It's fair to say this issue has been rumbling on a while. In the 1970s 70% of 4-11 year olds walked to school. Now less than half do. Three quarters of parents say 'side road zebras' would help them walk their kids to school more.In countries around the world white stripes, painted on the roads where side streets meet main roads, give pedestrians confidence, and drivers a reminder, that pavement users have the priority. However, in the UK any 'zebra crossing' as we call them, needs a flashing orange beacon and zig-zag lines at either side, to be legal on the roads. While 40 times cheaper to deliver, and tried and tested worldwide, 'side road zebras' without the lights or extra lines have been rattling around the pinball machine of British transport legislation for around eight years, so far without an outcome. While they exist in supermarket car parks without incident, the public roads are a different matter.Chris Boardman, England's walking and cycling commissioner, talks to Adam and Laura about the idea, which he's backed for some time, first working in Manchester as active travel commissioner, and now, in the national role. While he says caution in transport policy helps stop stupid things happening, he believes it is now the time to move forward. For context, we've had six transport ministers in the time it's taken to mull this issue.Adam and Laura also spoke to Westminster City Council's Cabinet Member for Streets, Max Sullivan. Max is overseeing trials of ten side road zebras in the heart of London, including outside the Houses of Parliament and the Department for Transport's HQ, which he says is a coincidence.A whopping 29% of pedestrians have been hit or nearly hit by a driver at a side road. Trials in Greater Manchester found drivers give way at side roads 30% more when there's a side road zebra. Additional polling found 76 per cent of parents of 4-11-year-olds would feel safer about their child walking to school (or allowing them to walk independently) if there were zebra crossings on side roads. We also visit the issue of pedestrianisation of Oxford Street by the mayor of London, Sir Sadiq Khan, against Westminster City Council's wishes. For ad-free listening, behind-the-scenes and bonus content and to help support the podcast - head to (https://www.patreon.com/StreetsAheadPodcast). Europe's aim is to become a global leader in adopting next generation clean technologies. In the first phase, beginning in 2020, the focus was on meeting ambitious emission reductions goals. Four years later, the European Commission is making an important adjustment to its strategy. The new goal is to have Europe be a global leader in adopting and producing those technologies.  They call it the Clean Industrial Deal. Some background: Up until very recently, Europe's climate goals were met by sourcing many advanced clean energy technologies from China, including solar panels and electric vehicles. European leaders quickly understood that it would be far better for companies within Europe to produce the clean technologies than to import them from China or other countries. Joining us today to walk us through the new era is Barbara Glowacka of the EU Commission. She advises leaders at the highest levels of power in the European Commission on energy and law.

The new government has put prevention at the heart of public service reform plans. So what difference could this approach make? By intervening sooner, problems may not escalate, become embedded, or arise in the first place – meaning preventative services could be a major contributor to public sector productivity.   With spending likely to be tight over the coming years, the theory behind an "invest to save" scheme is clear – but in practice it has been hard to implement, and cashable savings have often proved elusive.   This event brought together a panel of experts to discuss:   Is it realistic to expect preventative programmes to deliver cashable savings? How quickly could a shift towards a more preventative approach improve public service productivity? What are the respective roles of the centre of government, departments, and frontline services in delivering this shift and realising productivity improvements? How can additional investments be made in prevention when acute demand is high and spending tight?   To discuss these questions and more, our panel included:   Dr Thomas Waite, Deputy Chief Medical Officer Cllr Gillian Ford, Deputy Leader of Havering Council, Cabinet Member for Adults and Health Daniel Sperrin, Partner at Newton Moira Wallace, former Permanent Secretary   The event was chaired by Nick Davies, Programme Director at the Institute for Government.   We would like to thank Newton for kindly supporting this event. The 50 Shades of Planning Podcast

"‘The moment has come': pro-building Labour YIMBYs are set to raise the roof" was the title of a piece in the Observer ahead of the Labour Party Conference (link below). For many of the most ambitious of the new cohort of Labour MPs, this is the fashionable campaign of the moment, not for economic growth but as a social justice movement – and one that many of the new millennials entering parliament hope to stake their careers on. Inside Labour it is not a left-right divide, but some of its champions are prepared for it to mean internal party conflict between those who are radicalised on the housing crisis, and more nervous colleagues in rural or suburban seats won for the first time by Labour who might be tempted to retreat into nimbyism on local issues as a way of trying to keep their seats. The point about first time Labour MPs retreating into NIMBYism is interesting in the context of the proposed changes to the standard method that is currently being consulted upon, but it was the point about YIMBYism not being a left-right divide inside Labour that Sam Stafford found most interesting because of a piece in the New Statesman back in April called ‘Not all YIMBYs are your friends - the pro-housing coalition is less united than it seems' (link also below). As it so happens, Sam approached the people quoted in the New Statesmen piece about recording a chat about the politics of housing and met four of them recently to do just that. The four are John Myers, co-founder of the YIMBY Alliance; Robert Colville, columnist and Director of the Centre for Policy