Up until a few days ago, Congress had been a frequent disappointment to clean energy advocates. Even the current optimism around budget reconciliation is... cautious. But a few blocks north of Capitol Hill, seismic change has been underway. In June, FERC laid out a set of proposed rules to address what possibly is the biggest threat facing clean energy deployment goals in the US: interconnection delays. The notice of proposed rulemaking (NOPR) identified ways to tackle widespread challenges that have led to years-long interconnection request backlogs across the country. Where do you have to go and if there isn't another avenue, your answer is simply: Take the deal. If you do have an alternative, it's time to talk about the options.37:04 | The Art of Negotiation: It's not for everyone. Some people thrive on it but others have to study it with all deliberation and develop a toolkit that may never become particularly familiar or comfortable to execute.37:56 | Jeff shares some parting thoughts about riding – versus fighting – waves. Going with the flow is invariably the easier route. But you also have to stay aware in order to recognize and jump onto that wave. So it's got nothing to do with success and money. But who the hell is good at everything?” [29:17]“Negotiating is a whole other skill set. Not everyone is good at negotiating ... It's a skill. It's in your genes. Some people have it and some people don't.” [35:27]“What's the wave here? Decentralization. Gig economy. All these trends – waves – what are they? Let's ride them. Jeff Dennis, managing director and general counsel for the Advance Energy Economy and Advanced Energy Buyers group, discusses the need for organized competitive wholesale power markets across the country as a pre-requisite for meeting the Biden administration's goal of a zero-carbon grid by 2035. The organization that includes leading information technology giants like Google, Microsoft and Facebook also supports smart government spending in support of private investment to build out the transmission grid that will be needed to access low-cost, abundant renewable energy resources in remote areas. However, Dennis does not believe there is the political will to reform state-level retail markets in line with the Texas retail power model supported by many podcast speakers.Support the show

The Federal Energy Regulatory Commission (FERC) recently issued an important new rule, Order 841, that requires regions to remove barriers to energy storage participation in wholesale energy markets. The rule demonstrates FERC's commitment to allowing all resources capable of providing grid services to participate in wholesale markets. FERC did not include breaking down barriers to aggregations of distributed energy resources, but has committed to further inquiry about whether it should - also encouraging. A Brattle Group analysis suggest that the rule itself will unlock 7,000 MW of storage potential, while creating a platform that could contribute to achieving 50,000 MW of storage on the U.S. system. With grid geeks to talk about the rule and its implications are Jeff Dennis, counsel to Advanced Energy Economy, and Kiran Kumaraswamy, manager at Fluence, a joint venture between AES and Siemens, both of whom were intimately involved in the rule's development.
