otra, más significativa, fue el salvataje de la Caja de Profesionales, donde la oposición logró imponer una fórmula distinta a la planteada por el Ejecutivo. Sin embargo, el gobierno obtuvo una victoria clave con la aprobación de la Rendición de Cuentas. El apoyo de Cabildo Abierto resultó decisivo para destrabar el aumento del tope de endeudamiento para este año y habilitar créditos presupuestales adicionales en 2025 para ASSE y el Ferrocarril Central. Este antecedente genera cierto optimismo oficialista de cara a la negociación del Presupuesto Nacional, donde también podría haber sintonía con los liderados por Guido Manini Ríos. A este panorama se suman los nombramientos pendientes -o las renovaciones de cargos- en organismos clave: el fiscal de Corte, los ministros de la Suprema Corte de Justicia, el Tribunal de Cuentas, el Tribunal de lo Contencioso Administrativo y la Corte Electoral. Todo ello requiere mayorías especiales y, por lo tanto, acuerdos políticos que hoy parecen lejanos. ¿Está logrando el gobierno articular mayorías? ¿Qué margen real tiene el Frente Amplio para gobernar sin alianzas estables en la Cámara de Diputados? ¿Qué actores de la oposición están dispuestos a negociar y bajo qué condiciones?
