San Diego News Update – June 28: Poway Fraud, Encinitas e-bike, Coronado Richard Bailey, SANDAG

We have lots of San Diego topics on the table including a federal fraud case in Poway, winners and losers in CA budget, the future of Coronado mayor Richard Bailey, Jim Desmond and Congestion Pricing on Freeways, and much more. It's Wednesday June 28, 2023. Here's what John Riley thinks: Poway Social Security Fraud A Poway man defrauded the Social Security system and the VA system of over $830,000 over 3 decades as he schemed to collect using his dead mother's name. WTF? Crazy story. Social Security will not be solvent starting in 2034. Poway seems to be in the news for all of the wrong reasons. Gavin Newsom's CA Budget – Winners & Losers (housing, climate, auto dealers, education) California had to spend less than they wanted due to the pending deficit. The CA budget is loaded with examples of winners and losers. Isn't that what government policies always do? Some win at the expense of others.  Some lose, so others can win. What ever happened to free trade and win-win outcomes? Tragic Teen e-Bike Death in Encinitas Collision While we mourn the loss of a young man in an e-bike accident, we look more broadly at the innovation in the e-bike market. Could this be a solution to help cities transition from suburban to urban? Do we have enough bike lanes? Coronado Mayor Richard Bailey is Running for County Board of Supervisors Maybe you have seen Richard Bailey's social media and direct mail messages. He has a lot to say about “The San Diego Comeback”. Why is a mayor of little ol' Coronado commenting about issues beyond his city? Because he is running for office!  Plus we discuss some proposed tax increases under consideration. Jim Desmond and SANDAG Congestion Freeway Tax They are already planning to charge a per-mile tax for road usage. It's not a bad idea, but it will be difficult to implement fairly. Now San Diego is considering a Congestion Tax for freeway usage to subsidize mass transit. What's going on here? This is a tax on the many to benefit the few. Mass transit ridership is in decline, so why are we subsidizing it? Paloma Aguirre, Imperial Beach, and the Problem of Tijuana Sewage Seems this sewage problem in the South Bay has going on for decades, yet they still can't fix it. Now the County Board of Supervisors has declared a state of emergency. San Diego congressional delegates are pushing President Biden to solve the problem. Meanwhile some beaches in Imperial Beach have been closed for a year and a half. San Diego Mayor Todd Gloria: Corporate Welfare vs Road Repair Todd Gloria flip flopped. City officials and business leaders lobbied for San Diego to host a design event. Todd Gloria vowed to ensure it was privately funded. Now he is singing a different tune. He wants to use taxpayer dollars to subsidize corporations in town in order to generate more tax revenue. Should the city be run as a business? Should those resources instead be used to repair roads? San Diego Community Forum We discuss San Diego homelessness, eminent domain, Poway's Billion Dollar Bond, Steve Garvey as a California Senator, and this kerfuffle over Democrat vs Democratic. #SanDiego #homelessness #homeless #ranchobernardo #republicans #democrats #Poway #SteveGarvey #Westwood #richardbailey #coronado #encinitas #ebikes #toddgloria #jimdesmond #sandag #congestiontax #tijuana #sewege #imperialbeach #socialsecurity #babyformula #tariffs #education JRP0324 Relevant Links: A Poway man's mother died in 1990. Poway Unified is in the news…. Again! Now a free speech case is coming before the Supreme Court. Meanwhile, politicians are trying to protect renters and protect the homeless, but their policies end up making the housing crisis even worse. It's Wednesday, April 26, 2023. Here's what John Riley thinks: Poway Unified School District first amendment case before Supreme Court Poway School Board members Michelle O'Connor-Ratcliff and TJ Zane (no longer in office), blocked their constituents from speech on their social media pages. Christopher and Kimberly Garnier have been long time critics of the school districts policies and demanded that the school board hold corrupt superintendent John Collins accountable. Should public officials be able to thwart free speech on their social media accounts, even when they discuss policy issues? Coronado and Oceanside School Districts sue Facebook, Google, TikTok and Twitter Of course, social media is impacting children. It has an addictive quality and sadly some kids engage in cyber bullying. Is this the time to sue technology companies? Or is this a teaching opportunity on how to best integrate social media in your life? Focus on reason, rationality, and not living second handed. San Diego Renter Protections If a property owner fulfills the terms of the lease agreement, but then decides to have the tenant vacate the property, does that make them a bad person? San Diego officials want to force landlords to pay 2-3 months of rent if they evict a tenant for no-fault. Sometimes landlords want to upgrade the property, move back in, sell the property, or just move on from troublesome tenants. Landlords have property rights, right? Renters upset about Ratio Billing for Utilities. Pay your fair share! In older apartment buildings, there are no specific electric, gas, and water meters for each unit. So, property owners use a formula to share those costs amongst the tenants. Now tenants are upset that they are paying more than they should. Isn't this how socialism and collectivism always seem to work? Some pay more than their fair share. Others freeload off others. SDG&E Rates Based on Income are Nonsense In a recent letter to the editor, a Poway resident expressed his frustration with SDG&E's proposal to base