The Democratic Alliance (DA) in KwaZulu-Natal has welcomed the arrest of two more suspects in connection with the December 2023 murder of Umngeni Municipality Chief Whip, Nhlalayenza Ndlovu. Ndlovu was shot dead at his Mpophomeni home near Howick. This brings the total number of suspects arrested to five. The initial three Thobani Hlongwa, Khayelihle Shabalala, and Nxamalala induna Zwelithini Buthelezi are due back in the Howick Magistrate's Court today. The uMkhonto weSizwe Party Caucus in the National Assembly is heavily divided, after some members called for party's President to remove Chief Whip, Colleen Makhubele. The MPs accuse her of unilateral and undemocratic decisions, as well as ideological betrayal. They also accuse Makhubele of descending the caucus into a state of dysfunction after she and Caucus Leader, John Hlophe removed Spokesperson, Nhlamulo Ndlela from the whipery of the party. Hlophe is also reported to have written to Zuma allegedly complaining about the alleged disrespectful conduct of Ndhlela and Duduzile Zuma-Sambudla. In this episode, we sit down with Toby Perkins MP, Chair of Parliament's Environmental Audit Committee, to discuss how he and his colleagues plan to hold the Government accountable for its ambitious Net Zero commitments.The Government's advisory body, the Climate Change Committee, has now recommended emissions reductions for the Seventh Carbon Budget (2038-2042) —the next milestone in achieving Net Zero by 2050. Ministers must decide how much of this advice to adopt before presenting a legally binding carbon budget to Parliament for approval. Yet, in 2021, MPs spent just 17 minutes debating the Sixth Carbon Budget Order, a move later criticised by Prime Minister Rishi Sunak for its lack of scrutiny. With Keir Starmer and Ed Miliband now leading the Government, how will parliamentary oversight of climate policy change? Will MPs take their role more seriously this time? We also examine an escalating dispute between the Government and Parliament's National Security Committee. The Government has refused to allow Jonathan Powell, the new National Security Adviser (NSA), to give evidence to the Committee and has stopped sharing National Security Council (NSC) agendas — breaking a decade-long tradition of confidential engagement. Every NSA since 2010 has testified before Parliament, yet Ministers now argue Powell is a special adviser, not an official, and should not be subject to scrutiny. Critics, however, warn that this move weakens transparency and parliamentary oversight at a time of heightened public concern over defence and security. Matt Western MP, Chair of the NSC, argues that restricting access to the NSA could leave Parliament in the dark on key national security decisions. Finally, we speak to Simon Hart, former Conservative MP and Chief Whip, about his newly published political diaries—packed with eyebrow-raising revelations, from Ministers getting stuck in brothels at 2am to tantrums from sacked colleagues. I said when I was a whip, whether it be a whip or deputy chief whip or chief whip to that when colleagues sat and talked and told me stuff, it's between me and them. And that's how I will keep it. “Look, I love Simon to bits, but there is a sort of unwritten code, not just within the Conservative Whips office - but all whips office. MPs, you know, they face a really challenging career. And I know that's not a popular thing to say, but, the pressures on them and their families are enormous. The librettist Emma Jenkins and composer David Hackbridge Johnson talk to Huw Stephens about their new opera. Set in a Welsh Valleys' village in the 1950s, it follows the a group of miners who raise spirits following a pit disaster by reforming their male voice choir. Dawn Bowden, Deputy Minister for Arts and Sports, and Chief Whip in the Welsh Government, discusses cultural policy in Wales. Gary Owen talks about his new play Romeo and Julie, the story of young lovers in the Cardiff district of Splott. They're faced with circumstances that threaten to separate them but there the similarity to Shakespeare ends. They meet on a weekly basis, they have the power to unseat the Prime Minister and they were known to Margaret Thatcher as the "men in grey suits". The 1922 Committee have played a pivotal role in the recent fortunes of one of the oldest and most successful political parties anywhere in the world, the Conservative Party. So, who are "the '22"? How were they formed, and what powers do they hold over the Tory leadership and the party? Professor Sir David Cannadine tells the story of the origins of the 1922 Committee and gains an insight into how our most powerful political party operates, behind the closed doors of Committee Room 14. Back in 1922, Britain was ruled by a coalition, led by the Liberal Prime Minister, David Lloyd George. But the Conservatives were the majority in government and in parliament, and they were becoming increasingly disillusioned by Lloyd George's corrupt ways and irresponsibility. In October 1922, backbench Tories held a meeting at the Carlton Club, and they withdrew their support, which brought the Lloyd George coalition to an end. The Conservatives won a landslide majority in the ensuing general election, and more than one hundred Tories became MPs for the first time. They needed to find their feet in Parliament and the Chief Whip offered to make arrangements to brief them at weekly meetings. So The Conservative Private Members (1922) Committee came into being - in April 1923! While in recent times the '22 has acquired a reputation as being the body that makes and unmakes Tory leaders, that wasn't what it was set up to do, and it wasn't what it did for most of its history. David speaks to the current Chairman of the 1922 Committee, Sir Graham Brady MP, and the Vice Chair Nusrat Ghani; former '22 Chairman Lord Archie Hamilton; Lord Stephen Parkinson, former Political Secretary to Teresa May; Caroline Slocock, former Private Secretary to Mrs Thatcher; to the political historians Lord Philip Norton and Dr Emily Jones; and to Christopher Hope, the Telegraph's Associate Political Editor.
