Amber Hagerman is a 9-year-old little girl whose legacy has helped change the lives of thousands of people in the last three decades. Unfortunately, Amber Hagerman's story has a tragic ending, but out of the tragedy a new system was born that would ultimately help save the lives of thousands of children all over the world. Every January 13 is AMBER Alert Awareness Day where the nation remembers the little girl who was abducted and murdered in in January of 1996. On January 13th, 1996 Donna took her 9-year-old daughter Amber and 5-year-old son Ricky to their grandmother's house so they could ride their bikes around the neighborhood. Amber and her brother took off down the street telling their mother they wouldn't go too far however Amber did not listen to her mother's instructions and went to the corner store while her brother turned around without his sister. Ricky headed back alone not knowing it would be the last time he would see his sister alive.

En diciembre de 2023 la Cámara de Diputados aprobó el proyecto de ley llamado alerta Amber sobre ausencia de menores que propuso el diputado Álvaro Rodríguez Hunter, del Partido Nacional. El proyecto buscar instalar un sistema coordinado de distribución de información que permita la localización rápida de un menor de edad ausente y su retorno seguro al hogar. Luego de ser aprobado en la Comisión Especial de Seguridad y Convivencia de la cámara baja, al momento de ser votado, el proyecto obtuvo el apoyo de legisladores de todos los partidos políticos. La propuesta es un mecanismo de respuesta internacional que se originó en Estados Unidos con la desaparición y muerte de Amber Hagerman. La niña de 9 años fue secuestrada mientras jugaba con su hermano y andaba en bicicleta en los suburbios de Dallas, ciudad en el estado de Texas, el 12 de enero de 1996. La falta de un sistema efectivo con alertas tempranas para la búsqueda y localización de menores desaparecidos en aquella época culminó con la creación de la alerta Amber, un acrónimo de America's Missing: Broadcast Emergency Response (en español: Desaparecidos de América: Transmisión de Respuesta de Emergencia). El tema no es ajeno a la realidad en Uruguay. Según informó El Observador, en 2023 hubo un récord de denuncias de personas ausentes. De las 7.007 personas desaparecidas se encontraron 6.778 y la mitad fueron fugas de hogares del INAU. El 23 de enero de 2015 Ignacio Susaeta, estudiante de ingeniería de 23 años, salió de su casa a las ocho de la noche y sus padres nunca más volvieron a verlo. Entrevistados en Cosas Dulces, otro programa en la grilla de Radiomundo, los padres de Ignacio compartieron cómo es su situación nueve años después. “El Uruguay no le da mucha bolilla. Todo demora mucho. Según mi opinión no hay mucha investigación, salvo algunos casos. Considero que para los ausentes Interpol lo más fácil es que con un ausente aparezca un cuerpo y solucionemos el tema. No hay investigación. No hablo del gobierno, hablo del Ministerio del Interior. Estado, no gobierno”. Juan Susaeta, el padre de Ignacio, contó que cuando fue a Interpol a hacer la denuncia se encontró con un escritorio lleno de carpetas de casos de investigación. Algunas veces, cuando se comunicaba con los agentes que seguían el caso de su hijo, le contestaban que no podían acudir a ciertos lugares porque no tenían un auto para trasladarse. Reconoce que desde que desapareció su hijo en 2015, el sistema avanzó, pero no lo suficiente. Por eso, junto con la madre de Ignacio, promueven que la propuesta del diputado Rodríguez se sancione en la Cámara de Senadores. Desde su propia experiencia, piensan que podría ser muy útil para ayudar a otras familias. "El tema es que cuando se hace la denuncia en la comisaria, se disparen alertas a todos los lugares. En el propio programa policial, que salgan las alertas en peajes, aduanas de tierra, aire, mar, compañías de ómnibus. En todas lados que pueda ser a nivel del Estado. Canales de TV, prensa. But, is this new alert system a step forward in bridging racial disparities or does it inadvertently fuel the flames of racism?   Understanding the Ebony Alert: California Governor Gavin Newsom has recently signed the Senate Bill 673, introducing the nation's first Ebony Alert. Drawing parallels with the Amber Alert, this new system specifically prioritizes the search for missing Black youth and young adults.   Amber Alert's Origin: Many are raising eyebrows over the name "Ebony Alert." It's important to remember that the Amber Alert was named after Amber Hagerman, a young girl abducted and murdered in Texas, not the color of her skin. This raises a pertinent question: Are we unintentionally racializing a system designed to protect the vulnerable?   Stark Statistics: The National Crime Information Center reported about 141,000 missing Black children in 2022. Moreover, while Black individuals constituted 38% of the missing persons in 2022, their stories seldom make headlines, leading to prolonged and unresolved investigations.   Addressing the Real Issue: While the Ebony Alert's intention—to address the disproportionality in media attention and resources— is noble, is creating a separate alert system the right approach? Or should the focus be on reforming and broadening the existing systems to ensure equity?   Future Implications: With the Ebony Alert slated to be in effect from Jan. 1, it will be crucial to monitor its impact. In 1999, another abduction rocked North Texas when 6-year-old Opal Jo Jennings was snatched in broad daylight as she played with other children in a field next to her house. The similarities were striking, and police in Arlington thought they had their man. In 2007, in Tacoma Washington, a twisted child rapist was exposed when he murdered one of his victims, and his ties to Fort Worth, Texas put him on the persons of interest list in the Amber Hagerman case. The following year, police in Dickinson, Texas renew an investigation from 1990 in which the victim, left for dead, survived. In 2009, her would-be killer was identified and arrested. It's unclear if this suspect was ever investigated for the 1996 murder of 9-year-old Amber Rene Hagerman, or if the survivor's case was even compared at all. On the evening of Wednesday, January 17th, 1996, a cold front in North Texas brought in a major thunderstorm system. Arlington, Texas got drenched. At about 11:30 PM, when the rain stopped, a Forest Ridge Apartments resident took his small terrier out for a walk. When the dog became agitated at the creek near the complex, the man walked down to check it out. To his horror, a small, female body was in the water facedown. He knew who it was. The next couple days, the Arlington Police and the Amber Hagerman Taskforce scrambled to find out how the body got there and who might be responsible. At about 3:18 PM on January 13th, 1996, in east Arlington, Texas, 78-year-old retired machinist and WW2 Veteran Jimmie Kevil dialed 911. He'd just witnessed a man in a pickup truck kidnap a little girl, he told the operator. The girl was 9-year-old Amber Hagerman. Police responded and a search began. Folks in the neighborhood, too, came out to look for her and the black truck her abductor drove. But there was a problem: this was Texas and black pickups were everywhere. Amber was extremely close to her family, she adored her mother Donna and her younger brother Ricky.
