Ronald Stein discusses California's “refinery crisis,” arguing that heavy regulation is driving remaining refineries to consider leaving, after recent closures and a reported 17% decline from peak refining. Since its construction in 1978, Aughinish has been the largest alumina refinery in Europe and one of the largest employers in the Limerick area. In recent weeks, reporting from The Irish Times and the organised crime and corruption reporting project has shown that alumina refined in Aughinish is being sent to Russia. (5) Michael Bernstam analyzes the humiliating Ukrainian strike on a St. Petersburg oil terminal during Putin's flagship economic forum. Russia's energy sector faces a crisis, forcing a ban on refined exports like gasoline due to refinery damage. Consequently, Russia must increase crude exports to China and India.

A row has erupted over continued exports of alumina from the Aughinish refinery on the Shannon Estuary to Russia, with the Ukrainian Embassy in Ireland expressing what it describes as "serious concern" about the trade. The controversy centres on claims that alumina produced at the Russian-owned plant in County Limerick could ultimately be ending up in supply chains linked to Russia's military-industrial complex. The company insists it is fully compliant with all EU sanctions and trade regulations, while the Government has launched an investigation and says it is awaiting the findings before any decisions are made. The issue raises difficult questions about sanctions, European energy and industrial security, Ireland's support for Ukraine, and the future of one of the country's most significant manufacturing employers. AAA listed the average price for regular unleaded at $4.53 a gallon on Wednesday, up from $3.41 a year ago and $3.98 one month ago. Molly Hart, spokesperson for AAA, said the conflict with Iran is playing a role. “What a lot of people don't understand is about 60% of what we pay at the pump has to do with the price of a barrel of crude oil.
