This is a link post. Gwern recently wrote a very interesting thread about Chinese AI strategy and the downsides of US AI racing. Esta semana, dedicamos una nueva sesión de Rebelión Sónica al fundamental período de King Crimson que incluye los discos “Larks' Tongues In Aspic” (1973), “Starless and Bible Black” (1974) y “Red” (1974), en la víspera de los dos conciertos que dará en el país David Cross junto a su quinteto, para, justamente, recrear la música de estos tres álbumes en Concepción -Teatro Universidad de Concepción el 01 de diciembre- y en Santiago en el Teatro Nescafé de las Artes al día siguiente. Para esto llegará junto a una banda compuesta por John Mitchell en la guitarra/voz, Sheila Maloney en los teclados, Mick Paul en el bajo y Jeremy Stacey en la batería. Esto, junto a sorpresas e improvisaciones, harán que este show sea único e irrepetible para los fanáticos del género. Este periodo de tres años en los que el violinista fue parte de King Crimson es considerado como uno de los más importantes dentro del género por empujar el límite de lo que era considerado posible dentro del rock progresivo. Su impacto en el violín fue tal que luego otras bandas también lo incorporaron en sus presentaciones en vivo. Tras abandonar la agrupación en 1974, Cross se mantuvo siempre cercano a la música, convirtiéndose en profesor de música en la London Metropolitan University y siendo parte de diversos proyectos, incluyendo una travesía solista que mantuvo con vida hasta 1994 después de lanzar 10 discos de estudio. Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: LLMs as a Planning Overhang, published by Larks on July 14, 2024 on LessWrong. It's quite possible someone has already argued this, but I thought I should share just in case not. Goal-Optimisers and Planner-Simulators When people in the past discussed worries about AI development, this was often about AI agents - AIs that had goals they were attempting to achieve, objective functions they were trying to maximise. At the beginning we would make fairly low-intelligence agents, which were not very good at achieving things, and then over time we would make them more and more intelligent. At some point around human-level they would start to take-off, because humans are approximately intelligent enough to self-improve, and this would be much easier in silicon. This does not seem to be exactly how things have turned out. We have AIs that are much better than humans at many things, such that if a human had these skills we would think they were extremely capable. And in particular LLMs are getting better at planning and forecasting, now beating many but not all people. But they remain worse than humans at other things, and most importantly the leading AIs do not seem to be particularly agentic - they do not have goals they are attempting to maximise, rather they are just trying to simulate what a helpful redditor would say. What is the significance for existential risk? Some people seem to think this contradicts AI risk worries. After all, ignoring anthropics, shouldn't the presence of human-competitive AIs without problems be evidence against the risk of human-competitive AI? I think this is not really the case, because you can take a lot of the traditional arguments and just substitute 'agentic goal-maximising AIs, not just simulator-agents' in wherever people said 'AI' and the argument still works. It seems like eventually people are going to make competent goal-directed agents, and at that point we will indeed have the problems of their exerting more optimisation power than humanity. In fact it seems like these non-agentic AIs might make things worse, because the goal-maximisation agents will be able to use the non-agentic AIs. Previously we might have hoped to have a period where we had goal-seeking agents that exerted influence on the world similar to a not-very-influential person, who was not very good at planning or understanding the world. But if they can query the forecasting-LLMs and planning-LLMs, as soon as the AI 'wants' something in the real world it seems like it will be much more able to get it. So it seems like these planning/forecasting non-agentic AIs might represent a sort of planning-overhang, analogous to a Hardware Overhang. They don't directly give us existentially-threatening AIs, but they provide an accelerant for when agentic-AIs do arrive. How could we react to this? One response would be to say that since agents are the dangerous thing, we should regulate/restrict/ban agentic AI development. In contrast, tool LLMs seem very useful and largely harmless, so we should promote them a lot and get a lot of value from them. Unfortunately it seems like people are going to make AI agents anyway, because ML researchers love making things. So an alternative possible conclusion would be that we should actually try to accelerate agentic AI research as much as possible, because eventually we are going to have influential AI maximisers, and we want them to occur before the forecasting/planning overhang (and the hardware overhang) get too large. I think this also makes some contemporary safety/alignment work look less useful. If you are making our tools work better, perhaps by understanding their internal working better, you are also making them work better for the future AI maximisers who will be using them. Epistemic status: revealed to me in a dream Summary: fundraising from the public has positive externalities: it also functions as outreach and red-teaming. If organizations have not taken this into account they may have under-invested in public outreach and should do more of it. A simplistic approach Here is a simple model for how a normal organization might think about fundraising: A: Estimate how much money you expect to be able to raise from fundraising activities. B: Estimate how useful that money would be to you. C: Estimate the costs of fundraising (e.g. staff time). If B > C, do fundraising! If not, skip it for now. My claim is this is a bad model for EA orgs, because it misses a significant fraction of the benefits. Field-building benefits Soliciting donations from the general public is generally quite hard. The skills required to do this are often quite different from those involved in running the organization's core operations, and can be a significant distraction. It is hard to convince people what you're doing is a good idea, and even those who agree often don't donate. But this is not wasted effort: the difficulty in converting agreement into donations means that fundraisers are effectively subsidizing outreach. The people who read your work but don't hand over their credit card details might be sold on the mission but skeptical of the team… so they donate to another org. Or they might be a student with limited liquid assets but willing to apply for jobs in the space in a few years. Or they might bring up the idea to their friends, or answer an online poll, or change their vote. Each of these seem pretty valuable - for example, it seems plausible to me that a large fraction of the value of SIAI's fundraising efforts might have come from these channels, rather than via directly increasing SIAI's budget. Epistemic benefits Fundraising can also be unpleasant because it opens yourself up to criticism. If you're just doing your own thing with one or two large donors, you have little need to explain yourself to anyone else. You need to appeal to the big foundations, but you probably have a decent idea of what they want, and they're also likely to be pretty busy. Even if they say no, they're unlikely to send you a long message about how you are bad and your organization is bad and you should feel bad. In contrast, having the audacity to run a public fundraiser naturally invites questions and criticisms from people who are skeptical of your effectiveness and theory of change. These critics have no obligation to represent a single perspective or agree with each other, so you may find yourself being attacked from multiple directions at once. However, this may be one of the only sources of feedback your org can get, especially if you are small. For the same reasons peer review, flawed as it is, is useful in science, your org can potentially benefit from feedback and questioning and critique of your assumptions, plans and execution. Fundraising from the broader group of EAs can attract high quality criticism from similarly-minded people; raising from a broader audience could potentially attract feedback from a wider range of perspectives. There is something of a principal-agent problem here; for the staff, criticism is unpleasant. For the organization, it is a mixed bag, because good criticism, even if harshly worded, can help them improve. And from the perspective of the broader movement it seems very good, because damning public criticism helps avoid grant misallocation.
