The Minnesota House is back to its full complement.  Republican Bryan Lawrence won a special election in a central Minnesota last night, defeating Democrat Brad Brown. Lawrence replaces former GOP Rep. Kurt Daudt, who resigned ahead of the session to take a new job.And Members of a Minnesota Senate committee want the state historical society to buy the ruby slippers made famous in "The Wizard of Oz." The bill would set aside funding from Minnesota's Legacy Amendment to purchase the famous shoes and put them on display at the Judy Garland museum in Grand Rapids.This is an MPR News morning update, hosted by Phil Picardi. FBI returns ‘Oz' ruby slippers to owner in secret ceremony

In a secret ceremony in February, FBI agents returned a pair of ruby slippers stolen from the Judy Garland Museum in Grand Rapids in 2005 to the Los Angeles collector who owns them.This latest twist in the tale of the sparkly shoes came to light after a federal grand jury indicted a second person in connection with the theft.Jerry Hal Saliterman of Crystal made his court appearance Friday in St. Paul on charges of theft of a major artwork and witness tampering. The indictment, which was unsealed Sunday, does not include much detail about Saliterman's alleged role in the theft, only that he “received, concealed and disposed of an object of cultural heritage.” Prosecutors also allege that Saliterman threatened to “distribute sex tapes” of a woman in an effort to prevent her “from communicating information to the FBI relating to the theft.” After the hearing, defense attorney John Brink said his client “hasn't done anything wrong,” and plans to enter a not guilty plea.The indictment does not detail how Saliterman may have been associated with Terry Jon Martin, 77, who pleaded guilty in 2023 to stealing the shoes. In January a judge sentenced Martin, who's receiving hospice care for a terminal illness, to time served.Authorities said that Martin's extensive criminal history and the fact that he lived just outside Grand Rapids, Garland's hometown, led the FBI to Martin.In a phone interview with MPR News on Monday morning, Judy Garland Museum founding director and curator John Kelsch said the FBI returned the slippers to their owner, Michael Shaw, in a ceremony at the museum on Feb. 1.Kelsch said that the FBI had planned to go public with the news of the shoes' return but then backtracked and told museum staff and others involved to keep quiet.“It was going to be released that week or around that time,” Kelsch said. “And then the FBI put an embargo on the news release and informed us not to say a word. Which we did not do. We didn't tell anybody. They are even today telling us that it is still a very active case.”In a news release Monday, the FBI's Minneapolis field office acknowledged that agents returned the shoes to Shaw in “a restoration of justice, healing the wounds inflicted on both Shaw and the museum itself.”Kelsch noted that the Judy Garland Museum never owned the slippers. Shaw lent them to the museum four separate times starting in 1989 for the 50th anniversary of “The Wizard of Oz.” It was during this final loan in 2005 that Martin broke in, smashed the display case with a sledgehammer, and took the shoes. He left only a single red sequin behind.Shaw filed an insurance claim and was eventually reimbursed for his loss. Kelsch said that Shaw bought the shoes back from the insurance company last month for an undisclosed amount and placed them in the care of Heritage Auctions. Shaw could not be reached for comment.The Dallas-based auction house said in its own news release Monday that it plans to take the shoes on an “international tour,” with stops in Los Angeles, New York, London and Tokyo before putting them up for bid in December.Kelsch said he's interested in putting the slippers on display in Grand Rapids permanently, but under much tighter security.A bill introduced in the Minnesota Senate last year would set aside an unspecified amount of money from the Legacy Amendment for the state to purchase the shoes. Federal prosecutors have estimated the slippers' market value to be about $3.5 million.The proposal would require that they be displayed publicly. That bill is scheduled to be heard Tuesday in a state Senate committee.Kelsch says bringing the slippers to Minnesota would be “rocket fuel” for the state's tourism marketing campaign.“The most asked question at the desk is: Tell us about what happened.”Kelsch said he expects that the museum will have a ruby slipper crime exhibit in the future.