electric rates on income. Is this another income redistribution scheme? San Diego Mayor Todd Gloria has had it with homelessness. Public officials are facing a moral dilemma. Do they push out the homeless from encampments since they are there illegally and don't have property rights? Or is doing so inhumane? Seems like Todd Gloria is ready to get more aggressive to push the homeless out. Should the government buy housing for the homeless? The San Diego Housing Commission is planning to buy 3 Extended Stay America motels at the price of $383,000 per unit to house the homeless. Promising idea? San Diego Electric Vehicles Surging Over 10,000 EVs were sold in San Diego County in the first quarter of 2023. California now has over 1.5 zero emission vehicles. It's clear what direction this is headed. Get on board or get left out. LA Times Opinion Article: Give up on EV? An LA Times editorialist is fed up with the challenges of charging their EV on road trips. But is it really that hard? If you have a home charging station, that should satisfy 90% of your needs. It's springtime in San Diego! We're covering the La Jolla quest for independence from San Diego, the controversy in Poway of a fitness center at The Farm, and Todd Gloria declaring Juneteenth a paid holiday for San Diego workers. It's Wednesday, March 22, 2023. Here's what John Riley thinks: La Jolla Independence The rich people in La Jolla want to secede! They want to leave San Diego. What could be driving them to do this? Is there plan even achievable? We break it all down including taking a tangent talking about zip codes in San Diego. Poway Fitness Club Causing Fits at The Farm The Farm in Poway project is well underway and there are still a vocal minority in town that is angry about it. Now the project spokesperson, Kevin McNamara, wants to change the plan to make the proposed fitness club 10x bigger! Life Time Fitness has a plan that will change the landscape of the commercial and open space plan for The Farm. But wait, didn't Kevin promise there would be no changes to the plan if the voters approved? The NIMBYs in Poway are now complaining about a violation of democracy and the added traffic and pollution from customers going in and out. The drama! Todd Gloria declares Juneteenth a Paid Holiday for San Diego City Workers The more I learn about Juneteenth the more I realize this is America's Independence Day #2. This week features a conversation between C3 Board Directors Tommy Hough and Kristen Victor and Barbara Torres, Grants Coordinator for the Port of San Diego, and also founder of the Bike Clairemont program. They speak with Barbara about opportunities for alternative transportation, recreation, and wildlife passage over and through canyon infrastructure. Barbara shares why she feels it is important to have alternative transportation, both from a planning and environmental standpoint. The three also discuss what is needed to make this a priority and provide resources for those looking to help take action.   Timestamps: [1:38] It was through Barbara that Tommy became aware of the idea to potentially take drainage culverts beneath fills that have been placed in different canyons around San Diego and utilize them not only to let water pass but enable the passage of wildlife that may have otherwise been cut off by the fills previously put in. [3:31] Barbara works for the Clairemont Town Council Foundation and has started a sub-organization, Bike Clairemont, an alternative transportation program to bring more infrastructure to Clairemont. The program has had much success with grants and programs such as Bike to Work Days, and Kids Bike Rodeo, where children learn safety skills and general biking skills. COVID-19 has brought a lot of the funding to a halt for the time being, but it also has shown just how important biking is, now more than ever. [5:40] Barbara has been biking her whole life and has competed internationally as well. She speaks about why biking on Balboa Ave can be challenging, and how Tecolote Canyon is a big asset for the city of San Diego as a whole. [7:44] Does Barbara feel safe when she is bicycling? One of the challenges Clairemont has is the hilly nature. Kristen also shares her experience of shifting from car to bicycle three years ago, and how you can tell by the culture of the Clairemont community that they are not always too fond of cyclists. [11:19] Let's create an alternative and not put cyclists in that traffic. Not everything needs to live on the same road. [11:45] Barabara has been working on the Balboa Underpass project for two years. She has worked to have politicians, such as Todd Gloria, understand why it needs to be a priority. [21:06] One of the things the pandemic highlighted to us was that people really want to bike. In order to restore the canyon, we must clean the water in the margins of the creek, and reroute a portion of the trail to create support for the new trail. [27:35] There are some places we can use as inspiration for bringing natural and wild areas into play as a holistic corridor. The Bay Area, Denver, and Wisconsin are just a few. [29:29] Barbara reminds us that her work is volunteer, and we need committed people for this bootstrap effort. [32:47] The framework is there. The excitement is there. The policy is there. Now we really need action. This project has great potential outcomes for many important priorities, whether it's climate action, getting people out of cars, giving wildlife a safe place to live, or bringing down carbon emissions.   About C-3 In its 60 years of existence, Citizens Coordinate for Century 3 (C-3) has brought together local thought leaders from planning, design, policy, academia, community development, and more to address our region's distinctive and pressing land use challenges.
