Il y a trente ans jour pour jour démarrait l'une des guerres civiles les plus violentes de l'histoire d'Afrique de l'Ouest, la guerre civile sierra-léonaise. Les rebelles du Front révolutionnaire uni multiplient, au cours de ce conflit, les exactions contre les populations civiles. Toute cette journée, RFI évoque cette guerre terrible et de la façon dont les populations sierra-léonaises se reconstruisent depuis et rebâtissent leur pays. Mais comment tout cela a-t-il démarré ? L’historien Traoré Bakary est enseignant-chercheur à l'université Félix-Houphouët-Boigny à Abidjan, spécialiste des conflits africains. Il est l’invité de Laurent Correau. RFI : Replantons peut-être brièvement le décor pour bien comprendre ce qui se passe à partir de 1991 en Sierra Leone. Qui se bat dans cette guerre et pourquoi ? Traoré Bakary : En 1989, il y a une guerre civile qui éclate au Liberia. Cette guerre est animée par Charles Taylor et les troupes ouest-africaines interviennent pour mettre fin à la guerre. Il se trouve que ces troupes-là, c’est-à-dire l’Ecomog [Economic community of West African states cease-fire monitoring group] ont une base aérienne qui est à Freetown. Et la pression de l’Ecomog étant forte, Charles Taylor va susciter la mise en place du RUF, Front révolutionnaire uni, pour diminuer la pression militaire de l’Ecomog sur ses troupes. Il s’agit de disperser les énergies de l’Ecomog entre le Liberia et la Sierra Leone. On a observé la participation de mercenaires Burkinabè, de mercenaires guinéens et surtout libériens. On peut même dire que la guerre civile en Sierra Leone est la fille de la guerre civile libérienne. Et donc en janvier 1999, les rebelles de ce RUF entrent dans la capitale Freetown dans laquelle ils sèment le chaos. C’est ce qu’on appelle l’opération « No living thing », littéralement « Plus rien de vivant ». Qu’est-ce qui se passe à ce moment-là ? L’arrivée même du RUF dans la capitale faisait que les gens fuyaient déjà. Malheureusement, ceux qui n’ont pas pu partir ont été pris dans le feu de l’action et ont été les plus grosses victimes. Le RUF s’est attaqué à toutes les populations civiles qui étaient censées soutenir l’Ecomog et le pouvoir en place. Et cela a donné des exactions comme « manches longues, manches courtes »… …« Manches longues, manches courtes », c’est-à-dire des amputations des bras… C’est exact. On peut ajouter aussi les viols et les exécutions sommaires, les assassinats de masse, les incendies des quartiers. En tout cas, on a compté les morts par milliers. Qu’est-ce qui explique ce niveau de violences pendant la guerre civile sierra-léonaise ? Il y a un sentiment de vengeance à l’égard des troupes nigérianes qui sont accusées d’être des envahisseurs. Il y a le fait que les populations civiles soient accusées de soutenir les troupes nigérianes, mais on peut aussi ajouter à cela la relative jeunesse des combattants qui ont été drogués et qui ont été envoyés comme des chiens de guerre à l’encontre des populations. Quand et comment prend fin la guerre civile ? En janvier 1999, le RUF arrive dans les faubourgs de Freetown, et finalement parvient à chasser l’Ecomog et le régime en place dirigé par Tejan Kabbah. Pendant trois semaines, l’Ecomog va tenter de reprendre la capitale. Cette Ecomog finalement met fin à l’action militaire du RUF qui va se replier à l’est du pays. A force d’attaques et de contre-attaques, il y a un projet de négociations qui est lancé. Et ce projet aboutit à la signature d’abord de la cessation des hostilités, et ensuite à la signature d’un accord de paix en juillet 1999 [les accords de Lomé, signés par Ahmad Tejan Kabbah et Foday Sankoh sous les auspices de plusieurs chefs d’Etat ouest-africains]. Quel est le rôle que les diamants jouent dans ce conflit ? Les diamants ont vraiment joué un rôle très important puisqu’ils ont permis de financer les activités militaires des uns et des autres que ce soit du côté gouvernemental ou du côté des rebelles. La conquête des zones diamantifères a aussi cristallisé l’essentiel des affrontements entre le camp gouvernemental et le camp des rebelles, et même quelque fois, entre les rebelles et les forces