That's the image Wikipedia has as the main movie poster image. Its oddly cropped, it has a banner only on the top, and then an overly detailed background image that is bottom left justified for some reason. Then Richard Williams picked one of his forty titles for the film, slapped it on there, put the Tiny Toon Adventures Logo in it, and left the rest a black void. All it all its strange, jumbled, admittedly pretty in places, too busy at points, too spare in others, and honestly? Probably not finished. In short its the most apt movie poster I've ever seen considering the movie its trying to sell.