Studies; Jonn Elledge, journalist, author and fan of local government reorganisation; and Aydin Dikerdem, Cabinet Member for housing on the London Borough of Wandsworth. They were going to talk about whether Kier Starmer's self-declaration as a YIMBY marks the movements arrival into the political mainstream; whether the ends, more housing, is more important than the means; and who should get a say over what goes where and why. Some of that they did, but the remainder of the conversation, as Listeners will hear, goes off in all kinds of directions. Some accompanying reading. ‘The moment has come': pro-building Labour YIMBYs are set to raise the roof https://www.theguardian.com/politics/2024/sep/15/the-moment-has-come-pro-building-labour-yimbys-are-set-to-raise-the-roof Not all YIMBYs are your friends https://www.newstatesman.com/comment/2024/04/no-not-every-yimby-your-mate-housing All hail the ‘MIMBYs': the open-minded voters who might just save Labour's housing plans https://www.theguardian.com/commentisfree/2024/apr/05/labour-housing-plans-keir-starmer-houses By Sam: YIMBYs and NIMBYs. In episode 39 astrologers Kristina Martin and Tara Redfield celebrate Pride month by exploring the relationship between America's first openly gay Transportation Secretary/U.S. Cabinet Member, Pete Buttigieg and his husband, school teacher and author, Chasten Buttigieg. The two have been together since they first met in 2015. We first explore the high-achieving natal chart of Pete. His Capricorn Sun and Scorpio Moon, is a power-affirming, no-nonsense combo that's willing to work hard and succeed at all costs. These placements along with a multitude of planets in air signs, also express his sharp and informed intellect.  Next, we look at Chasten's birth chart, which also has strong air qualities, including a friendly and community-engaged Aquarius Moon. Adding a Uranus opposition to his Sun, we see there are feelings of being an outsider (although it also certainly gives him an original streak).  His Jupiter in Gemini is definitely the mark of a great teacher! Together, their synastry chart shows a mixed bag of aspects - some good, some challenging. We find strength in their opposing Sun signs (Capricorn and Cancer). With both individuals identifying as male, this tells us their masculinity shows up in different, yet complimentary forms. On the other hand, we see a Saturn square Mars alignment which perhaps sets too many rules and limits in the relationship. There is a significant Venus/North Node conjunction though, that brings feelings of total safety and comfort between the two. Listen in to hear how this historic couple rates on the Venus scale! Rob Stewart is the leader of Swansea Council, and has spent the last two decades forging a highly successful career in politics and business. In this episode, Rob joins Jeannette to talk about what it means to represent people in the political arena, why mindset matters so much when it comes to leadership, and the practical business lessons both learned and implemented that have turned him into a leader to be admired. KEY TAKEAWAYS The ones who get things done and place themselves as effective leaders, are those who always have a "can do" attitude. If you're negative about your prospects, you're doomed to fail. The pervasive image in the business world is that politicians do not understand their concerns. Coming from a business background himself has given Rob a real advantage. Planning requires something of a reform. Swansea is spearheading this shift in order to allow more businesses to put their mark on the city. Never discount the value that private enterprise can bring to an environment. Most companies are eager to improve their surroundings, which returns vitality for everyone. BEST MOMENTS 'We've taken the hard yards. Now we need to do it at scale' 'I've tried to bring a can-do attitude' 'This isn't something you do lightly' 'Difficulty comes from inconsistency in thinking' This is the perfect time to get focused on what YOU want to really achieve in your business, career, and life. We're sharing an episode of Talkin' Politics and Religion in our feed because we think you'll be hooked just like we are (you're welcome).  We selected an episode featuring Christine Todd Whitman, the former Governor of New Jersey.  Hear it straight from Corey about why you should tune in: "In this conversation with Christine Todd Whitman, the former Governor (of the best state in the union!) and Cabinet Member, we talk about how she started her career in politics by going around the country and actually listening to people. Imagine that! We also discussed how she was able to achieve bipartisan collaboration during her 2 terms as governor of New Jersey; an assessment of how the Biden Administration is doing on climate initiatives; other achievable actions that can have a positive effect on the environment; what she's doing to resist the danger posed by candidates who are brazenly anti-democracy; the encouraging work of States United Democracy Center - "more than a think tank... an action tank"; a sober warning about current governors who are deploying the tactics of dictators; her experience with Donald Trump back when he was screwing over small contractors who built his casinos in New Jersey; and we even get to talk about religion! Christine Todd Whitman is the Co-Founder and Co-Chair of the States United Democracy Center and she is the President of The Whitman Strategy Group. Governor Whitman served in the cabinet of President George W. Bush as Administrator of the Environmental Protection Agency and was the 50th Governor of the State of New Jersey, serving as its first woman governor. Governor Whitman also serves a number of non-profit organizations including as Chairman of the American Security Project, Vice-Chairman of the Trustees of the Eisenhower Fellowships and Advisor on Renew America Movement. Among quite a few other non-profits and causes, she was co-chair of the Commission on the Rule of Law and Democracy at the Brennan Center at New York University. Also during the 2020 election cycle she served as Chair of Republicans and Independents for Biden. And on top of all of that, she is the author of a New York Times best seller called It's My Party Too: Taking Back the Republican Party... And Bringing the Country Together Again."