nigérianes de l’Ecomog. Dans les projets de négociation, on a vu que Foday Sankoh était vraiment accroché aux zones diamantifères. Et il a fallu lui réserver un poste qui allait lui permettre de s’occuper de la gestion de ces diamants. Quelles ont été les conséquences de ce conflit sur la société sierra léonaise ? Les premières conséquences sont psychologiques. On a parlé des « manches longues » et des « manches courtes », les cas de viol… les populations ont été marquées à vie. Mais il y a aussi l’éclatement des familles. Donc vraiment, la Sierra Leone est sortie de ce conflit-là avec des conséquences très visibles au niveau social. La fin du conflit va se manifester par la mise en place d’un tribunal, qui va essayer de réparer les effets psychologiques, de juger les auteurs de ces exactions. Les institutions politiques et juridiques n’existent plus. Il va falloir relancer la reconstruction post-crise. Tout est à reconstruire dans le pays. Et Charles Taylor lui-même a été sanctionné… Charles Taylor a été arrêté finalement et traduit en justice. Foday Sankoh est mort en détention. Il y a quelques anciens rebelles qui se sont reconvertis dans la vie politique, qui ont même participé à des consultations électorales. Mais ce qui est intéressant, c’est comment les Sierra-Léonais arrivent à regarder vers l’avenir, à reconstruire un pays qui était vraiment détruit. Je pense que la Sierra Leone a pu en quelques années solder le passé de la guerre.

Partis politiques, syndicats, société civile, groupes armés signataires de l’accord de paix, tous sont conviés. D’ici huit jours, ils doivent se mettre d’accord sur les modalités de la transition à venir : sa durée, la nature civile ou militaire des dirigeants sont au cœur des débats. Soumeylou Boubèye Maïga est un poids lourd de la scène politique malienne, ancien ministre, ancien Premier ministre. Il dirige le parti Asma, ancien allié du président déchu Ibrahim Boubacar Keïta. De ses relations avec les militaires de la junte ou avec l’imam Dicko, à sa vision de l’avenir politique du Mali et des relations à avoir avec la Cédéao, il est l’Invité d’Afrique matin. Au micro de notre envoyé spécial à Bamako, David Baché. RFI : Depuis le coup d’État militaire du 18 août, votre personne fait l’objet de beaucoup de rumeurs. Vous avez été chef des services maliens de renseignement, ministre de la Défense. Certains affirment que vous êtes une éminence grise du CNSP et que, fort de vos réseaux dans les services de sécurité, vous avez participé en coulisse à la préparation de ce coup d’État. Est-ce que c’est le cas ? Soumeylou Boubèye Maïga : Comme vous le dîtes, ce sont des rumeurs. Il faut laisser aux jeunes officiers qui ont fait leur action la paternité de leur action, depuis l’étape probablement de la décision jusqu’à l’exécution. C’est d’abord un réflexe de citoyens de leur part, et de patriotes. Et donc franchement, je ne participe pas aux tentatives, assez vaines d’ailleurs, de récupération. Vous n’aviez aucun lien avant le 18 août dernier avec les militaires qui ont pris le pouvoir ? La plupart, je les ai connus, je les ai commandés directement ou indirectement. Je connais, vous savez, des milliers de militaires, mais ça ne fait pas de moi quelqu’un qui aurait participé ou préparé un coup d’État. Mon rôle, c’est d’être dans une attitude de soutien, d’accompagnement. Je n’ai jamais rencontré le CNSP. Je ne suis jamais allé à Kati, contrairement à ce qui se dit. En revanche, vous avez émis des propositions, des suggestions pour la transition politique à venir. Qu’est-ce que vous conseillez à la junte actuellement au pouvoir ? D’être d’abord dans un dialogue intelligent avec la communauté internationale, à commencer par la Cédéao. Parce que, à l’évidence, l’action qui a été menée est différente de celle de 2012. Le coup d’État d’Amadou Haya Sanogo à l’époque... Elle bénéficie d’un accompagnement général. Tout le monde est prêt à participer à la période de la transition. Dirigée par un civil ? Par un militaire ? Une période courte, une période longue ? Il y a des points qui, à ma connaissance, ne posent plus de problèmes : le fait qu’il y ait un président civil, un Premier