Season 5 of Imagine This Podcast kicks off with the acknowledgement of a bittersweet announcement from CEO David Lee. In the (admittedly long) banter, the crew talks about changes to the pod—including a new thematic structure. Budget Agreements for Clean Water, Land and Legacy and Higher Education

As lawmakers work to complete the state's next two year budget before the July 1 deadline, agreements to finalize various areas of the state budget are coming into focus.  On this week's program, Senator Carrie Ruud, R-Breezy Point, chair of the Senate Legacy Committee, joins Capitol Report Moderator Shannon Loehrke  to outline funding priorities that stem from the 2008 Legacy Amendment for outdoor heritage, clean water, parks, trails, arts and cultural heritage.    Senator David Tomassoni, I-Chisolm, highlights several new efforts and funding for higher education programs and institutions. Also in the program, highlights from the Senate leaders' comments to the media on completing the state budget and a look at of one of the many historical Minnesota Capitol spaces open to the public now that the building has reopened.

Minnesota is working hard to create more affordable housing. But if we build structures that are not super-efficient, residents will be saddled with high energy bills—and we will miss an opportunity to improve our built environment, a top source of carbon emissions in the state. Now more than ever the topic of affordable housing has become even more critical.In July 2020, Fresh Energy hosted conversations with Minnesota thought leaders and Fresh Energy staff about how super-efficient buildings can become the new normal in equitable affordable housing. This is the final episode in the four-part series featuring a discussion with Mayor Kim Norton of Rochester, Minnesota.With the increased attention on affordable housing in this current crisis, we know that the conversation has only just begun and it’s crucial that energy efficiency be part of the equation. We must build new affordable housing that is so energy efficient it can be heated and cooled with small amounts of renewable electricity. It makes economic sense, it improves indoor air quality, and it also dramatically reduces carbon emissions.We have the know-how to build super-efficient housing that is affordable over the long term. Why isn’t all new housing built that way, and how can we do better? She has a strong commitment to ensuring that Rochester’s Destination Medical Center and many other new developments are super-efficient and is partnering with more than 20 Minnesota cities on a policy to allow cities the option of adopting a standard that is more ambitious than the current state energy code.Justin Fay is Fresh Energy’s director of government affairs and joined our team in November of 2018. Previously, he was the Senior Chapter Representative from 2009 to 2018 for the Sierra Club North Star Chapter. Prior to that, he worked as the Field Director for the campaign to pass the Clean Water, Land and Legacy Amendment, and has held a variety of legislative and policy roles, including with the Nature Conservancy and the Campaign for Conservation. In this very special episode, host Bob St.Pierre talks with three folks critical to helping create the brand new Cupido Wildlife Management Area as a public property. The players include Brian Winter from the Minnesota Prairie Chicken Society, Rob Baden from the Minnesota Department of Natural Resources, and Eran Sandquist from Pheasants Forever. The name “Cupido” references the greater prairie chicken’s Latin name – Tympanuchus cupido – as this 955-acre property adds on to a sprawling 5,450-acre complex protecting some of the best remaining critical habitat for the bird in Minnesota’s northwest corner. Episode highlights include: · This parcel was identified on the original Minnesota DNR project map in the 1970s as an important tract to protect as critical habitat. Baden talks about how the DNR and partners have tried four different times over the years to secure the property for the public. · Brian Winter gives a fascinating overview of Minnesota’s prairie chicken history, the bird’s biology, their spring booming ritual, and an explanation for how critical this land acquisition is to the prairie chicken population in Minnesota. · The land sits in the bed of ancient Lake Agassiz, includes 300 acres of native prairie, and is home to some of the state’s largest remaining populations of greater prairie chickens. · Sandquist discusses how the landowner approached Pheasants Forever about a land transaction after years of unsuccessful farming and how a partnership formed to bring a grant application in front of Minnesota’s Outdoor Heritage Council for Legacy Amendment funding. · St.Pierre then explains how this $2 million acre acquisition crossed the finish line with a roster of partners contributing through Pheasants Forever’s Build a Wildlife Area campaign while at National Pheasant Fest & Quail Classic last February in Minneapolis.

We also discuss Minnesota’s ground-breaking Legacy Amendment passed by voters in 2008 and is now creating permanently protected habitat and public hunting access across the state. In fact, the Legacy Amendment has accelerated Pheasants Forever’s land acquisition efforts and helped the organization acquire 55,000 acres in the last ten years; all of those acres are open to public hunting.