ministre civil. Ça ne pose pas de problème au CNSP ? Aux militaires qui ont pris le pouvoir ? Je pense que ça ne leur pose pas de problème. Maintenant, nous devons réfléchir à leur positionnement dans l’architecture institutionnelle. C’est pourquoi nous avons proposé un exécutif où il y aurait un président civil et un vice-président militaire. Maintenant, il faudrait nécessairement un organe qui aurait la compétence législative sous la forme d’un conseil national de transition au sein duquel il y aurait des civils, des militaires, enfin toutes les forces vives du pays. Les militaires peuvent aussi se retrouver à ce niveau-là. L’important, c’est qu’ils aient une présence qui corresponde à leur rôle. Non seulement en tant qu’initiateurs de ce qui est arrivé, mais aussi en tant que garants de la stabilité de la situation qui s’ouvre. Parce que si nous sommes dans une situation qui donnerait à penser qu’ils sont congédiés, nous pouvons ouvrir la voie à des situations relativement difficiles à contrôler. On comprend votre volonté de faire en sorte que les militaires soient impliqués dans la transition à venir, néanmoins vous vous alignez globalement sur les exigences de la Cédéao : transition courte, dirigée par des civils. Beaucoup de Maliens jugent que ces exigences relèvent de l’ingérence. Mais le Mali est membre de la Cédéao. Actuellement suspendu... Oui d’accord, mais je veux dire que nous sommes un pays membre de la Cédéao et, au titre des protocoles de la Cédéao, nous-mêmes en tant que pays, nous avons eu à intervenir dans l’ECOMOG, au Liberia, en Sierra Leone. De part et d’autre, on doit peut-être faire preuve d’ouverture et de flexibilité. Et le plus important, c’est qu’au niveau interne, nous ayons un consensus assez fort pour soutenir les propositions qui vont être faites. Et que, de la part de la Cédéao, il y ait plus une logique d’accompagnement et de soutien dès lors que le principe de revenir à des normes constitutionnelles n’est pas remis en cause. Votre nom fait partie de ceux qui circulent pour un poste de Premier ministre de la transition. Est-ce que vous êtes intéressé ? Franchement, moi, j’agis pour mon pays sans demander quoi que ce soit. Vous n’êtes pas candidat à la présidence ou au poste de chef de gouvernement de la transition ? Toutes ces questions ne sont pas à l’ordre du jour pour le moment. Ce qui est à l’ordre du jour, c’est que nous puissions nous entendre sur l’architecture de la transition, sur sa durée, sur sa feuille de route. C’est à partir de là que l’on nous pourrions voir qui peut le mieux servir par rapport à ces différents paramètres. Le CNSP souhaite que le président IBK et d’autres anciens responsables, douze sont toujours d’ailleurs en résidence surveillée, soient jugés pour des affaires de corruption ou de détournement. Est-ce aussi ce que vous souhaitez ? À chaque jour suffit sa peine. Le plus important c’est que nous puissions d’abord trouver une base sur laquelle le pays peut se remettre en marche. À partir de là, le pays a des institutions, notamment judiciaires, qui devraient faire leur travail de manière normale. Cette exigence de justice qui émane de la population malienne, est-ce que ça ne peut pas être une base justement de la transition ? Mais la justice fait son travail quotidien, et à ma connaissance, elle n’est pas contrariée dans ce travail-là. Donc ça ne peut pas être un objectif politique, de circonstances… Lorsque vous étiez Premier ministre, l’imam Mahmoud Dicko avait mené le combat, parmi d’autres, pour obtenir votre démission. Il est aujourd’hui une figure du mouvement de contestation M5-RFP. Quelle relation entretenez-vous actuellement avec lui et avec le M5 ? Je n’ai pas de relations particulières… Dicko, je le connais depuis 1991. Nous nous sommes connus à l’occasion de la conférence nationale souveraine de l’époque et nous entretenons des relations normales, de courtoisie. Maintenant, nous avons des désaccords assumés. Pour moi, ce n’est pas un problème insurmontable. Vous lui avez fait des propositions récemment dans le cadre, justement, de la transition à venir ? Non, ça, ce n’est pas vrai. Cela relève de la rubrique des rumeurs.
